The World Government is a federation of over 170 nations that governs most of the Blue Planet.[3] Founded by an alliance of 20 kingdoms some eight centuries ago, it has vastly grown in influence since.[4] Its capital is the city of Mary Geoise atop the Red Line (located along the Grand Line at the start of the New World), although the government maintains official facilities and bases across the world.

The World Government claims to be decentralized with no single ruler, with the World Nobles governing most of their affairs. But in reality, the mysterious figure Imu secretly holds absolute power over the entire organization, including the Five Elders, who are publically the top leaders.[5][6] The government oversees the Marines, Cipher Pol, and Seraphim, which serve as peacekeeping and military forces; it previously oversaw the Seven Warlords of the Sea before their dissolution.

The standards and objectives of the World Government naturally put it at odds with lawless pirates, and thus it serves as overarching antagonists of the One Piece series; the Straw Hat Pirates have come into conflict with affiliates of the World Government in every saga, and directly declared war on the institution during the Enies Lobby Arc.

Symbol[]

The main symbol of the World Government is a blue shape consisting of five circles of equal size, with four circles surrounding the fifth one at 90 degree angles to each other; the four outside circles are connected to the fifth interior circle by thin lines of equal length. The shape is accompanied by the words "World Govt."

The World Government's symbol is printed on flags which fly above the government's property and official territory. Destruction of this flag is considered to be a declaration of war against the World Government.[3]

Organizational Hierarchy[]

Imu and the Empty Throne[]

The Empty Throne is a large throne located in Mary Geoise's Pangaea Castle. Officially, it serves as a monument to signify that no single person holds absolute power over the Blue Planet, and has ostensibly never been occupied; royals who visit Mary Geoise for the Levely must swear an oath never to take the throne.[5]

In reality, however, the Empty Throne has an occupant by the name of Imu, thus making them the one supreme ruler of the world. The only people aware of Imu's existence are the Five Elders, who are completely subservient to the ruler's orders.[6] Should anyone else become aware of Imu's existence, they will be sentenced to execution, even if Imu were to reveal themself to someone by choice.[7] The only limitation to Imu's singular authority is this very secrecy they live in; they are dependent on the Five Elders to carry out any orders decreed.

It has been speculated that Imu's claim to total authority comes from them being an original, immortal member of the First Twenty, as this is the only logical reason for World Nobles to submit to such a figure.[8] However, the true reason and almost everything else about Imu remain unknown.

The shroud of secrecy around Imu's existence is now slipping, as Sabo of the Revolutionary Army inadvertently encountered them during the most recent Levely and was able to escape; he would then inform Monkey D. Dragon and Emporio Ivankov of his discovery.[8] Wapol may have also become aware of Imu after spying on these proceedings and likewise escaping.[9]

World Nobles[]

The World Nobles, or Celestial Dragons, are the descendants of 19 of the 20 royals that founded the World Government. Their bloodlines have caused them to be deified, giving them claim to absolute power in the World Government; they can act as they please without the threat of law enforcement, and their decrees are considered tantamount to laws.[10] The majority of World Nobles choose to live in pampered luxury in their homes on Mary Geoise and do not play a direct role in governing, but due to their absolute power, any actions they do decide to take are typically made to happen, and can shape the course of history.[11]

Five Elders[]

The Five Elders are a council of the five highest-ranking Celestial Dragons, who serve as top overseers of government affairs; since the world at large is unaware of Imu, the Elders are regarded as the "Highest Authorities of the World Government" (世界政府最高権力, Sekai Seifu Saikō Kenryoku?).[5] They are responsible for maintaining the balance of the world, and command the military apparatuses of the World Government to achieve its goals and eliminate particularly dangerous enemies; many of their actions are done at the direct behest of Imu. They govern from the Room of Authority in Pangaea Castle, which they rarely leave.

The current members of the Five Elders are Marcus Mars, Topman Warcury, Ethanbaron V. Nusjuro, Shepherd Ju Peter, and Figarland Garling. Jaygarcia Saturn served as an Elder for over two centuries until his death after the Egghead Incident, where he was promptly replaced by Garling.

Commander-in-Chief[]

The Commander-in-Chief (全軍総帥, Zengun Sōsui?) is the third-highest authority position in the World Government behind Imu and the Five Elders. They possess direct command over most if not all of the government's military apparatuses, although the specific degree of their involvement in commanding these groups has not been shown. The Commander-in-Chief is responsible for handling the resignations and reassignments of high-ranking Marine Officers. It appears that the Commander-in-Chief is promoted from the highest ranks of the Marines, thus making the position the highest a Marine Officer can achieve. The current Commander-in-Chief is Kong, who formerly served as Marine Fleet Admiral.[12]

Three of the World Government's major strongholds—Judicial Island Enies Lobby, the Great Prison Impel Down, and former Marine Headquarters base Marineford—are connected to each other via the Tarai Current; access to each stronghold via the current is blocked by the Gates of Justice, which sailors can only open with the proper clearance.[13]

Mary Geoise[]

Mary Geoise is the capital of the World Government. Located atop the Red Line at the intersection of the two halves of the Grand Line (the terminus of Paradise and the start of the New World), it is where the World Nobles and their workers reside and is thus known as the "Holy Land". Imu, the Five Elders, and Commander-in-Chief Kong all govern from Pangaea Castle, which also hosts the Levely every four years. Because of its location, it serves as the primary route for those traversing between Paradise and the New World, but obviously only law-abiding parties are granted access to this route.[14]

Attacks on Mary Geoise are extremely difficult and rare due to its geographic position and protection. Four assaults on the Holy Land are known to have taken place:

