Arthur Malcolm is the overarching main antagonist of the Criminal Minds episode "The Uncanny Valley". He is a child psychologist and pedophile who uses his psychiatric clinic as cover to molest prepubescent girls, including his own daughter, which causes her to become a serial killer.
He was portrayed by Jonathan Frakes, who also portrayed David Xanatos in Gargoyles.

Malcolm is a child psychologist and the chief administrator of New Lives, a hospital for emotionally disturbed children. He specializes in the treatment of prepubescent girls, which functions as camouflage for his real motivation: to have an an endless supply of young girls to rape. After abusing the girls, he gives them dolls to buy their silence.
After Malcolm's wife dies, he used his 10-year-old daughter Samantha's grief for her mother as an excuse to institutionalize her in Nine Lives, where he subjected her to years of sexual abuse. Every time he abused her, he gave her electroconvulsive therapy to erase her memory. Samantha was irreparably traumatized and retreated into a fantasy world in which the dolls he gave her were her only friends and protectors. Malcolm kept Samantha institutionalized well into adulthood.
One day, Samantha walked in on Malcolm molesting one of his patients. To punish her, he told her that he had given away her dolls. This pushed Samantha over the edge, and she went on a killing spree in which she kidnapped, paralyzed, and eventually murdered women who reminded her of her dolls to turn them into replacements for her lost "friends".
"The Uncanny Valley"[]
The FBI's Behavioral Analysis Unit (BAU) investigates Samantha's murders, they trace the murders to her and, thanks to Technical Analyst Penelope Garcia, learn about her being institutionalized and given electroconvulsive therapy as a child. Agents David Rossi and Spencer Reid go to New Lives to question Malcolm about his daughter, and are immediately struck by the presence of several dolls in his office.
Malcolm says that Samantha never got over her mother's death and needed the therapy to combat her depression. When Reid asks him about the dolls, he says that they are mementos of girls he has "helped", and names each of the girls to whom he gave the dolls. From Malcolm's tone when talking about these girls, along with the obsessive care he has given to the dolls in contrast to his disregard for the health of his own daughter, Reid intuits that Malcolm is a pedophile.
Reid begins questioning Malcolm more aggressively, until he finally accuses him of sexually abusing Samantha. Rather than deny the accusation, Malcolm replies that Reid cannot prove it, tacitly revealing his guilt. Rossi tells Malcolm that they will tell the police about his crimes, and his only hope for leniency is to tell them where to find Samantha; frightened, Malcolm gives them her address. After the BAU team arrests Samantha and saves her latest victims, they arrest Malcolm for child sexual abuse.
