Jillian Carter is a supporting antagonist in the Criminal Minds episode "Internal Affairs". She is a suburban housewife who is secretly a high-ranking member of the Libertad drug cartel.
She was portrayed by Erin Cardillo.
Early life[]
Jillian is married to a successful corporate attorney named Owen Carter, with whom she has two children. Unbeknownst to her family, however, she is a high-ranking member of the Libertad drug cartel, and regularly oversees drug trafficking, recruits new members, and orders people killed. It is implied that she got involved with the cartel because she is addicted to opiates and working with drug smugglers gave her access to a ready supply. She also uses the money she makes from the cartel to pay for a lavish lifestyle for herself and her family.
"Internal Affairs"[]
Jillian meets with a woman named Sarah Miles, a supposed new recruit, using her alias, "Ben Franklin". She tells Miles that her sales quota is off and that she needs to be a "better salesperson"; it is implied that Jillian will have her killed if she fails.
After Miles leaves, Jillian gets a call from the head of the cartel, whom she knows by his code name, "George Washington", but is in fact the corrupt head of the National Security Agency, Brian Cochran. He tells her that Miles is an undercover DEA agent. She assures him that she knows what to do, and then she arranges for Miles and her partner, John Portman, to be kidnapped by Jacob DuFour, a serial killer whom the cartel sometimes uses to "disappear" people.
Eventually, the FBI's Behavioral Analysis Unit (BAU), who are investigating the kidnapping, discover what the cartel is doing, and that Jillian is a member. Agents David Rossi and Jennifer Jareau arrest her as she is taking her children to school; as they take her into custody, she threatens to have her husband ruin their careers.
As they interrogate her, she smugly insists that a jury would never believe that she, a wealthy white woman who sits on three community boards, is involved in drug trafficking. When Rossi notes that she made her one phone call to a lawyer rather than her husband, he "offers" to call Owen for her. Panicked at the idea of her family finding out what she's done, she agrees to give up the leader of the cartel. The information she provides helps the BAU expose and arrest Cochran, which earns her a reduced prison sentence.