  • 200 years ago, the ancient robot Emet came to attack Mary Geoise for unknown reasons, but lost power before it could inflict damage.[15]
  • Fifteen years ago, former slave Fisher Tiger invaded Mary Geoise after scaling the Red Line with his bare hands and attacked it for the purpose of freeing slaves, including his fellow fish-men as well as other races. This operation was successful, with Tiger and the slaves escaping.[16]
  • During the most recent Levely, several officers of the Revolutionary Army led by Chief of Staff Sabo infiltrated Mary Geoise before launching attacks on the World Nobles' supply chains and declaring war against the World Government. An all-out battle between the Revolutionary officers and Marine Admirals Fujitora and Ryokugyu then broke out in the Domain of the Gods as the revolutionaries moved to free many slaves;[17] they successfully escaped with the slaves in tow with the assistance of Fujitora.[18] Sabo also came away with the discovery of Imu's existence.[8] The supply lines continue to be crippled to the present day.[19]
  • Some days after the Levely, Bartholomew Kuma entered the Holy Land after scaling the Red Line as part of his journey to Egghead. He did battle with several guards and Fleet Admiral Sakazuki, and destroyed several buildings with his Devil Fruit. Sakazuki referred to this attack and the revolutionaries' invasion, which Kuma was also involved in, as "historic destruction". Kuma quickly shook off Sakazuki and the guards and sent himself flying to Egghead.[20]

Marine Headquarters[]

Marine Headquarters is the central base of operation of the Marines. The highest-ranking Marine Commissioned Officers tend to be stationed here, particularly the fleet admiral and three admirals. In both of its incarnations, Headquarters operates in a large fortress, with the surrounding terrain and fortifications and the immense power and number of its occupants making it well-protected.

At the start of the series, Marine Headqarters was located on the island of Marineford in Paradise. The base was the site of the attempted execution of Portgas D. Ace, giving way to the Summit War of Marineford as the Whitebeard Pirates launched an attack to rescue their commander. Although the World Government would claim victory, the island was left devastated by tremendous collateral damage. During the next two years, it was decided to relocate Marine Headquarters to the New World to increase the Marines' presence in the most dangerous sea; a new Headquarters was built on the island which formerly housed the G-1 Marine base, called New Marineford.

Impel Down[]

Impel Down is the World Government's main prison complex. A large structure in the Calm Belt stretching deep down into the ocean, it holds thousands of prisoners who receive varying degrees of torture depending on the severity of their crimes. Unbeknownst to almost everyone, there exists a secret bottom sixth level containing prisoners who committed crimes so severe that their names and actions are to be erased from history.

Prior to the start of the series, only two known individuals had managed to escape Impel Down, one doing so without the World Government's knowledge. Immediately prior to the Summit War, however, Monkey D. Luffy staged a break-in in order to free his brother Ace; the ensuing chaos ultimately resulted in 241 prisoners escaping alongside Luffy in the Impel Down Great Escape Incident. Marshall D. Teach would take advantage of this event to free numerous prisoners from Level 6, several of whom joined his crew.

Enies Lobby[]

Enies Lobby serves as the World Government's judicial island; it contained a grand courthouse where those arrested are tried for their crimes. When the prosecuted was inevitably found guilty, they were led across the Bridge of Hesitation to the Gates of Justice and Impel Down. Like the other government strongholds, Enies Lobby is guarded and secured well, containing around 10,000 government agents. The giants Oimo and Kashii also served as guards on the island for 50 years.

The island was invaded by the Straw Hat Pirates, Galley-La Company, and Franky Family two years before the present day in order to save their arrested comrades Nico Robin and Franky. Despite the long odds, the alliance's mission wound up successful as they turned Oimo and Kashii to their side and defeated many of the fighters stationed on the island. A Buster Call on Enies Lobby was accidentally triggered during the conflict, causing the Marines to bombard the island to rubble. Whether the island was rebuilt and restored to its original purpose in the following two years is unknown.

Affiliates[]

All over the Blue Planet, there are over 170 countries that are affiliates of the World Government. Within their own territory all these members have their own sovereign government that rules over its people. However, in the large World Government itself, those leaders are treated as equals, and each have a seat within it. Among these member countries, not all are of the same kind. Some are large countries with kings as their leaders, while others are simply big cities that are governed by mayors. In most instances, the World Government does not intervene with local governance, even in cases of civil war where a government is overthrown. However, they are known to send inspection teams on occasion in each part of the world, which the World Nobles themselves can take part in, and the rulers of the nations are keen to make a good impression.[21]

Nations who are affiliated with the World Government also gain its protection, and can be helped and defended by the Marines and Cipher Pol. However, member nations must pay a tax to the World Nobles known as the Heavenly Tribute (天上金, Tenjōkin?). These extravagant payments often take a toll on poorer countries, with the people on the island that the Donquixote Family moved to often starving to death from the loss of resources. Failure to make the payment seems to be very consequential, as affiliates make it their effort to meet the quota despite the resultant poverty.[22][23] According to Marco, being unable to pay the Heavenly Tribute is the most common reason why a nation does not join the World Government. Most if not all unaffiliated nations only manage to survive by becoming an Emperor's territory or being self-sufficient enough to defend themselves, such as Wano Country, which has both forms of protection.[24]

The World Government does not tolerate any of their affiliate nations having associations with powerful pirates, as both Arabasta and Dressrosa were concerned with their friendly relationship with the Straw Hat Pirates, and Germa was disconnected from the World Government once their attempt to ally with the Big Mom Pirates became known. However, the Sakura Kingdom is still a member nation of the World Government despite bearing a pirate flag and Fish-Man Island is still affiliated with the government despite being under the protection of a pirate. Fraternization with lesser pirates, on the other hand, seem to be more permissible (or simply harder to detect), as the Goa Kingdom made deals with the Bluejam Pirates, and the king even once offered them the title of nobility for a great service (although he actually plotted to eliminate the crew once they served their purpose), while Kano Country employs the Happo Navy. Water 7 is permitted to offer their shipwright services to anyone, even pirates, under the common understanding that the shipwright cannot control how their ships are being used by the clients. The World Government does not accept affiliate nations ruled by pirates, save for Warlords.[25]

The kingdoms whose royal families formed the alliance to fight against the Great Kingdom and founded the World Government. Nineteen of the royal families left their countries and moved to Mary Geoise and elected new royal families to replace them.[4]

  • Arabasta - Currently ruled by the Nefertari Family, the only one of the 20 royal families who chose not to relocate to Mary Geoise.
  • Dressrosa - Originally ruled by the Donquixote Family. After leaving, they were replaced by the Riku Family. Later, the country was taken back by the Donquixote Family, but after the events of the Dressrosa Arc, it went back to the Riku Family.

