Bulgar

Bulgar (Japanese: ブルガル Bulgar) is the largest city and de facto capital of Sacae. It acts as the social and economic center for all of the nation's clans, as well as a center for trade from other nearby nations.
History
At some unknown point, the clans of Sacae came together to create a hub for the nation. It eventually became a large commercial center, likely spurred on by a central position between Etruria, Ilia and Bern. The city acts as a sort of capital for Sacae, though it has no single ruler, and is instead controlled by the various clans.[1]
At the beginning of their journey together, Lyn and Mark went to Bulgar for supplies, where they met the knights of Caelin, Kent and Sain, who told Lyn of her heritage.
During the Disturbance of Bern, Bern seized control of the city, putting it under the control of Etrurian turncoat Roartz. It was later freed by Roy and the Etrurian Army.
