Panne (Japanese: ベルベット Velvet) is a playable character in Fire Emblem Awakening. She is the last survivor of a race of shapeshifters called the Taguel. In battle, through the use of a Beaststone, she is able to take on the form of a powerful beast resembling a rabbit. She joins the Shepherds after trying to stop an attempt on Emmeryn's life.

Role
Panne first appears in chapter 6, at the end of turn 1. She joins to assist the player in protecting Emmeryn, in order to pay back the Taguel's debt to the Exalt of Ylisse. After the battle, Emmeryn recognizes that she is a taguel, and is shocked to learn that the rest of Panne's people were killed. Panne is skeptical at first, but she accepts Emmeryn's sympathy upon realizing that Emmeryn truly saw the death of the Taguel as a tragedy. Panne then becomes a regular member of the player's army.

Panne is a level 6 Taguel starting in Chapter 6 on turn 2. Her stats are decent, with HP, strength, speed, skill, luck, and defense being fine for her join time, but she does not get Lunatic bonuses, and her magic and resistance are terrible. Due to Taguel's being able to exclusively use Beaststones, they get slight bonuses to strength, luck, and defense, and decent increases to skill and speed. For growths, they are pretty good, aside from magic, resistance, and luck potentially being a little low. She starts with the skill Even Rhythm, which grants ten extra hit and avoid on even numbered turns. At level 15, she gets Beastbane, which lets her deal bonus damage to units that ride horses, like Paladin or Bow Knight.
Taguel can be a decent class for Panne to remain in for the entire game, but reclassing will be very important to get skills. To start, Thief's Locktouch and Movement +1 are great utility abilities that she should use frequently if the map has chests, or if the player wants more movement as a Taguel to be on par with a cavalry class. For promotions, Assassin supplies better promotion bonuses overall, and gets access to bows for a better range option than Levin Swords. For growths, Assassin increases strength, skill, and speed, but reduces defense. For skills, Lethality is not very good due to an unreliable activation rate, and Pass is a great utility ability for being able to move past enemy occupied spaces, and when paired with Acrobat from Trickster, she can move anywhere that infantry units can go. Going back to the Trickster class, it only gives more magic and resistance, and access to staves, which are worthless with Panne's low magic. For growths, it only increases magic, resistance, and skill, and reduces HP, strength, and defense. For skills, Trickster gives Lucky 7, which increases hit and avoid in the first seven turns of battle, and the previously mentioned Acrobat, which lets her move past any tile that infantry units can go on without a slight movement penalty.
Wyvern Rider is better as a combat reclass option, where Strength +2 helps her with building weapon ranks with bronze weapons, and Tantivy, which boosts hit and avoid when not near allies. For its promotions, Wyvern Lord has the same growths as Wyvern Rider, increasing HP and strength, but reducing skill. For promotion bonuses, Wyvern Lord supplies more HP, strength, defense, and gets access to lances. Griffon Rider gets more skill and speed, a slightly worse increase to her strength growth, the same increase for HP, and a reduction in defense. For skills, Wyvern Lord gets Quick Burn, which is better applicable for low turn count strategies, and Swordbreaker for a massive boost to hit and avoid against sword users. Griffon Rider gets Deliverer for some extra movement when paired up, and Lancebreaker for a massive boost to hit and avoid against lance users.
Panne's somewhat balanced growths, and Taguels using the strength stat, means she can work with most physical fathers. Her son Yarne cannot get access to the busted Galeforce skill, but he can easily get the Luna skill, as many fathers pass down the Cavalier or Knight class, or pass it down as the inherited skill.
Fire Emblem Heroes
Role
There are two different variations of Panne available to Heroes, both of which are tied to her storyline appearance in Awakening. The normal variation of Panne is one of the characters added to the game in the A King's Worth update, and was made available to players in the twenty-eighth Grand Hero Battle, which initially ran from February 24, 2019 through March 5, 2019. A New Year's-themed variation of Panne was made available between the period of January 1, 2023 through February 1, 2023 as part of the summoning event surrounding the Gods Renewed update.

Personality
At first, Panne comes across as cold and unkind. She is wary of humans due to their troubled history with the Taguel, referring to them as "man-spawn" even to their faces. However, Emmeryn's kindness and genuine compassion surprises her—it is thanks to this, and not just the taguel's collective debt to the exalt, that she joins the Shepherds. That being said, she takes that debt very seriously. Despite the fact that no other taguel live to hold her accountable, she still traveled to Ylisse all the way from Plegia to try and save Emmeryn's life.
Her initial bluntness is due in part to her being in isolation for so long—many aspects of human culture are totally foreign to her. Through conversations with various characters, she eventually grows more trusting of the humans around her. Even though memories of her massacred people are painful to recall, she enjoys sharing them with others. Despite the weight of her past and her serious, dutiful nature, she still jokes with and teases people close to her. Eventually, Panne comes to see the Shepherds as her new warren—her new home, after many years spent alone.
She is the fastest eater in the army. As her rabbit form might suggest, she quite enjoys carrots, and has hearing far superior to that of humans.

Once the fighting was done, Panne vanished. Some say she returned to live in her warren alone; others claim she eventually found fellow taguel survivors.

Many wrote of Robin's legendary exploits, but accounts of his origins and character varied. Scholars, poets, and bards agreed on one thing alone—he loved his wife, Panne, above all else.
Frederick, Cold Lieutenant & Panne, Proud Taguel
As Ylisse's new knight captain, Frederick took charge of keeping the peace and training new recruits. His wife, Panne, showed no interest in his work but gradually learned to enjoy human life.
Virion, Archest Archer & Panne, Proud Taguel
Virion returned home to Rosanne, where he was labeled a traitor and a coward, or else ignored entirely. But his wife Panne's dedication did much to bring him back into good standing among his people.
Stahl, Viridian Knight & Panne, Proud Taguel
Stahl continued his service as an Ylissean knight and led crucial missions across the realm. His scatterbrained gaffes sometimes got on Panne's nerves, but the two still made a happy life together.

Vaike returned to the streets that raised him and was welcomed as a hero and brother to all. Still, the people were even fonder of Panne—and she, in turn, grew to love the town's wild and woolly nature.

While continuing to study magic, Ricken realized how childish some of his actions had been. Panne took him to the wilds, reminding him he was a small part of a greater plan.

Gaius never lost his sweet tooth, though he ultimately returned to less savory enterprises. Amazingly, Panne dirtied her hands right along with her husband, using her keen night vision to expedite jobs.

After the war, Gregor briefly sank into a life of excess. It was his wife, Panne, who broke the cycle and invited him to see her warren, after which the two traveled from land to land as mercenaries.

Many an unfortunate child found joy in the small orphanage Libra and his wife built after the war. The children loved Libra like a mother and often pestered Panne to transform and give them bunny rides.

Henry settled down with Panne and turned out to be a surprisingly good father. Their newborn son was far more taguel than human and would come to be known as his dying race's last hope.

Trivia
- Panne's writing shows some inconsistency as to the timeline of her warren's massacre. She mentions her mother having raised her,[1] talks about her brother in a support with Henry,[citation needed] and says to Olivia that she reminded her of a taguel girl she used to be friends with.[citation needed] This, along with her knowledge of Taguel culture exemplified in her dialogue with Virion,[2] all seem to suggest that she was at least a teenager by the time her home was destroyed. However, in her supports with her son Yarne, she says she knows nothing of Taguel culture and that she never knew her mother.[3] This would suggest that the destruction of her warren happened when she was an infant, but is clearly not the case.