The Levely is a council, consisting of 50 leaders of countries affiliated with the World Government, which meets every four years. The royals who convene at this event discuss current affairs and bring up potential future developments in the world. Should the council reach agreement, major changes to the operation of the World Government can come into effect, such as the dissolution of the Seven Warlords of the Sea[27] as well as the pilgrimage of Fish-Man Island's citizens to above the sea. The Levely can sometimes be fraught with tension due to competing objectives and hostilities between participating nations.[28]

Jurisdiction[]

In addition to holding absolute authority over its member nations, the World Government appears to exercise authority over the entire Blue Sea, save for areas in the New World encompassed by the Four Emperors' territories. Anyone who lives lawlessly at sea can become a wanted criminal, even if they hail from a non-member nation.[29][30]

The World Government is known for sending agents into non-member nations in order to accomplish its objectives,[31][32] meaning sanctuary is very limited and requires outside governing bodies to have sufficient strength and protective measures to ward away the World Government's forces.[33] The rulers of member nations do not appear to have the authority to stop Marines and government agents from occupying their domains or pursuing criminals in their country.[34]

Governing Philosophies[]

The World Government's primary focus is on maintaining peace and order in the world, and they actively utilize their military enforcement to quell people and groups, namely pirates, who threaten civilians as well as government-affiliated individuals and institutions. The World Government, particularly the Marines, has consistently touted the ideal of justice to punish pirates for their crimes, although ideas of how to apply justice vary from person to person. The government's prevailing justice ideology is "Absolute Justice", which encourages Marines to go to great lengths to eradicate evil, even to the degree of harming bystanders.[35] This philosophy is exemplified by the Marine Buster Call, which destroys entire islands whose subjects are found to be committing severe crimes; even those uninvolved with the crimes tend to be caught in the crossfire.

The World Government places a considerable degree of importance on bloodlines, and will treat people based on their lineage. Because the World Nobles are the descendants of the World Government's creators, they are regarded as unimpeachable deities who have the right to do whatever they like.[10] Less severely, there also appears to be a prominent culture of Marines and government agents' children following in their parents' footsteps in the government's service.[36] The World Government's fixation on blood relations is also applied on the opposite end to pirates and criminals; they actively subjugate the descendants and associates of the world's worst criminals regardless of what the offspring in question may have done themselves, meaning that these people simply being alive is treated as a crime.[37]

The effectiveness of the World Government pursuing justice in practice is tempered by rampant corruption in its body, with the World Nobles being the primary source. It has been noted that the depravity of their actions tends to surpass that of even society's criminal underbelly, making a mockery of the justice that the government supposedly pursues. Although the World Government is ostensibly a representative body, the existence of the Nobles who cannot be reined in, as well as the secret supreme ruler Imu, means that the institution at its core is not accountable to the people and members of the Nobles can even flout the authority of government officials.[38] The World Government is not above engaging in illicit business and dealing out favors, as they have been shown going to great lengths to acquire military strength and weaponry to the point of engaging in practices that they outwardly discourage or even prohibit.[23][39] Corruption also plagues the Marines, as many of them are known to abuse their authority to obtain favors from the populace they are supposed to be protecting, and retaliating can cause one to be labeled a criminal.[40] Unethical Marines are also known to subjugate weak non-member nations for their own benefit.[33]

The World Government is intent on maintaining a nigh-perfect image of itself among the world and will go to great lengths to cover up news of any developments seen as unflattering or damning; they are thus known to frequently alter or remove stories from the newspaper using bribery and sometimes force.[41] In these instances, the government typically spins the story to portray its officials as the heroes, even outright lying with claims that it was the officials who defeated a threat when it was really an inconvenient figure like a pirate. Since the World Government will so easily move to cover up unfortunate events, they are not quick to change their flawed practices, as shown with the Seven Warlords where they would simply take credit for stopping a rogue Warlord while maintaining the system.[42][43]

This is taken to the extreme with the history of the World Government's founding; the government absolutely forbids any research into this time period and has eradicated almost all records from it. They claim that this ban is to prevent research into the Ancient Weapons for the safety of the world, but the archaeologists of Ohara, upon learning of the Great Kingdom, deduced that it was instead to hide inconvenient information as to how the government came into power.[44] The World Government's image and authority is built on many secrets, and it will go to extreme lengths to prevent such secrets from coming to light. They will not spare anyone found to be dabbling in this great taboo, even someone like Vegapunk who was considered one of their top assets.[45]

Laws[]

It is not known if there are any primary documents containing World Government law; their statutes have mainly been expressed through word of mouth.

