Sir Tobias "Toby" Moore is a supporting antagonist in Law & Order: Special Victims Unit. He is a wealthy, powerful media mogul who uses his position and status to rape young, aspiring actresses. He is loosely based on former film producer and convicted rapist Harvey Weinstein.
He was portrayed by Ian McShane, who also played Judas Iscariot in Jesus of Nazareth, Dr. Brinkman in Agent Cody Banks, Captain Hook in Shrek the Third, Iofur Raknison in The Golden Compass, Tai Lung and a disguised Chameleon in the Kung Fu Panda franchise, Blackbeard in Pirates of the Caribbean: On Stranger Tides, Leigh Emerson in American Horror Story: Asylum and Winston Scott in the John Wick film series.
Biography[]
Moore is the CEO of a media empire, specializing in film and television. He frequently "auditions" actresses in his private office, where he coerces them to have sex with him by threatening to ruin their careers if they refuse; if they still say no, he overpowers and rapes them. While several women have made allegations against him, he uses his influence to make sure they never press charges, either intimidating them into dropping their complaints or buying their silence.
"I'm Going to Make You a Star"[]
Moore holds a private audition for Venezuelan actress Pilar Reyes, who is trying out for the lead in his latest film. He is friendly and charming at first, but he grows increasingly aggressive until finally demanding sex. When she refuses, he throws her on his couch and tries to rape her, but she gets away from him and runs for the door, as he blocks her way and forces her to watch while he masturbates.
The next day, Reyes reports the assault to Lieutenant Olivia Benson of the NYPD's Special Victims Unit. While Benson and Sergeant Fin Tutuola watch from a distance, Reyes meets with Moore while wearing a wiretap and tries to get him to incriminate himself, but he figures out what is going on and threatens to have her deported. SVU's new bureau chief, Vanessa Hadid, is reluctant to arrest Moore without ironclad evidence, so Benson meets with him for a drink under the pretense of warning him about Reyes extorting him and surreptitiously takes his DNA from his glass.
Moore sends his lawyer, Elena Barth, to SVU to turn over a doctored recording of Reyes' audition, and those of five other women, with the assaults edited out. Tutuola and Detective Amanda Rollins interview the other victims, all of whom relate Moore's crimes, from sexual assault to rape, but none are willing to testify against him. Fortunately, another of Moore's victims, Gemma Brooks, comes forward alleging that he raped her. When Moore's DNA proves to be a match to a sample he left on Brooks' dress, Benson and Fin arrest him and charge him with first-degree rape.
Moore retaliates by bribing Gemma to publicly say that they had consensual sex, while hypocritically apologizing to his wife for the "affair". The detectives find footage of Moore's assistant, Cindy, destroying evidence of the assaults he committed, and threaten to charge her as an accessory unless she cooperates with the investigation.
Benson sends Officer Kat Tamin undercover to one of Moore's auditions. During the audition, he propositions her for sex and gets violent when she refuses, choking her and slamming her up against a wall. Benson and Tutuola arrest him and use Tamin's "audition tape" as evidence to charge Moore with attempted rape. Dozens of his victims show up at his arraignment to tell the press what he did to them.
"The Things We Have To Lose"[]
Months later, Moore's trial begins, with Assistant District Attorney Dominick Carisi Jr., who oversaw his arrest, leading the prosecution. During the trial, however, Moore suffers cardiac arrest in open court and has to be taken to a hospital, leaving the trial in limbo and the case against him unresolved.
