The Five Elders (in Japanese: 五老星, Gorōsei), also known as the Five Elder Stars in the Funimation dub, are the secondary antagonists of the One Piece franchise. They have the highest authority within the World Government and are the highest-ranking Celestial Dragons.
It is later revealed that they are secretly figureheads in public and in fact answer to a mysterious individual named Imu, the true leader of the World Government who serves as the master of the Five Elders.
The voice actors for the Five Elders are the late Jerry Russell, Kurt Kleinmann, Randy Pearlman, Cameron Smith, Kent Williams, Garrett Hayes Reeves, and JB Edwards in English.
Personality[]
As heads of the World Government and tyrants of the world, they have authority over the world. The Five Elders are knowledgeable of many things in the world and as a group they seek to keep order in the world. They are against any possible threats to the World Government such as pirates and other individuals who goes against their wishes such as the archaeologists of Ohara.
The Five Elders are cautious of the three great powers in the world which includes the now-disbanded Seven Warlords of the Sea, the Four Emperors, and the Marines. When Crocodile was defeated by Luffy, the Five Elders were frustrated over Crocodile's loss as this would negatively affect the stability of the three great powers of the world. They were also frustrated at Monkey D. Luffy for disturbing this power and have kept a close eye on him from the incident in Alabasta, to Marineford, and to Dressrosa. They are wary of Luffy for the troubles and crimes he caused to the balance of power such as defeating three warlords and going against the World Government. As a result of the crimes that Luffy is responsible for causing, the Gorosei views him as a special threat to the World Government especially learning that he has the will of the D.
The Five Elders also fear powerful individuals such as the Four Emperors, especially when they are meeting together. They fear that the unions between the Four Emperors pose a great threat to the three great powers that the Five Elders try to maintain. Such worry arises when the Five Elders knew about Shanks and the Whitebeard communicating and when they found out that Big Mom planned on allying with Kaido. They are also wary of other powerful individuals such as Marshall D. Teach for his crimes against the World Government and feels that the Yonko are great enough to defeat him.
As leaders of the World Government, the Five Elders value powerful members that fight for them. When Aokiji left the Marines they were disappointed that they lost a powerful asset to the likes of Blackbeard. They blamed Akainu for Aokiji's defection. When Jinbe left the Warlord position, they saw this negatively as it would not uphold the well-intended relationship between the Fishmen and Humans. The Five Elders are also against studies that they do not approve of such as the study of the past conducted by the Ohara Archaeologists. The Five Elders had them killed for their studies viewing it as a great threat to the World Government. In addition, any constant disturbance to them is viewed as a threat and they take it seriously.
Together, each member of the Five Elders agree on one thing when they talk among one another. As individuals, they do not disagree among one another and as a group they are primarily focused on maintaining order. In addition, each member do not speak over one another when one speaks. Despite being a group, they are able to convey their message to someone that they are speaking to like an individual such as when they were speaking to Shanks or Im.
In battles, the Elders don't do a fair fights.
The Elders are also paranoia when they fears anyone who are closer to the truth. They intend to eliminate an individual who found out the truth. They attempted to stop Vegapunk's pre-recording message but they failed and were too late when Vegapunk fooled them with Den Den Mushi decoys while the old scientist knew the Elders' attempt to stop the truth from happening. Even when the truth is revealed, they are still oblivious when they attempted to stop the broadcast though they were too late.
They shown fears of Imu and would be replaced, should they ever failed their master or they've disobeyed the direct orders that Imu has given when they either get the job done and obey Imu accordingly or else they will be killed by Imu just like they did with Saturn after he disobeyed Imu's direct order to scrap Emet 200 years ago and later failed to stop Luffy's escape, despite their loyalty towards them.