One of the World Government's highest laws is the prohibition of research into the Void Century 800 to 900 years ago, issued ostensibly to prevent people from learning of and acquiring the Ancient Weapons. The punishment for this crime is the total eradication of those engaged in it; the government frequently employs the Buster Call to utterly annihilate the people responsible as well as their place of study.[44]

Piracy in general is considered a crime, with pirates tending to become wanted by the World Government upon committing a sufficient number of violent acts against civilians and/or law enforcement. Attacking or invading World Government property is a crime, as well as attacking their officials. Attacking a World Noble is a much more severe crime with a greater punishment, as a Marine Admiral will be summoned to bring the offender to justice. Consorting with and aiding pirates is also considered a crime, especially the more infamous ones. While the government traditionally holds that shipwrights are not responsible for how their ships are used, they made an exception with Tom, who built the ship of the most infamous pirate of all, Gol D. Roger.[46]

Slavery became forbidden under the law 200 years ago after diplomatic relations were achieved between the World Government and Fish-Man Island after being accepted in society prior to this. However, the World Nobles continue to participate in the slave trade with the government turning a blind eye to this, and their perpetuation of slavery is well-known in society.[47]

The World Government places limits on scientific research, particularly the development of weapons of mass destruction and other unethical and unnatural human experiments;[48] cloning is also banned.[49] The government may sanction advanced research, including in the aforementioned forbidden areas, so long as the scientists in question are working under their employment and supervision; in fact, they have often shown a desire to obtain the types of technology that they forbid the world at large from accessing.[50]

Judicial System[]

The World Government has multiple courts in its judicial system. The highest court in the world resides on Enies Lobby, but all indications and demonstrations have shown that no real trials take place here and the process is mainly for show as the accused is convicted and led to prison or execution. Thus, it does not seem that the World Government possesses much interest in objectively judging whether the accused is guilty or innocent. There is also a court in Marine Headquarters; its judicial process is uncertain, but they appear inclined to dole out harsh punishments as well.[51] Additionally, there is a traveling court on the Judicial Ship that can visit different islands and try the accused where they are, rather than bringing them to Enies Lobby.[46]

The World Government makes frequent use of the death penalty and it is indicated that most criminals are sentenced to death, with many of Impel Down's prisoners said to be on death row, although it does seem that many of the prisoners stay locked up for years. Notably, the Marine Headquarters court initially sentenced Jango to death despite the man being an East Blue pirate with a bounty under Beli10,000,000.[51]

Aside from the dubious conduct on Enies Lobby, the government has shown to not always be unreasonable; an example is Tom, who was able to briefly earn a pardon for himself after proposing and completing the Sea Train project to benefit his community as well as the World Government.[46] More humorously, Fullbody was able to get Jango acquitted "by style" via initiating a dance party in the courtroom.[52]

Member Nations[]

In general, the citizens of World Government-affiliated nations tend to think highly of the government, valuing the peace and security it provides from pirates. Many nations celebrated the news of the government's victory against the Whitebeard Pirates at Marineford.[53] The rulers of affiliated nations tend to have even closer ties, with some willing to go to great lengths to be recognized by the World Nobles and have the World Government hand out favors to their country.[21]

However, the government has been known to occasionally intervene in the affairs of member nations when pursuing a particular goal; these actions typically come at the expense of the nation's subjects. The World Government has engaged in corrupt deals with local leadership to benefit each other at their subjects' expense, such as forced conscription of subjects into the Marines for political favors[23] as well as establishing lucrative business over resources that threaten the health of the populace.[54] In certain instances, the World Government has even attempted to eliminate local leaders if they pose an obstacle to the government's goals. At their most extreme, the World Government has annihilated member nations and erased them from history]] for the sole purpose of testing weapons, which they did to the Lulusia Kingdom with no remorse; while some of the Five Elders justified this with the rebellion that had risen in the country at the time, Imu chose the island for no other reason than its proximity.[55]

The World Nobles are a major source of tension between the World Government and its subjects, as they are prone to inflicting death, abduction, and destruction whenever they visit an island in the Lower World. Additionally, the Heavenly Tribute is a great strain on many member nations, as its exorbitant taxation leaves the majority of nations impoverished;[22] some local rulers are known to cast the burden of the Tribute on their subjects while retaining their own wealth, or may actively cast away some of their less desirable subjects to manipulate the amount of Tribute required. In recent times, the populations of several member nations have elected to join the side of the Revolutionary Army and move to overthrow their leaders for the purpose of rejecting the Heavenly Tribute, thus presumably severing ties with the World Government.[56]

For the most part it appears that the World Government mainly ignores unaffiliated countries, which is often to their detriment as most lack the resources to defend themselves from pirates and other invaders.[24] There are certain instances, however, where the World Government actively subjugates unaffiliated countries to benefit itself, with some viewing that residents of these nations are of lesser social status.[57] Every three years, the World Government annexes unaffiliated islands in the World Nobles' Native Hunting Competition, where an island's population is slaughtered by the Nobles as part of a game.[58] Additionally, Marines have been known to raid weak unaffiliated nations to rob and pillage them, being noted to act exactly like pirates in these scenarios.[33]

The World Government tends to leave alone countries strong enough to defend themselves, either independently or with the backing of one of the Four Emperors. However, they may still decide to move to annex these nations at opportune times; they considered doing this to Wano Country following the Raid on Onigashima, and are currently attempting this with Elbaph, with the God's Knights spearheading this operation.[32]

Race Relations[]

The World Government is a human institution; all of their top authority figures are humans, and all of the World Nobles appear to be human as well (albeit considering themselves "gods" and looking down on normal humans in comparison). All known participants in the Levely have been human, with the sole exception of Fish-Man Island's Ryugu Kingdom. Although the World Government usually does not actively subjugate most non-humans in modern times, relations between them and other races are still typically fraught with tension. From what has been shown so far, the majority of races aside from fish-men and merfolk originate from nations unaffiliated with the government, or are otherwise uninvolved in the governance of affiliated nations.

