Biography[]
The Bailey family were libertarians, the brothers' father disapproving of Doug's work as a federal employee. Pete, however, went in a worse direction, being admitted to Stuart House, an alleged troubled teens facility. It was really Church's experiment facility, where Pete was one of five teens who were repeatedly raped and brutalized into subservience and indoctrinated into Church's lies about government kabals. Pete was the only teen who'd regularly return to his family to test how he'd survive in the real world. When Doug and their parents heard his accounts, they tried to dissuade him, but the brothers would get into constant fights as a consequence. Pete took a back seat to the operations of his group, the Gold Star Killers, but he was still order by Church to target the FBI to discredit him, under the lie they killed Doug.
While Damien Booth and Jade Waters killed Church's employees, under the lies they were Satanists and child traffickers, so Church could cover his tracks, Pete was ordered to work with Brian Garrity to discredit BAU Unit Chief Emily Prentiss. He fed false information to Garrity to argue "false flags" surrounding Doug's murder, then ordered several men to beat Garrity up. Garrity blamed Prentiss, who was arrested, under the promise Garrity would gain more information, but he was detained for questioning before he could. When Waters turned on the cult and blew up its grounds, she and Pete took Prentiss hostage. They showed her voice memos Doug sent to Pete, and when Pete demanded she confess to killing Doug, she refused, resulting in Waters torturing her with electric shocks. They were prepared to shoot and bomb responding agents, but the agents were prepared to turn them. They hacked into the projector and broadcast Voit's confession to killing Doug. Pete convinced Jade to surrender, and they were both arrested. Pete's parents got to say goodbye to him before he was incarcerated, Pete taking a last look at Doug's memorial photo as well.
