Guill was a member of the Mari, a race who had outlawed violent thoughts, since their status as telepaths made it easy for others to pick up on the thoughts and be influenced by them. However, the ban had created a black market in the thoughts which Guill was a prominent member of. Whilst working as a merchant, he met Captain Janeway and Lieutenant Torres when they were visiting the planet and arranged a meeting with them to sell them parts. Sensing Torres was a person with a lot of repressed violence, he made arrangements with an associate, Frane, to provoke a violent thought in her. During the transaction, Frane deliberately collided with Torres, with both him and Guill taking her momentary urge to do violence towards him from her. However, the thought was stronger than either of them expected, leading Frane to attack a man soon after and to him and Torres being arrested. Guill shared the thought with one of his customers, prompting her to murder a young woman, Talli.
Lieutenant Commander Tuvok approached Guill and questioned him. Guill feigned ignorance but was unable to hide his interest in Tuvok as a telepath with a large amount of repressed violence. Although Guill claimed he had to get home to his children, Tuvok followed him and heard him arranging another transaction with an associate, Malin. Tuvok told Guill he shared his interest in violent thoughts and allowed Guill to take some violent images from his mind, to Guill's enjoyment. However, Tuvok then accused him of taking the thought from Torres. Tuvok intended to take Guill to Chief Examiner Namira, but Malin returned and together he and Guill overpowered Tuvok.
Guill held Tuvok prisoner and demanded he share all he had with him, promising to let him go if he did. Tuvok complied, performing a mind-meld with him. The amount of repressed violence in the Vulcan's mind soon overwhelmed Guill and he passed out. He was imprisoned in Voyager's brig before being handed over to the Mari authorities.