Fish-Man Island's participation in Levely resulted from a treaty signed two centuries ago; prior to this, fish-men and merfolk were officially classified as "fish" and common targets of enslavement. While the two races are now legally recognized as equivalent to humans, racism against them still persists and is especially prevalent in the upper castes of society; the World Nobles still consider them, particularly mermaids, as the most prized slaves.[47] This continued subjugation has sparked conflict between the government and the fish-men; fish-man pirate crews have launched attacks against government and military forces, with the most prominent occurrence being Fisher Tiger's invasion of Mary Geoise to free its slaves;[16] more recently, Hody Jones aspired to seize the throne of Ryugu Kingdom and infiltrate the Levely to bring down the World Government. However, the royal family of Ryugu Kingdom has continued aspiring to further relations between Fish-Man Island and the surface world, causing conflict between them and the more militant pirate crews, with a brief civil war breaking out after Hody's New Fish-Man Pirates staged a coup.

The World Government had poor relations with the giants until a century ago, particularly the warmongering country of Elbaph; its Giant Warrior Pirates were renowned for terrorizing the world. However, the government sought to integrate the powerful tribe into its military and so used deception to better relations by staging an execution of much of the crew, which was interrupted by Mother Carmel. Carmel's supposed convincing of the World Government to spare the pirates gave her enough goodwill to open an orphanage in Elbaph.[59] Unbeknownst to the giants, this orphanage was actually a front to sell giant children into the Marines.[39] The government's practice of using trickery to bring giants under its command was also shown with Oimo and Kashii, who served as protectors of Enies Lobby for 50 years due to a lie. In current times, the World Government now seeks to bring Elbaph under its full control for unknown reasons.[32]

The World Government actively hunts down two races, the lunarians and buccaneers, for mostly unknown reasons; regarding the buccaneers, it is only known that their people are regarded to have committed a grave crime at some point in the past. Because of this persecution, the two races are currently near extinction.[60][61]

Pirates[]

Opposition to piracy is one of the World Government's core tenets, resulting in regular conflict across the world between pirates and Marines. The explosion in piracy following Gol D. Roger's execution has caused pirates to be the most common enemy of the government, and the majority of known bounty issuing are for pirates.

Although they actively seek to bring pirates to justice, the government is known to tolerate and even cooperate with them on certain occasions for the sake of maintaining a tenuous peace and avoiding engagement in wars that would devastate the entire world if they were to truly commit to eradicating all piracy. The World Government formerly enlisted pirates to operate in their service in exchange for a commuted prosection, forming the Seven Warlords of the Sea. However, corruption and negligence flourished in this system as the Warlords regularly engaged in criminal acts with little oversight from the government unless it became extremely bad; multiple cases of this ultimately led to the dissolution of this system, though not without a considerable amount of work.[43][27]

The World Government can be considered as being in a cold war with the Four Emperors; although they issue some of the world's highest bounties for the Emperors, the government reluctantly tolerates their existence and claims to power for the most part on account of the vast combat power and organizations they possess; special clearance is required before taking on any of the Emperors in order to prevent a large-scale war from breaking out. Only in certain tremendous circumstances will the World Government move forward with warfare against even a single Emperor; they did this with the Whitebeard Pirates because they viewed it was absolutely necessary to execute Portgas D. Ace. Since even a single Emperor and their crew can challenge them in warfare, the World Government keeps tabs on the contact the Emperors make with each other and will try to prevent them from meeting and potentially forming alliances.[62]

Due to the World Government and Marines' opposition to them, pirates naturally regard the organization as enemies and often initiate conflict, with some particularly violent pirates known for hunting down and killing Marines.[63][64] For the most part, though, pirates only care to deal with threats directly in front of them and do not really aspire to declare war on the government or try to overthrow it. However, certain extremely powerful pirates have had the goal of claiming control of the world for themselves, thus implying an intent to do away with or take over the World Government; there have been instances mentioned of acts of terrorism specifically targeted against the government by pirates with this ambition.[65] Pirates familiar with the workings of the world are well aware of the tremendously powerful fighters in the top ranks of the Marines, and very few desire to engage these figures in combat.[66][67]

Revolutionary Army[]

Monkey D. Dragon, a former Marine, formed the Revolutionary Army 20 years ago from a more limited resistance cell known as the Freedom Fighters; Dragon's reason for doing so was the Ohara Incident.[68] The Revolutionary Army does not seek to abolish the World Government entirely, but rather eliminate the World Nobles controlling it, as Dragon despises their culture of excess preying on the less fortunate. The World Government did not seem to pay much mind to this group until around eight years ago, when Thalassa Lucas warned of Dragon's rapidly growing power at the Levely.[2] Since then, the group and its top members have become extremely infamous, with Dragon regarded as the "World's Most Dangerous Criminal".[69]

The Revolutionary Army initially operated on a smaller scale, liberating individual islands from World Government rule. During the most recent Levely, however, the conflict between the two entered a new stage as the revolutionaries utilized the event to officially declare war on the World Government, along with launching an attack on Mary Geoise that cut off supplies to the World Nobles and freed many of their slaves. The invasion also resulted in the Revolutionary top brass becoming aware of Imu's existence due to Sabo's discovery of this figure and subsequent escape.[8] This series of events, even with the World Government changing some of the account details, caused a surge in popularity for the Revolutionary Army and Sabo in particular; during and right after the Levely, numerous nations found the resolve to overthrow their local rulers and sever ties with the World Government in an event known as the Eight-Nation Revolution.[17]

Underworld[]

The World Government maintains a presence in the Underworld and actively does business through it despite the network existing to conduct trade out of the government's oversight. Cipher Pol appears to be the government's main representatives in Underworld trade. The World Government has business connections with human traffickers to sell children of powerful races into Marine service; many decades ago, they did business with Carmel to get giant children from Elbaph into the armed forces.[39] The World Government also purchased weapons produced by Kaidou's factories in the independent Wano Country using Donquixote Doflamingo as a broker; following Doflamingo's arrest, they were forced to seek an audience with Wano's shogun himself, Kurozumi Orochi, who made exorbitant demands of the government as he had no fear of their power.[70]

Military Powers[]

The World Government's vast manpower and resources make it one of, if not the most powerful overall organization in the world; Spandam views that going directly against the government is the same as fighting the world itself.[3] It has had jurisdiction over two of the Three Great Powers in Marine Headquarters and the Seraphim (the latter replacing the also-affiliated Seven Warlords of the Sea). The scale of the World Government's power was directly shown in the Summit War of Marineford, where its forces emerged victorious against the Whitebeard Pirates, a crew led by one of the Four Emperors, although this victory did not come easily. Most of the top figures in the government—including Imu, the Five Elders, the God's Knights, and the highest ranking Marines—have demonstrated significant prowess in direct combat, but they rarely involve themselves in this as most disputes are handled by the thousands of lower-ranking soldiers under their command. From what has been shown, the World Government has sought to continuously grow its military power.

