The Central Intelligence Agency, better known by its acronym CIA, is a major intelligence service that specializes in foreign operations on behalf of the United States of America.
History[]
Working with S.H.I.E.L.D.[]
In the 1950s, the CIA was contacted by Daniel Sousa who requested an internal investigation, considering the fact that S.H.I.E.L.D. was supposedly infiltrated by sleeper agents.[1]
Cold War[]
As the Cold War progressed, the CIA sent Nick Fury on missions in Belfast, Budapest, Bucharest, and Belgrade.[2] When the Cold War resulted in a war in Vietnam, the CIA worked with Brigadier General Whalen and Bonnie Thompson to fly people to work during the war.[3]
Infiltration by HYDRA[]
After the Cold War, the CIA headquarters in Reston, Virginia was infiltrated by HYDRA.[4]
International Intelligence[]
The CIA appointed William Rawlins as the Chief Special Agent and assigned him to supervise operations in Afghanistan, Iraq, and Uruguay.[5]
While working for the CIA Office of Middle East Study and Technical Analysis, Sarah Russell was presented with the Agency's Silver Seal for distinguished contributions to the OMESTA branch in Langley, as well as overseas as part of CIA stations in Kandahar, Amman, and Riyadh.[6]
Kidnapping of Tony Stark[]
The CIA approached Stark Industries in the wake of kidnapping of Tony Stark by the Ten Rings.[7]
Chase of Hulk[]
The CIA, alongside with the FBI cooperated with Strategic Operations Command Center in order to track down and apprehend Bruce Banner. SOCC was informed that Banner most likely hid in Brazil, so Thaddeus Ross requested the CIA to monitor the Pingo Doce Bottling Plant while he planned an operation to take Banner.[8]
Mandarin Attacks[]
The CIA was one of the agencies that had intel on the "Mandarin bombings."[9]
Destabilizing Foreign Countries[]

The CIA cooperated with a secret military ghost unit, consisting of Erik Stevens. Stevens worked with the CIA to destabilize the infrastructure of foreign countries. Looking through the CIA reports, Everett Ross noted the unit's unorthodox methods used for their missions.[10]
Operation Cerberus[]

With Ray Schoonover's help, William Rawlins started the Operation Cerberus, a covert military operation aimed at eliminating terrorists in Afghanistan. However, the operation was unsanctioned by the CIA and United States Congress and Rawlins had to use illegal heroin sales to fund the operation. Eventually, the operation was shut down and all information about the operation was wiped out from the CIA records and Rawlins was promoted to the Director of Covert Operations.[11]
HYDRA Uprising[]

In the wake of HYDRA Uprising, the CIA recruited Sharon Carter, who left S.H.I.E.L.D. upon its collapse.[12] Investigating the scandal with HYDRA, the CIA, as well as the NSA, NRO and the United States Congress, questioned Maria Hill about the recent events.[13]
Joint Counter Terrorist Centre[]

After her training in Langley, the CIA stationed Sharon Carter at the Joint Counter Terrorist Centre in Berlin under the commands of Everett Ross.[14]
Trapping Ulysses Klaue[]
- "Just spotted an old friend who works for the CIA. It just got a little more complicated."

Using a vibranium recovered after the Battle of Sokovia, the CIA managed to track down Ulysses Klaue who provided Vibranium to Ultron. Everett Ross contacted Klaue and arranged a deal, posing himself as a buyer who wanted to purchase a Vibranium artifact. The CIA sent the team of agents led by Ross to Busan, South Korea as they waited for Klaue in Jagalchi Market Casino. However, the plan went wrong as Klaue and his men fought Black Panther, Nakia and Okoye who wanted Klaue as well.
After a car chase, the CIA arrested Klaue who was defeated by T'Challa. Klaue was placed in a CIA South Korean Black Site where he was interrogated by Ross. However, the black site was assaulted by Erik Killmonger who shot Ross and freed Klaue.[10]
Deputy Director's Offer[]

In the George Bush Center for Intelligence in Virginia, William Rawlins gave a speech to the newest recruits of the organization in which he introduced himself and welcomed all of the recruits into the CIA. For long service to the agency, Rawlins was presented with a medal, given to him by Marion James. She reminded Rawlins that he did not get to keep the medal due to the secrecy of their organization but he could have their admiration.
Rawlins visited James in her office and he noted that he had heard a rumor that she would soon be leaving her current position to become Director of the CIA, as the previous Director was now heading for a career in the United States Congress. Rawlins noted it was about time she had the job offer before James invited Rawlins to come on board as her new deputy director when she took the job.[15]
Cerberus Concealment Conspiracy[]

