Heather is a Rogue that can be recruited by Nephenee and Brom in 2-1 after she appears in turn 3, and then joins the Greil Mercenaries before the start of 3-2. She has very high base speed and high base skill, but the rest of her base stats are low, especially for her relatively high base level, and she is so physically frail that most physical enemies will be able to 2HKO her immediately. With her base speed she can immediately double everything, and her amazing speed growth ensures she'll be able to double everything throughout the rest of the game if trained. She additionally has an even greater luck growth, which when combined with her speed will make her one of the dodgiest units in the game, though with her low HP and defense growth on top of her very low durability bases means she'll be unlikely to ever survive taking more than two physical hits, making it dangerous to put her in range of enemies without additional aid to ensure she doesn't get hit. Her biggest problem is with a low base strength, a very low strength growth, and being restricted to knives she'll significantly struggle to deal meaningful damage throughout the game, and it can't be raised easily with BEXP either, as she usually won't start capping stats until around level 15 and she needs to have 4 stats capped to reliably get strength through BEXP level ups, which will require significant luck to do at all in her tier 2 and tier 3 class without stat boosters. Heather's resistance growth is good for a physical unit on top of a decent res base, which does allow her to fare decently against mages, but even with their low defense she'll still be unlikely to ever ORKO them and mages aren't dangerous enough to other units to make this a particularly useful niche.
Heather's main use is for thieving utility, but after Part I there isn't much valuable thieving utility to be done, with few valuable items/weapons to steal, hidden items usually being coins while from that point forward there will be an abundance of units with high skill that will make obtaining them with non-thieves not particularly difficult, and there being no chests nor doors for her to open throughout all of Part II and III. There are still a few maps however that she can be freely deployed without costing a more valuable unit a spot and perform valuable thieving duties on, such as stealing a Secret Book in 2-2, stealing a Dracoshield in 2-E, stealing a Statue Frag in 3-2, stealing an Energy Drop in 3-5, and stealing the Senators' items in 3-4 so the player can gain extra BEXP for sparing them. Besides these few thieving duties there is little she can contribute, and even if the player invests heavily into her, particular with Energy Drops to try fixing her strength, she is unsalvageable as a combat unit, as she has a very low strength cap of 21 in her tier 2 class and will not have access to any strong knives until later Part IV. If promoted into a Whisper she has a still very low strength cap of 28 that prevents her from ever dealing much damage in later Part III and onwards while not getting any sort of crit bonus to alleviate it, and she gets the mastery skill Bane, which leaves enemies at 1 HP while all other masteries tend to outright kill among other effects. If trained up at best she can serve as a very dodgy diversion unit to divert attacks from other less dodgy yet frail units, though this is of little usefulness compared to a unit that can withstand Enemy Phase while counterattacking with useful damage.
In Part IV Heather is ideally put on Ike's team, as 4-4 has doors and chests that she can help open, while Micaiah's team has Sothe forced and he can find the valuable hidden items in 4-3, and neither of Tibarn's maps have any thieving duties to be done. With the large amount of door and chest keys available she isn't necessary for 4-4, so if the player wants to finish 4-3 before Sothe has time to reach every item and doesn't want to risk failing to pick up an item with a non-thief, Heather can be of use on Micaiah's team without being redundant.
For endgame Heather is possibly the worst character to bring in, as her 28 strength cap, if she can even reach it, and her lack of other abilities make her especially impotent. Additionally the Baselard is the only especially strong knife in the game, which Heather will need to do any real damage, and there is only one of it, while Volke at base is a completely superior combat unit to a completely capped Heather and thus it will never be optimal to have her in the Tower using the Baselard instead of Volke. Then Sothe is forced into the Tower, so there is no need to have Heather around to open the single chest of 4-E-1 nor steal anything.
For skills she comes with innate Pass, but since with her very poor durability and lack of combat prowess you'll never want her going behind enemy lines, so it's better to take it off her and put it on a unit you won't mind extending into enemy territory. Her speed will give one of the best activation rates with Adept, but since she does so little damage and has no crit bonus she doesn't improve much from dealing an extra attack. The best help to her combat is Wrath and her dodginess will help her survive at low health, but again since her damage output is so poor not even crits will reliably kill, and if she is too dodgy she may have a hard time being put into Wrath range. With such poor durability she can benefit off of skills that prevent counterattacks like Cancel to help ensure she doesn't get hit when attacking. Cancel will have significantly higher activation rates for her than other such skills, but with Disarm she has particularly noteworthy use, as if she successfully disarms an enemy during Enemy Phase, she can then steal their weapon, allowing her to make more use of the one utility she has.
Heather has a fire affinity which gives an attack and accuracy boost, she benefits little off of the accuracy boost but the attack boost is helpful as she needs all the help she can get for her damage output. Since Heather is not a unit you'll want near the frontlines it can be hard if not impractical to have her stay in support range of your other units and supports will do nothing to help her perform thieving duties. If the player wants to actively use Heather and have her see combat, then an earth affinity is by far most desirable, as she'll need the massive avoid boost to maximize her survival and with it she can become near-unhittable, while no other affinity will provide close to that benefit for her. Ike and Oscar are the only units on the GMs with earth until Tanith joins in 3-11, so they are the ideal support partners for her, and both will benefit off the attack + accuracy boost. Since Oscar is a mounted unit that Heather will have a hard time keeping up with, while Ike is an infantry unit with similar movement, Ike will be the better support partner.

Heather cares for her parents and "works" to support them through blackmail and thievery. Even though she claims to have stopped thievery at the end of the war, it is implied she still steals afterwards.
Heather is a womanizer and flirt, though her attraction to women has been toned down in international releases. She is very willing to do favors for other girls, like buying Ilyana food and helping Brom when she notices Nephenee is with him.

- There is a glitch in Fire Emblem: Radiant Dawn where if Heather reaches level 21 via stealing exp instead of combat or bonus experience, she resets to level 20 and will not promote.
- According to Tellius Recollection, Heather was designed with an apparent age of 27.[1]