In addition to the soldiers who voluntarily sign up for Marine service, the World Government has frequently employed methods of forced conscription; they have held a World Military Draft (世界徴兵, Sekai Chōhei?) to enlist the most powerful fighters residing in member nations in order to bolster their military strength; they have also made deals with the rulers of member nations to forcibly conscript powerful subjects.[23] Additionally, the World Government is known to take children, namely orphans, into their care to train them into warriors; this seems to be especially prevalent with Cipher Pol.[36] They have engaged in illicit methods to bring children into their ranks, including purchasing trafficked orphans via the Underworld.[39]

God's Knights[]

The God's Knights are an elite security force consisting mostly of combat-capable World Nobles, although outsiders may be invited to join their ranks. This group possesses the authority to uphold order in Mary Geoise, and can punish and execute Celestial Dragons who go against other members.[71] While rarely seen or mentioned in the Lower World, their power is understood to be immense; Dragon noted that the Revolutionary Army's real fight would begin once this group went on the move.[17] They appear to be involved in missions to subjugate outside nations and bring them under the World Government's control, as this is currently their goal with Elbaph.[32]

Marines[]

The Marines are the primary military force of the World Government. A vast and well-structured organization with many ranks, they are stationed on bases all over the world and also patrol the oceans on battleships. In times of peace, the Marines typically act as peacekeepers and police officers that protect affiliated countries from attacks and patrol the seas in search of pirates. They are also the soldiers that the government utilizes in wartime; should the government come under threat, Marines can be convened in the thousands to meet enemy forces head-on, as shown in the Summit War of Marineford where they numbered at around 100,000.[72] The Marines have access to most of the World Government's most advanced weapons and scientific tools, and many of their most powerful officers possess Devil Fruit abilities. In addition to peacekeeping and fighting, the Marines maintain a large intelligence network to aid them in their missions.

Cipher Pol[]

Cipher Pol is a group of government agencies responsible for investigation, espionage, and assassination. There are officially eight Cipher Pol units, as well as a secret ninth one known as CP9 whose members are the government's top assassins. Additionally, there is another unit called CP0 which directly performs the bidding of the World Nobles, and its members are thus the strongest in all of Cipher Pol.

As their responsibilies suggest, Cipher Pol agents are masters at performing assassinations against enemies of the World Government. Many of them, particularly CP9 and CP0 agents, are trained in a superhuman martial arts style called Rokushiki. The majority of CP9 agents are trained all the way from childhood.[36][73][74]

Seven Warlords of the Sea[]

The Seven Warlords of the Sea were a group of pirates commissioned by the World Government to assist them in roaming the sea and battling other pirate crews. In return for entering the government's service, the Warlords had their bounties frozen and could no longer be prosecuted for their prior criminal acts. The Warlords consisted of powerful pirates who were active on the Grand Line and had made a name for themselves, with the majority of them having bounties of over Beli100,000,000 before becoming Warlords; some had even clashed with the Four Emperors. The World Government valued the strength of their Warlords, and members had been known to lose their titles if they experienced a publicized defeat.[75][76]

Despite their reputation as government underlings, the majority of the Warlords abused their titles to continue committing illegal acts and harming civilians with little government oversight. In general, the government rarely asked the Warlords to perform particular tasks and left them to operate on their own, with mandatory summons few and far between.[77] While the government did strip the titles of Warlords found to be great threats to society, such actions often came after damage had already been done. Because of this, as well as the development of the Seraphim which were judged could compensate for the might of the Warlords,[78] the group was abolished during the most recent Levely and its members at the time became wanted pirates and enemies of the government once again.[27]

Scientific Research and Development[]

The World Government has poured in significant resources over centuries into developing new weapons and technology to bolster its military forces. It has employed the top minds in the world, with Vegapunk being the most prominent; Vegapunk and his science unit, the SSG, have been directly responsible for the majority of new technological developments in the military for the last three decades.

Vegapunk's breakthrough in Lineage Factor research led the government to recruit him into their service; they have utilized these discoveries to commission the creation of living weapons via cloning. Around the time of the Celestial Dragon Hit-and-Run Incident, Vegapunk successfully debuted the Pacifista project in which cyborg clones of Bartholomew Kuma were integrated into the Marine forces. Possessing tremendously durable metallic exoskeletons and laser-firing shooters, the Pacifista soon became valuable assets to the Marines and a bane to the majority of pirates. Vegapunk continued perfecting this process, resulting in the creation of the Seraphim—clones of the former Seven Warlords members altered with lunarian traits and powered by replicated Devil Fruits. The power of the Seraphim gave the government confidence that they could replace the Seven Warlords as one of the Three Great Powers, and they have been shown engaging in solo peacekeeping missions and even clashing with members of the Four Emperors.