Eventually, William Rawlins found out that Frank Castle had survived the attack he orchestrated to silence him. As Castle was too much of a liability to expose the Operation Cerberus, Rawlins joined forces with Billy Russo to eliminate him for good, using Anvil to save the CIA and Rawlins' career from the scandal. Rawlins had to disclose the details about Castle situation to Marion James, requesting an access to the CIA electronic surveillance equipment to track him down. James accused Rawlins of trying to get her to sanction a murder, while Rawlins argued that Castle was a terrorist and a threat to the agency.
However, the Homeland Security intervened in the situation, informing about Rawlins' illicit activity, including the Operation Cerberus. James had to deny the allegations and refuse to give them Rawlins to avoid the scandal which could put the United States' foreign policy back by ten years. She explained that the Homeland Security does not have the jurisdiction over CIA agents' conduct on foreign soil, however, Rafael Hernandez noted that Rawlins' actions resulted in deaths of several Homeland agents on the US territory.[16]
Following the death of Rawlins and the arrest of Russo, the CIA and the Homeland Security redirected the narrative, painting Russo and Lewis Wilson as the only suspects, which allowed Dinah Madani to keep her job and Castle to keep his freedom.[17] However, the CIA had to rewrite Madani's report, keeping Rawlins as a decorated agent, while Ahmad Zubair incident was erased from the records.[18]
Database Request[]
Upon Dinah Madani's request, Wendy contacted the CIA to help to identify the man who confronted Madani. However, CIA could not find any information in the Agency database.[18]
High-Profile Target[]

After joining the CIA, Dinah Madani managed to contact Frank Castle who went off the grid for three months. Madani informed Castle that the CIA has information about the high-profile target and offered Castle to participate in his elimination but Castle refused.[19]
Super Soldier Serum[]
- "When HYDRA fell, I was recruited by the CIA. They had blood samples from an American test subject with semi-stable traces of serum in his system."

Following the fall of HYDRA, the CIA recruited one of their scientists, Wilfred Nagel, who had worked on recreating the Super Soldier Serum for HYDRA's Winter Soldier Program. As the CIA possessed blood samples of super soldier Isaiah Bradley, Nagel was able to isolate the serum's components. However, before he could synthesize a recreated serum, he disappeared. As a result of the Snap, the CIA shut down their super soldier program.[20]
Questioned for Intelligence[]
In 2024, Lemar Hoskins asked the CIA if they had any helpful information on the Flag Smashers, but they were not able to be of any service.[20]
American-Wakandan Tensions[]
Search for Vibranium[]

The CIA and the United States Navy SEALs organized a joint operation to discover vibranium outside of Wakanda, as the Golden Tribe officially refused to share their resources. The research team, led by Graham, was deployed on the Harvey Sub-Sea, as Rita Salazar and Jackson ventured to the seabed and discovered traces of vibranium; however, the connection with them was severed. The ship was then attacked by unidentified blue-skinned warriors who used a hypnosis to force numerous officers to commit suicide by jumping into the ocean. As most of the crew ended up being killed, Graham and Smitty attempted to escape, but their helicopter was brought down by the leader of the attackers.[21]

The CIA arrived at Cambridge where the FBI attempted to apprehend Riri Williams, so she could create another Vibranium Detector for the U.S. Government, but she ended up disappearing. The CIA assumed that Wakanda was involved, since Shuri and Okoye helped Williams to escape the authorities, although the exact events remained a mystery. After a brief investigation with the FBI, Valentina Allegra de Fontaine and Everett Ross headed to Langley for a meeting. Ross then discovered Kimoyo Beads at the crime scene and used it to keep contact with Ramonda, unaware that de Fontaine had the Kimoyo rigged and could listen to their conversations.
Ross and de Fontaine met with the State Secretary and the Defense Secretary to discuss recent events, involving Williams' disappearance, but Ross claimed that she simply participated in the exchange program with Wakanda. The State Secretary then informed Ross and de Fontaine that President Ritson expressed an intention to make a move against Wakanda, namely a destabilization, so they came to consult with the CIA. As de Fontaine endorsed Ross' opinion as the agency's expert on Wakanda, Ross claimed that there was the third party being involved, so he needed more time to investigate and figure out what was going on. However, de Fontaine later exposed Ross for his contacts with Wakandans which was deemed a treason, so Ross was arrested but later liberated by Okoye.[21]