Relationships[]
Akainu[]
They see Sakazuki as a capable Fleet Admiral who has authority over the Marines. Akainu on the other hand does not like how the Five Elders would go out of their way to protect unscrupulous individuals like, Donquixote Doflamingo, as it would tarnish his reputation. Akainu would also get into an argument with the Five Elders and would raise his voice at them when he does not approve of their actions that would make him look bad to the public.
In return, they view his reputation as non-important and mocked him on how Aokiji has now joined the Blackbeard Pirates. Saturn also call Sakazuki an "impotent fool" for failing to kill Nico Robin 22 years ago during the Ohara incident.
Shanks[]
In their meeting, the Five Elders were willing to hold a meeting with the Emperor. Despite being a pirate and one of the Four Emperors, the Five Elders showed respect towards him and allowed him to sit and talk to them because of his reputation. Shanks even felt the need to warn them of a certain pirate.
Imu[]
In the presence of Imu, the Five Elders kneel in front of the individual revealed to be their master. One member also calls Imu by the honorifics of Imu-sama showing respect for the individual. Imu also sits on the Empty Throne and the Five Elders are shown to be subordinates to Imu. The Elders are willing to kill anyone who sees Imu's presence. Imu ordered the Elders to find Vivi and deliver her to them, which they granted Imu's wish.
Despite their loyalties towards them, Imu shows they view the Elders as expendable pawns and more than willing to kill one of the Elders, should they ever fail Imu or disobey their master's direct orders. This was seen by them punishing Saturn for disobeying Imu's direct order to dispose of Emet 200 years ago and his failure on Egghead when Luffy escaped from his grasp, by stripping him of his immortality and coldly ignoring his pleas for mercy (which is nothing more than excuses to Imu) until he ended up dying. Imu also had Saturn promptly replaced, without notifying the remaining elders who were quite shocked by this news.
Ohara Scholars[]
The Five Elders were strongly against the research that was conducted by the Ohara Scholars. They did not like the information they have uncovered and preferred that they did not continue their research any further. The Gorosei had the Ohara Scholars killed for uncovering too much information and wanted to kill them to keep them silent on what they have uncovered. Despite killing them, the Five Elders did not like that they had to go forward with killing them.
Seven Warlords of the Sea[]
The Five Elders were once willing to have pirates work for the World Government. They see the Seven Warlords as important in maintaining the three great powers in the world along with the Marines and the Four Emperors. However, they do not like when that power is disturbed such as Crocodile losing to Luffy in Alabasta. They are also willing to have members they perceived to be weak assassinated like having Gecko Moria killed by Doflamingo. The Five Elders also sees the Warlord system important to maintain political ties such as having Jinbe in the organization to maintain a good relationship between the humans and fishmen. After Doflamingo's defeated and Law's expelled, The power is yet again been disturbed. During the Levely of voting for the Warlord abolition, due to both Alabasta and Dressrosa incidents, the Five Elders sent the Marines to attack the remaining disbanded Warlords, showcasing they have no further use of pirates anymore, as they have made a grave mistake of allying with them. After the Levely, Five Elders now considered all the Warlords as enemies and major threats as well willing to eliminate them all (especially Bartholomew Kuma).
Nefertari Family[]
Due to them not coming to Mary Geoise and carrying the Will of D., the Five Elders consider the Nefertari Family as a family of traitors. They, along with Imu, successfully kill Cobra and frame Sabo for killing him. They are currently coming after Cobra’s daughter, Vivi, to deal with her under direct orders from Imu, after she escaped and went into hiding with Wapol, who witnessed everything. The princess is now the World Government's fugitive. Imu ordered the Elders to find Vivi and deliver her to them, which they agreed to their master's request to capture the Arabasta Princess.
Monkey D. Dragon[]
The Five Elders detest Monkey D. Dragon (despite being Garp's son) as he and his Revolutionary Army cause problems and overthrows monarchs of the four oceans and the Grand Line and gain powerful followers to overthrow the World Government. They have labelled Dragon as the World's Worst Criminal and intend to seek out and capture Dragon no matter what the cost. They also extend this grudge to his son Luffy and order for his elimination.
