Razvan Toscu is the main antagonist of the Law & Order: Special Victims Unit episode "Parasites". He is a Romanian diplomat who abuses his position to traffic and rape women from his native country.
He was portrayed by Victor Steinbach.
Biography[]
Toscu is a Romanian diplomat who abuses his position to smuggle women Slavic women into the U.S. and then pimp them out as "mail order brides". He hired Valentina Bilescu to a be a Madam and keep watch over the women he trafficked. He also personally beat and raped them in order to "break them in" and condition them to obey his rules.
Romanian immigrants Ava and Irina Paroulis tried to pay Toscu to let their sister, Oksana, out of her contract with him, but he instead took the money, raped and killed Irina, and placed her body in a trash can. Whether he did this out of mistaken identity or to torment Ava is unknown, though Ava witnessed this, buried her twin and assumed Irina's identity, but she still kept trying to free Oksana.
"Parasites"[]
Years later, Irina's remains are unearthed, after her previous home was sold. The NYPD's Special Victims Unit is called in and soon identified Ava as Irina's twin and discovered her location at Bilescu's brothel. They arrest Bilescu and rescue Oskana, who identifies Toscu as her abuser and her sister's murderer.
SVU Detectives Olivia Benson and Elliot Stabler arrest Toscu and confront him with the evidence against him. Toscu is informed of his mistake in going after the wrong twin sister but arrogantly waves away the evidence against him and tries to destroy Ava's credibility by calling her a petty criminal who assumed her sister's name. The Romanian Embassy in New York demand he be released and sent back to his native country, a "punishment" he is more than willing to comply with. Benson and Stabler reluctantly let him go after SVU Captain Donald Cragen tells them that continuing to hold him prisoner without definitive evidence of his guilt could cause an international incident.
Toscu's luck finally runs out when the NYPD Medical Examiner's office finds particles of Toscu's prize orchids in Irina's underwear, thus proving his guilt. The next day, Benson and Stabler arrive at Toscu's Embassy apartment just as he is about to leave for the airport, and he mockingly asks them if they have come to say goodbye. He taunts them about he'll be out of the country, before Benson and Stabler quickly detain him and reply that his superiors were so disgusted by his crimes that they have revoked his diplomatic immunity, and that he is under arrest. He tried to protest the lack of evidence, before being told that the flowers he cultivated incriminated him, remarking he should have washed away with the evidence on his hands and haul him away.
The Burton family and Ava testify against Toscu, and he is found guilty of murder, sex trafficking, serial rape, and racketeering. He is then imprisoned for life without parole.
