~ Judge Higgins.
Judge Higgins is the main antagonist of Disney's 1967 live action film The Adventures of Bullwhip Griffin, which is based on the 1963 American novel By the Great Horn Spoon! by the late Sid Fleischman. He is a nefarious thief with a disguise for every imaginable crooked caper.
A man wins an auction to receive a ticket aboard a ship to Los Angeles. Judge Higgins steals the man's ticket by bumping into him and pickpocketing it from his coat. He directs the unlucky victim to the police as a diversion and uses his judge status to cover his own tracks. He lectures the man he robbed about getting too excited and then boards the ship to Los Angeles.
Judge Higgins knew about Quentin Bartlett, a Shakespearean Actor, in possession of a map to the motherlode of gold. He had knocked Bartlett unconscious, tied him up, and gagged him while searching his cabin for the map. When Griffin and Jack approach the hallway near the cabin, they meet Judge Higgins. Jack asks if the judge plans on prospecting for gold, but Higgins lies that he is only interested in "laws, courts, and justice" as he walks away. As the ship approaches San Francisco, a fire broke out on the ship. While everyone panics, the judge uses the fire as a diversion to get witnesses out of the cabin areas. After everyone except Bartlett and himself had evacuated, he once again knocked Bartlett unconscious and successfully stole his map. Captain Swain discovered there was no fire, but someone had thrown oily rags into the engine room to generate smoke. When Griffin and Jack realize the fire was a trick, they learn from Bartlett that Higgins knocked him out cold and stole the map. Griffin tries to warn Captain Swain about the judge, but it was too late. Judge Higgins escaped ashore in the only lifeboat.
Judge Higgins rode to the deposit with a new disguise in a stagecoach, but the stagecoach was stopped by traveling robbers. During this pursuit, he ran into Griffin and Jack once again who was riding on the same stagecoach as he. After the robbers had stolen everyone's valuables, the bandido leader demanded everyone to take off their coats. The judge protested against it, but the bandido leader knew the trick of people hiding more gold in the lining. The bandits take the coat and bid their farewell as they ride off. Higgins angrily fires his pistol at them, but he is confronted by Griffin and Jack. Jack reminds the judge that he and Griffin are now partners with Bartlett and demand he returned the map he stole on the ship. Higgins grew angry and frustrated that he did not have the map anymore as it was sewed into the lining of his coat which was now in possession of the robbers. Griffin and Jack decided to pursue the robbers on foot and Higgins secretly followed them. As Griffin and Jack found the robber's camp along with the map, Higgins threatened them with a pistol to relinquish the coat to him. As Griffin refused, Jack caved and threw the coat to Higgins to avoid being shot. The judge taunted Griffin as he departed, but Griffin warned Higgins that their paths would cross again.
Judge Higgins settled in Shirt Tail camp populated disguised as a dentist named Old Cuteye. When Griffin and Jack arrived, he was about to be hanged for robbing the citizens of their good teeth. Griffin and Jack halt his hanging by pretending that Jack had a toothache. They go inside of his "dentist office" and they strike a deal with the judge that he gives them the map if they help him out of being hanged. Higgins agreed to give Griffin and Jack the map first, and they found that the most important spot on the map had a bullet hole in it. While Jack wanted to leave the judge to be hanged, Griffin decided to keep his promise of helping the judge. Higgins escaped on a horse that breaks loose.
After Bullwhip and Jack found the gold and got back on the boat, Judge Higgins followed them while disguised as a Chinese coolie. He tried to steal the gold from Jack, but they end up losing it in the river.
Judge Higgins did not give up on his pursuit for encountering riches in Los Angeles. While everyone was watching the fight between Bullwhip Griffin and Ox in the Lucky Nugget saloon, Judge Higgins took this as an opportunity to steal the gold from the Lucky Nugget safe. He disguised himself as a bookkeeper and he snuck into the back to steal the gold and hide it in the saddle bags of a mule. After clearing out the safe, he was caught by Mr. Pemberton's associate. Higgins hit the man in the back of the head which caused a candle and a bottle of vodka to topple over and start a fire. As the Lucky Nugget began to burst into flames, Griffin, Jack, and everyone in the saloon learned from Mr. Permberton's associate after regaining consciousness that the bookkeeper had stolen all the gold. Higgins tried to get the mule to start running, but it wouldn't budge until a line of fire scared the mule away. As the angry mob spotted Higgins, the judge made a run for it and locked himself in the jail to avoid being lynched. Jack and Griffin recognize Higgins through his bookkeeper disguise. With nowhere else to run and no way of getting out of this situation, Higgins confessed that the gold was hidden on the mule. The judge slid down the wall in despair that his plan to steal gold had been foiled one last time. Soon, the entire town had been engulfed in flames from the fire Higgins started. It is unknown if Judge Higgins escaped or if he died in the fire while still locked up in the jail.
Personality[]
Judge Higgins at first glance acts friendly to those around him, but it is only a cover-up to his true personality. He is a greedy man and disguises himself to rob people of their money while making clean getaways. He is also a coward as he chooses to sneak behind others and knock them unconscious rather than fight.