Other projects the World Government has devoted much time and resources toward include gigantification, for the purpose of creating giant Marine soldiers,[79] as well as the artificial replication of Devil Fruits. While a true breakthrough has not been found on gigantification, Vegapunk did manage to successfully replicate the Uo Uo no Mi, Model: Seiryu into a manmade fruit; however, the fruit's transformation being a different color caused Vegapunk, the perfectionist that he was, to deem it a failure. Thus, the government was under the impression he had not succeeded at all in this venture, and this misunderstanding prevented them from accessing his accomplishment.

Ancient Weapons[]

Vegapunk believes that the World Government utilized the three Ancient Weapons during the Void Century to defeat Joy Boy, at a great cost to the world. Afterwards, the government appeared to turn away from the Weapons and prohibited the public from going after them, using them as the supposed reason for banning Void Century research. However, within the last 14 years Spandam convinced the Five Elders to commission the revival of the Ancient Weapons for the purpose of better combating pirates.[80] This resulted in CP9 being sent to Water 7 to obtain the blueprints for Pluton, although this mission ultimately ended in failure.

It is believed that Imu and Five Elders have access to an Ancient Weapon which appears to have been dormant until the development of the Mother Flame by Vegapunk. Upon acquiring this substance, the government successfully powered up the Ancient Weapon and used it to instantly annihilate the Lulusia Kingdom.[8] With the Mother Flame and its production now in the World Government's control following Vegapunk's death, it is likely that this weapon remains operational.[81]

Founding[]

Great Kingdom Vs Ancient Alliance

800 to 900 years ago, in a time period known as the Void Century, an Ancient Alliance was formed by the rulers of twenty kingdoms known as the First Twenty.[4] They fought against a Great Kingdom and its top defender, the first pirate in history Joy Boy. The alliance was forced to resort to using the three Ancient Weapons to triumph against Joy Boy, but according to Vegapunk's deduction, the usage of the Ancient Weapons resulted in sea levels across the world rising by 200 meters.[82] The Twenty Kingdoms' reason for overthrowing the Great Kingdom remains unknown.[83]

With the Great Kingdom vanquished, the alliance rose to power and formed the World Government, and these twenty royals became heralded as the world's "creators". Nineteen of the founding royal families moved and lived in Mary Geoise; only the Nefertari Family elected to depart and remain in their country.[4] Following this takeover, the World Government moved to destroy all records of the preceding century for unknown reasons; they would be mostly successful, but could not destroy accounts written on the Poneglyphs developed by Wano Country's Kouzuki Family. The head of the Nefertari Family, Nefertari D. Lili, played a role in spreading the Poneglyphs across the world; following this, Lili disappeared and never returned to her country. Within the same century the World Government established Cipher Pol, having one of its branches guard over Enies Lobby.[84]

Following the death of Joy Boy, the World Government hid the true name and nature of his Devil Fruit, the Hito Hito no Mi, Model: Nika, renaming it as the Gomu Gomu no Mi. The government has attempted to attain this fruit since the conclusion of the Void Century, but to this day have failed at every turn.[85]

As the members of the First Twenty passed on, their descendants retained the same deification and became known as the World Nobles. The creators' descendants reside on Mary Geoise to this day, having the authority to do whatever they please solely because of their bloodline.[10]

Treaty with Fish-Man Island[]

Over two centuries ago, the World Government signed a treaty with the monarchy of Fish-Man Island, in an attempt to bridge the gap between the races, and the king of the island was permitted to attend the Levely. The institution of slavery was also prohibited as a sign of good faith on the World Government's part.[47][86] However, slavery would still persist as the World Nobles have not given up this practice.[47][87][11]

Around the same timeframe, a robot from the Void Century named Emet, who was once a companion of Joy Boy, suddenly powered up and moved to attack Mary Geoise, but lost power before inflicting any damage. Vegapunk has noted that this event and the developments with the fish-men are likely connected.[15]

Age of Pirates[]

The World Government has had many notable confrontations with pirates over the last century. A hundred years ago, they staged an execution of the Giant Warrior Pirates which was interrupted by Carmel as a plot for her to infiltrate Elbaph and sell its orphaned children into Marine and Cipher Pol service. This plot was successful, resulting in the Marines gaining giant soldiers for the first time.[59][39]

Thirty-eight years ago, the God Valley Incident occurred in which the Marine Monkey D. Garp stopped the infamous pirate Rocks D. Xebec from attacking God Valley while many World Nobles were present there. To do so, he teamed up with the pirate Gol D. Roger. Following Rocks' downfall, God Valley was eliminated from all maps.[88]

Thirty-six years ago, the World Government persecuted the rogue science team MADS and recruited their top scientist, Vegapunk, to work for them under threat of arrest.[89] Vegapunk accepted due to the resources the government would provide him, and in his tenure achieved many scientific developments which bolstered the government's military forces; one of his greatest breakthroughs was the development of cloned living weapons known as the Pacifista, which became put in use two years before the present day.

Following the God Valley incident, Roger quickly rose to power which culminated in him reaching the end of the Grand Line and becoming known as the "Pirate King". Roger would elect to turn himself to the government afterwards, which the government lied was a capture, and they decided to give him a public execution in his birthplace of Loguetown to serve as a deterrent against piracy. Before he was executed, however, Roger invited the onlookers to go and find his treasure, causing an explosion in piracy to such a degree that the ensuing time period is known as the "Great Pirate Era". Since then, the World Government has mobilized its forces to actively hunt down and stop pirates, most of all any potential offspring of Roger, and has taken care to maintain balance in the chaotic world under the Three Great Powers.

