Hodin was an ambassador and council member from the planet Gideon, a planet affected by severe overcrowding as a result of a long life span, high birth rate and no illness. As a result, he concocted a plan to reintroduce illness to the planet. He contacted the Federation pretending to be interested in joining but insisted Captain Kirk be the one to visit them, knowing that Kirk had once contracted vegan chorlomeningitis, a disease that would be fatal if not treated within twenty-four hours, and thus his blood contained the micro-organisms needed to spread the disease. When Kirk beamed down, he was rendered unconscious and the micro-organisms extracted from him. Hodin's daughter Odona had volunteered to be infected with the disease in order to serve as an example for others to come forward. Kirk was then placed in a mock-up of the Enterprise with Odona in the hope that he would bond with her and embrace their cause.
Hodin next contacted the Enterprise and claimed Kirk hadn't arrived. Commander Spock requested to beam down and conduct a search but Hodin refused to let anyone else come to the planet and said they would carry out the search himself. He then called back to say that Kirk was definitely not on the planet and must have been transported somewhere else, encouraging the Enterprise to leave. He eventually consented to the Enterprise beaming aboard one of his staff to test the transporter but refused to let any of the crew visit the surface. However, this led to Spock realising the co-ordinates given for Kirk's beamdown were not the council chamber as Hodin had claimed.
With Odona succumbing to the disease, Hodin headed to the mock-up Enterprise and took charge of the situation, explaining what had happened to Kirk. Kirk begged him to let Odona be treated but, although it hurt him to see Odona in pain, Hodin insisted she must go through with her sacrifice. He intended to keep Kirk prisoner indefinitely as a source of micro-organisms to infect others. Spock then arrived on the scene, having discovered the mock-up Enterprise by beaming to the same co-ordinates as Kirk, and quickly took both Kirk and Odona back to the Enterprise so Odona could be treated, warning Hodin not to intervene. Odona was later returned to Gideon to serve as a source of the micro-organisms.
