The Bureau of Dragon Saviors (龍治局 Ryuujikyoku), often shortened to simply "Dragon Saviors", is a department of the Sumeragi Group, formed in response to the increasing Dragon Radiation concentrations and subsequent Primal Dragon outbreaks. It acts as the primary headquarters for Kirin and Gunvolt in Azure Striker Gunvolt 3.
Membership[]
While the Dragon Saviors is a combat unit, their members also have to do mundane office work. Originally there was only Kirin and Gunvolt. Other departments in Sumeragi are reluctant to lend assistance, if they do so at all, and Gunvolt's dog form is suboptimal for handling paperwork and terminals, thus the majority of the work was left to Kirin. While Kirin won’t show it, this has stressed her out to the point that she was willing to hire the Primal Dragons she sealed, though it helps that all the Primal Dragons feel bad about the trouble they've caused and wish to make amends. Apollo and Shiron are of particular help here, the former being well-versed in navigating the murky waters of protocol and bureaucracy, the latter for his Overclock Septima making analysis and data-crunching a breeze.
Unlike the rest of Sumeragi, the Dragon Saviors have no particular uniform.
Plot Role[]
After Battle Priestess Kirin of Shadow Yakumo found and sealed the Primal Dragon Gunvolt that Sumeragi was trying to keep secret, the Bureau of Dragon Saviors was formed. Kirin was the cornerstone of this organization, as her Radiant Fetters Septima was the best (and only) option to suppress Primal Dragons. It also helped to mollify Shadow Yakumo, as Sumeragi's attempts to hide Gunvolt on top of their previous missteps put them on thin ice with their sister organization.
The Bureau is indispensable for dealing with the Primal Dragon outbreaks that seemingly occur at almost any time. These incidents also solve the Bureau's manpower shortage, as the Adepts Kirin has helped are more than happy to join.
When ATEMS troops invade the country and attempt to steal the Binding Brands, the Dragon Saviors are deployed to intercept. Despite their efforts, and their accomplishments in defeating the Knights of ATEMS' high command, the Brands are stolen. When ATEMS unleashes a "song" from UTU Media Tower, it knocks out all of Sumeragi's Adepts, save for the Dragon Saviors who were protected by Lumen's song. With most of Sumeragi's combat strength out of commission, it falls to the Dragon Saviors to storm ATEMS' fortress, the Sunrise Palace.
Following the incident with Primal Dragon Moebius, the Dragon Saviors find themselves swamped with work over the next few weeks. While Moebius' awakening wasn't quite as catastrophic as it could have been, it still caused a noticeable uptick in Primal Dragon outbreaks due to the proliferation of Dragon Radiation.

- The Dragon Saviors were first mentioned in Kirin's Luminous Avenger iX 2 DLC boss encounter, where she initially introduces herself as Shadow Yakumo's battle priestess, but corrects herself and claims to belong to the Dragon Saviors instead.
- In addition to their general Arcana motifs, all members except Lumen correspond to dragons and related beings:
- The Dragon Saviors as a group with dragon theming, may be a reference to the Dragonblood Clan in Dragon Marked for Death, another title developed by Inti Creates.
- Kirin, as the sword wielding female leader of the group, bears similarity to Empress.
- Shiron, being themed by the Magician arcana and bearing the title of the Wizard Operator/Super Fast Calculations Magician, could be a reference to Witch. This is further supported by Witch being the most technically demanding and knowledge-based class. Also, Witch is female, and Shiron's gender was kept ambiguous in Japanese pre-release promotional material, leading some to mistake him for a girl.
- Cayman, as the muscle of the group, likely represents Warrior.
- Apollo, as an acrobatic former assassin who uses throwing weapons, likely represents Shinobi or Bandit; his purple armor and personality make him more like the former.
- BB bears some resemblance to playable Oracle, both possessing green wings and manipulating bladed weapons. However, BB's focus on flight (and stealth during the Phantom Mist mission) befits Shinobi's abilities, while the Oracle's wings cannot be used for flying. Therefore, which of the two BB represents is currently unclear.
- Lumen, as a songstress who can hold back GV's transformation into a rampaging dragon, likely fits Amica, the Dragonblood Oracle.
- It is possible that Gunvolt represents Atruum, due to being the first Primal Dragon and being the source of subsequent Primal Dragons via Dragon Radiation. Atruum is a fallen dragon god who grants the playable classes their abilities.
- The berserk four may have a Four Horsemen of the Apocalypse motif, as BB explicitly references Death while Shiron, Cayman, and Apollo can be considered to have looser allusions to Conquest, War, and Famine, respectively.
- The berserk four Adepts may pay homage to the Four Guardians from the Mega Man Zero series, and to a lesser extent the initial four Pseudoroids using the Guardians' Biometals in Mega Man ZX.
- BB is similar to Sage Harpuia, since both have green armor, and carry bladed weapons (BB wields a dual-bladed scythe, and Harpuia wields his two Sonic Blades) However, it is interesting to note that their positions in their respective teams are on opposite ends: Harpuia is the leader of the Four Guardians, while BB is the lowest ranked in the Dragon Saviors. In addition, BB's entrance method before the battle is similar to Hivolt the Raptoroid, who uses Biometal Model H. They both stand on a high place to talk before landing in front of the protagonist.
- Shiron bears similarity to Fairy Leviathan, as both have blue armor and wide-range attacks. Leviathan is the only female Guardian, and as mentioned above Shiron has a feminine appearance. In addition, the work of Leviathan and her subordinates is mainly related to computers, which also corresponds to Shiron’s professional ability. However, due to his male identity, Shiron is more like Thetis, who uses Biometal Model L. Especially their appearances before transformation are very similar, both wearing hooded jackets and have headphones.
- Cayman is similar to Fighting Fefnir, as both have red armor, use attacks that affect the ground on impact and also embody fire in their movesets. However, Cayman uses close-ranged combat instead of firearms, so he could bear more of a resemblance to Fistleo the Predatoroid, who uses Biometal Model F.
- Apollo is similar to Hidden Phantom, as both have high mobility, attacks with throwing objects, and more often than not fight in the air with their weapons. Although the armor of the two are different colors with Phantom's being black, Biometal Model P is also purple like Apollo's general color scheme. However, due to Apollo's use of hanging combat and ball-like projectiles, he could bear more of a resemblance to Purprill the Mandroid, who uses Biometal Model P.
- The Dragon Saviors (other than Lumen) are the first allies of Gunvolt to call him "Gunvolt" instead of "GV", though each of them transitions to calling him "GV" as the story progresses.
- Prior to an update, Lumen did not have her antennae in the initial base image.