Ohara Incident and Revolutionary Rise[]

Twenty-two years before the present day, the World Government discovered evidence that the archaeologists on Ohara were performing forbidden research into the Poneglyphs. Upon learning that they had gone as far as to discover the existence of the Great Kingdom and its name, the Five Elders themselves commanded for the island to be destroyed via Buster Call.[44] Only one citizen of Ohara survived the bombardment, an 8-year-old girl named Nico Robin; the government has since mercilessly hunted her down to this day.[90]

It was this incident that gave Monkey D. Dragon cause to form the Revolutionary Army,[68] which he would use to wage war against the government by instigating local rebellions all the while building up his forces. The rising threat of the Revolutionary Army was first seen explicitly acknowledged during the Levely eight years before the present.[2]

Summit War: The Start of a New Generation[]

Two years before the present, the World Government moved to finally capture Robin as well as obtain the blueprints for Pluton in a series of missions on Water 7. They successfully brought Robin to Enies Lobby for judgement and eventual execution, but the crew she was sailing with, the Straw Hat Pirates led by Monkey D. Luffy, spearheaded an invasion of the Judicial Island. In the midst of their invasion, Luffy had the World Government's flag shot and burned up as a declaration of war.[3] The Straw Hats succeeded in rescuing Robin, and a Buster Call was unwittingly called on Enies Lobby, resulting in its destruction as the Straw Hats narrowly escaped.

At the same time, the World Government was tasked with finding a replacement for Crocodile among the Seven Warlords of the Sea. Marshall D. Teach or "Blackbeard" offered himself as a candidate; despite having no bounty, he was accepted into the group after capturing Portgas D. Ace. Knowing Ace was Roger's son, the World Government moved to give him a prominent execution even though this would provoke war with Ace's captain, Whitebeard of the Four Emperors. As anticipated, the Whitebeard Pirates moved to attack the execution site at Marineford, and the most powerful soldiers of Marine Headquarters as well as the Seven Warlords rose to meet them. In the ensuing conflict, Ace and Whitebeard were killed and the Marines were considered to be victorious; however, their victory was tempered by Blackbeard arriving with several of the most infamous Impel Down prisoners which he had freed during the commotion of war. Casting aside his Warlord title, Blackbeard obtained Whitebeard's Devil Fruit power and laid further waste to Marineford before the Emperor Shanks arrived to end the war. Luffy had also been a participant in the war along with instigating a breakout of Impel Down prior; his actions along with the revelation that he was the Revolutionary Dragon's son led him to be marked as a dangerous future element by the government.

Following the war, there was a considerable amount of turnover in the government, as Marine Fleet Admiral Sengoku resigned along with Garp. Sengoku recommended Admiral Aokiji to succeed him, but dignitaries in the government supported Admiral Akainu instead. The two admirals dueled each other for the title, and Akainu was victorious, resulting in Aokiji departing from the Marines. To recoup their losses, the government held a World Military Draft to recruit more people into the Marines, including two new admirals. Under Akainu/Sakazuki's command, Marine Headquarters was relocated to the New World to better monitor the events happening there, and their forces rapidly grew more powerful and determined.[91]

Levely Inflection Point: The Government's Greatest Threats Converge[]

Two years after the Summit War, the World Government got involved in a minor scandal when the Warlord Donquixote Doflamingo, using connections and blackmail from his Celestial Dragon background, had a false news story printed across the world claiming that he had stepped down from the Warlords. This conspiracy went over the head of even Fleet Admiral Sakazuki, and after the story was retracted hours later and the ruse became exposed, he confronted the Five Elders for enabling this. However, the Elders brushed off Sakazuki as they felt no need to answer to him.[38]

With another Levely soon to come, many parties moved to enact change. New Marine Admiral Fujitora waged a campaign to abolish the Seven Warlords of the Sea system due to the actions of Crocodile and the more recently deposed Doflamingo. Fujitora believed that the Seraphim, the latest living weapons project of Vegapunk's SSG, could take their place among the Three Great Powers. Once the Levely convened, the council of rulers agreed to enact this proposal and thus the Seven Warlords were no more.[27] As this was taking place, however, the Five Elders openly discussed the idea of ceasing to maintain the world's balance and enacting a "great cleansing".[92]

Revolutionary Army Declares War

The Levely would be disrupted by an invasion from the Revolutionary Army, which officially declared war against the World Government and launched a successful attack against Mary Geoise. The news of these actions caused an increase in revolutionary fervor among government-affiliated nations known as the Eight-Nation Revolution.[56][17] Soon after the Levely ended, the World Government turned its attention to Wano Country, where an alliance featuring the Straw Hats had launched an attack against Kaidou and Big Mom on Onigashima, where several CP0 agents were stationed. The agents made another attempt at capturing Robin, and plotted to annex Wano in the wake of the conflict.[93] Later, they were instructed to ensure the death of Luffy to prevent him from awakening the Hito Hito no Mi, Model: Nika,[94] but they failed in this task as Luffy would achieve this and take the form of Nika; following his defeat of Kaidou, an image of Luffy in this form would circulate across the world.[95] All of the World Government's objectives on Wano ended up failing, as they did not capture Robin and their attempt to take over the country was put on hold after it was decided to keep its borders closed following the war.

Elders Confront Iron Giant

The World Government learned that Vegapunk had been researching the Poneglyphs; despite his immense service to them, they still moved to have him killed without hesitation. In the midst of this, the government obtained a new power source invented by Vegapunk called the Mother Flame, which they used to power up an Ancient Weapon. They tested the Weapon on the Lulusia Kingdom, successfully annihilating it in an instant. The government went through with the assassination of Vegapunk, with Jaygarcia Saturn of the Five Elders leading the charge, and successfully killed his main body; however, Vegapunk had set up a broadcast to be aired across the world following his death in which he explained the World Government's role in the Void Century and the rising sea levels both in the past and present. All of the Five Elders personally went to Egghead to stop the broadcast, but did not do so before much of Vegapunk's message reached the world at large. They also did battle with the Straw Hats, including Luffy in his awakened Nika form, but were unable to prevent them from escaping. This event would become known as the Egghead Incident.

Following the Egghead Incident, the World Government moved to bring Elbaph under its control, with the God's Knights spearheading the mission.[32]
