The Asset Communication Devices were used to keep track of the Inhumans following the Sokovia Accords. It was also occasionally used by other agents, such as Phil Coulson, Sam Koenig and Billy Koenig to be able to communicate.

Secret Warriors[]

Elena Rodriguez was given an Asset Communication Device after she collaborated with S.H.I.E.L.D. in a successful attempt to take down Victor Ramon. Upon giving her the device, Alphonso Mackenzie informed Rodriguez that S.H.I.E.L.D. would be able to contact her through this device should they require her assistance, and that she could also alert the agency to get help should she be in danger due to her status as an Inhuman.[1]
Weeks later, Daisy Johnson contacted the Secret Warriors Rodriguez and Joey Gutierrez through their communication devices to require their assistance, as they were the only people left in S.H.I.E.L.D. able to intervene after the Zephyr One was hijacked by HYDRA. Upon receiving the communication, Rodriguez and Gutierrez immediately responded, even if it meant ditching up his date for Gutierrez.[2]
Sokovia Accords[]

In the aftermath of the ratification of the Sokovia Accords, S.H.I.E.L.D. tech, including the Asset Communication Devices, had to be modified to make sure that it would only be used in the framework of this agreement. As such, Yo-Yo Rodriguez was summoned to the Playground to get her new equipment. Upon arriving, her device was scanned by James Davis[3] before she was sent to the lab, where Leo Fitz and Jemma Simmons provided her with a new version of the device which was adapted to her superhuman speed. During the change of equipment, Rodriguez used stolen credentials from Jeffrey Mace to perform a facial recognition scan,[4] but her actions were discovered by Melinda May, although Rodriguez initially denied and claimed that she was only here to update her communication device.[5]
Hunted by Watchdogs[]
S.H.I.E.L.D. continued to issue Asset Communication Devices for individuals they were willing to monitor, including JT James, an Inhuman that had been controlled by Hive. Unlike other devices, James was unable to remove his own since he disagreed with this security measure. Moreover, as he had grown disgusted by Inhumans after his disastrous experience with Hive, James actually let the anti-Inhumans Watchdogs hack into his device to get information on many more Inhumans, enabling the Watchdogs to hunt them down.
The vigilante Quake, who was aware of this hacking but did not know its origin, spent time tracking it down in order to warn the Inhumans that were endangered because of their own communication devices. Along with Jemma Simmons, she went to see James, unaware that he was the source of the hack, and advised him to remove his tracking device. Since James explained that he was unable to, Quake used her powers to forcibly remove it off his wrist. Quake and Simmons later figured out that James had let the Watchdogs used his device to hunt down Inhumans.[6]
Later, Agent Sam Koenig, who owned a communication device even though he was not an Inhuman himself, used it to alert Phil Coulson of the abduction of his brother Sam by a group of Watchdogs sent by Anton Ivanov.[7]

The Asset Communication Device allows basic forms of communication between its wearer and S.H.I.E.L.D., thus enabling the asset using them to request assistance from S.H.I.E.L.D. in case of emergency and allowing S.H.I.E.L.D. to contact the asset should they need their assistance. The device also tracks down its user's vitals to monitor their status. Since Inhumans' powers can drastically affect the physiology of these enhanced individuals, the devices were uniquely calibrated to their abilities to account for these changes. For example, Yo-Yo Rodriguez's device could precisely measure her speed and link it to her abilities so that it would not seem unusual that she moved at incredibly high velocities during extremely short periods of time.
