Operations Specialist Jane Harrow is the overarching antagonist of the 1980s section of the 2012 first-person shooter Call of Duty: Black Ops II, and the main antagonist of its 2024 midquel, Call of Duty: Black Ops 6.

Initially appearing as a loyal CIA operations specialist and mentor and friend to Troy Marshall, Harrow is revealed to be a major figurehead for the enigmatic organization Pantheon. With the CIA tied to her parents' assassination, the double agent enacts a dangerous plan to destroy the agency's reputation by committing a false flag operation.

She is voiced by Dawn Olivieri, who also portrayed Danique in The Last Witch Hunter.

Biography[]

Early Life[]

Jane Harrow was born during the 1950s to CIA agents John and Lorraine Harrow, whom pushed their daughter hard by participating in numerous activities, but were noted by her to be firm and gentle with their challenges. On September 12th, 1960, the Central Intelligence Agency Deputy Strategist Emerson Black tasked an unidentified assassin to eliminate the Harrows for reasons unknown, leaving Jane as the sole survivor of the attack. After witnessing her parents' deaths, she was raised by her uncle and aunt, whom told her that her parents were killed during a break-in. She never believed this, and after learning of their affiliation with the CIA, decided to join the agency to find answers. In addition, Jane attended Georgetown University where she earned degrees in art and science for language and regional and comparative studies.

CIA Career[]

In adulthood, she was accepted into Langley and was made Russell Adler's handler, with the latter describing her as ambitious, curious and intelligent. During her service, she recruited and befriended Marine Force soldier Troy Marshall, and the two became close enough that she kept a drawing in her office. Harrow's abilities allowed to reach the position of operations specialist, and she was noted as being valuable agent when she gathered intelligence in East Germany. However, a report on the officer noted that her emotional attachment to Marshall could counter the agency's goals.

Joining Pantheon[]

Despite her growing success, she continued her search for any information on the deaths of her parents and was unable to despite each promotion giving her top clearance to see files within the agency. Pantheon, a secret CIA division that was dissolved after the failure of Project Cradle, sent Harrow a disc revealing that CIA Deputy Strategist Emerson Black ordered the assassination on her parents. With the information, Jane believed that Adler was behind the operation and was the assailant she saw as a child. However, it's left ambiguous if Adler was truly the assassin, as Pantheon knew that it was a soft spot for Harrow and used it to manipulate and recruit her to further their own goals.

Once recruited into their ranks, Harrow quickly rose as a major figurehead in Pantheon as both an agent and field leader. By the 1980s, Pantheon recruited Jackson Caine into their paramilitary group, and they became associated with cartel leader Raul Menendez and his cartel. Following Operation Just Cause in 1989, which left Mason and Hudson dead and Woods crippled, Jane framed Adler as the mole by placing documents showing encrypted transfers from Menendez to his personal bank account. Unbeknownst to Harrow, Hudson discovered suspicious activity of of an unnamed group being embedded into the CIA and informed Adler, allowing the latter to go into hiding once he was incriminated. While in hiding, Adler continued to gather intel on Pantheon while staying in the dark as everyone in the CIA (excluding Frank Woods) believed him to be Menendez's mole.

During the start of the Gulf War, Harrow continued research on Project Cradle, Pantheon's failed virological weapon they created with the Advanced Technologies and Applications' research program. She then recruited Russian scientist Matvey Gusev to make the symptoms faster, thus making its victims more aggressive. On December 29th, 1990, Gusev succeeded in making the exposure faster and its victims more aggressive, and showcased it to Harrow on two test subjects while having it recorded. Satisfied with Cradle's improvement, Harrow enacted a plan to ruin the CIA's reputation by performing a false flag operation - release Cradle at the Capitol Building, frame Iraqi President Saddam Hussein and replace Daniel Livingstone as deputy director.

Black Ops 6[]

On January 23rd, 1991, Harrow, Marshall, William "Case" Calderon and Faraj travel to Kuwait to capture Iraqi Defense Minister Saeed Alawi. Sweeping the crashed vehicles after calling in an airstrike, Alawi revealed that he made a deal with another CIA agent before Pantheon agents arrive. Agreeing to join them, the team regroup with Faraj, but instead are confronted by Adler, whom executes Sayeed and gives a message for Woods - "Bishop takes Rook". After Alawi's death, Adler's capture, and their escape from Kuwait, they traveled to the CIA headquarters to debrief. Harrow then secretly persuades Livingstone to suspend Marshall and Woods before they all give their perspective on the failed operation.

Following the debrief, Harrow agrees to keep secret of Woods, Marshall and Case going off the grid as they investigate Pantheon. On February 2nd, Harrow went to oversee the political gala between Senator Jack McKenna and Governor Bill Clinton. Towards the end of the gala, she was leaving when she ran into Case. She informed him that Livingstone would bury him alive if they were captured, then she left. After the massive shootout at the gala, she received a call from Marshall, discussing that the Pantheon was currently within the CIA and that Livingstone might be affiliated with them. Marshall then told her to look into Livingstone, which she complied.

While continuing her operations with Pantheon, Marshall and his team discover her true allegiance when seeing her and Gusev experimenting Cradle on test subjects. Later on, she travels to Vorkuta with Pantheon and is confronted and captured by Marshall and his team. Brought to The Rook, she is subjected to a truth serum that causes its victims to suffer a schizophrenic break and reveals her motives and plan. During the interrogation, Pantheon launches an assault and successfully reach to Harrow as the serum wears off. Regaining her sense of self, Harrow stabs Woods with a knife and attempts to leave before being stopped by Case.

Awakening in the crashed helicopter, Harrow attacks Case and reveals her knowledge of Calderon's past as the only subject of Project Cradle. Calderon then gets the upper hand by bashing her head with the virological weapon before it cracks, exposing him to the virus and sending him in a hostile rage. While being choked by Case, Harrow attempts to persuade him to help her escape before the scene cuts to black. Upon her presumed death, Marshall contacted Livingstone about the situation, thus foiling Pantheon's plans as the capitol attack was prevented. Despite this, Pantheon continues their plans against the CIA as Caine breaks into Livingstone's office and steals intel from his computer. Later on, Pantheon made Cain leader of Crimson One to deal with the Rogue Black Ops and maintain their secrecy.

  • She is a villainous mirror character to Kate Laswell from the Modern Warfare reboot sub-series, as Laswell remains loyal to the agency as Harrow is a corrupt spy seeking to destroy the CIA's reputation.
  • She is the second female in the Call of Duty series to be the main antagonist, the other being Savannah Mason-Meyer.
    • She is however the first female main antagonist in a traditional Call of Duty campaign.
  • She is the sixth main antagonist to be American in Call of Duty series, the others being Gabriel T. Rorke in Call of Duty: Ghosts, Jonathan Irons in Call of Duty: Advanced Warfare, and Savannah Mason-Meyer in Call of Duty: Black Ops 4.
  • It's unknown if she survived or was killed in the hands of Case.
    • It's also unknown if she tried to redeem herself in her last moments or not, but it's more possible she was lying to Case to save her own neck similarly to Friedrich Steiner. If it's true, then her death is deserving and it can also imply that she is have the same morality as Steiner.
  • While it's theorized that she is "The Voice" that Case hears throughout the campaign, "The Voice" is however voiced by veteran voice actress Misty Lee [2].
