Villains who have impaired agency are unable to be truly judged by our concepts of right and wrong, or happen to lack a moral sense, thereby being unconcerned with notions of right and wrong. All villains with Moral Agency issues belong in this category.

Almost all abstract and god-like entities fall under this category. On a terrestrial scale, however, an example of a villain with impaired agency would either be:

• Robots and mindless machines that run on a program (e.g. Popgoes the Weasel), unlike those with free will (e.g. Ringmaster and Turbo Mecha Sonic).
• Monsters and Predators with no human features (which is guided by instinct) (e.g. Sanity & Corrupted Tails), unlike those who find joy in torturing their prey before killing and eating them (e.g. Pepper Satanica).
• Dimwits whose stupidity gets out of hand and causes disasters (e.g. Rusty and Mario), unlike those who can mostly control themselves (e.g. SMG3).
• Demons, Dark Forms and other forces of evil who only know how to be evil, and does not understand good and bad (e.g. 3X3, and Shadow Meggy) - unless the story makes it clear that they can be used for good or at least know the concepts of good and evil (e.g. Bowser).
• Lovecraftian Horrors have impaired agency at least by human standards unless they have such Moral Agencies (e.g. Niles).
• Juvenile Delinquents who are unaware of their actions either due to how old they are, or who/what they are hurting (e.g. Jeffy), except for when they enjoy themselves. People who harass others for fun don't count if they clearly enjoy causing others suffering (e.g. Scarlet Spiker).
• Mentally Ill, Psychotic and/or Dissociative individuals who are not in control of their own actions (e.g. Yoshi and Tails), unlike those who are fully aware of what they are doing and their limited views on reality does not justify their actions (e.g. Madman, Danyell Radcliff and Technoblade).
• Individuals who do not conform to the traditional archetypes of good or bad and do not wish to be evil. Characters like those often fall under Chaotic Neutral. Some might even do more good things than bad things. But villains, who wish to be evil due of their delusions do not count.
• Most Villains by Proxy who did not choose to become evil in the first place. However, these don't count if they have some motive for committing crimes that doesn't make them unwilling.

Complete Monsters can NEVER qualify. While they may be unconcerned with what is right and wrong, they are aware of what is right and wrong but always chooses to do what is wrong. Pure Evils always understands morality as part of their moral agency. If they don't believe in good and evil (e. g. Exitium and Morbus), they should go under the Delusional or Nihilist category instead. However, a Near Pure Evil can have impaired agency, as long as their moral agency issues aren’t too big, and they have a personality outside of being evil.