Monkey D. Luffy[]
The Five Elders detest toward Monkey D. Luffy for the incidents he and his crew caused. They show frustration towards Luffy's various actions over the course and have taken the initiative to try and get rid of him. Despite their disdain, they acknowledge his skill and note that his potential, stemming from his heritage as Dragon's son and Garp's grandson.
During the Onigashima Raid, the Five Elders ordered the CP-0 agent to eliminate Luffy, despite the impossibility of said task. Likewise, said task failed when Luffy awakened his devil fruit, Hito Hito no Mi, Model: Nika. The Five Elders receive a call from Luffy and his crew for the first time, after they defeated York. Luffy tells them truthfully who he is and plans to become king of the Pirates, making them shocked of what he said. Three of the Five Elders tries to kill Luffy but were confronted by Dorry and Brogy. They're trying to stop Luffy from escaping Egghead alive. Luffy (along with Sanji, Franky and Bonney) sent Mars flying to space. Later on, Luffy and Bonney beaten Saturn into a pulp, sending him to fall into the ocean. They tried their last attempt to stop Luffy and his allies from escaping. However, they failed and Luffy, his crew, the giants, Bonney, Kuma and finally Lilith has successfully escaped by the assistance of Emet (while using Joy Boy's stored Conqueror's Haki). For this failure, the elders lost of their own when Saturn was disposed of by his master, Imu.
Will of D.[]
As high ranking Celestial Dragons, the Five Elders viewed the Will of D. as their sworn enemies. They have often remarked "D" always means danger because of the D.'s due to the trouble they've caused such as Dragon, Luffy and Blackbeard.
Nusjuro considered the D.'s as devils including the late Portgas D. Ace and the Pirate King, Gol D. Roger. Additionally, due to being traitors of Mary Geoise, the Nefertari family is part of the Will of D. as well.
Dr. Vegapunk[]
Many years ago, the Five Elders met Vegapunk (who was arrested) and have him to work for them. However, when Vegapunk learns the truth of the World Government, one of them (Saturn) was sent out to kill Vegapunk. When Vegapunk is broadcasting the truth of the World Government, the Elders tries to stop it but were too late and the countdown is expired, cursing Vegapunk for his actions when he tricked the Elders with Den Den Mushi decoys, knowing the Five Elders were attempting to stop the truth. Saturn revealed despite they destroyed the Transmission Den Den Mushi, but it was a failure and too late to stop the message that was sent throughout the world.

Marshall D. Teach[]
Like with Luffy, the Five Elders considered Blackbeard to be an extremely dangerous threat, due to not only his treason by going to Impel Down for new recruits, but also killing Whitebeard and having two Devil Fruits. They acknowledge Blackbeard as a suitable replacement as part of the Four Emperors, since he knew his old captain's territory and how he has been running in the New World. They are already aware of Blackbeard's lineage, but also realizing his intention to take over the world, prove to be an even more dangerous threat to the World Government.
Nico Robin[]
Due to her knowledge of reading the Poneglyphs, the Five Elders considered Nico Robin as a serious threat. They caused the destruction of Robin's hometown, Ohara by using the Buster Call as well framed her for the destruction. They ordered CP9 to capture Robin and later have her executed but was saved by the Straw Hats during the Enies Lobby incident. In Wano, the Elders ordered CP0 to capture Robin but suddenly failed and escaped with Brook. One of the Elders (Saturn) confronted Robin in person as well trying to kill her but was protected by the "Weak Trio" and Brook (again). Once again, Robin has successfully escaped from the Five Elders' grasps due to Emeth.
Straw Hat Pirates[]
Not only the Five Elders detest towards Monkey D. Luffy and Nico Robin as a major threat, but they also detest towards the rest of Luffy's crew (Zoro, Nami, Usopp, Sanji, Chopper, Franky, Brook and Jinbe) as a major threat as well. They first encountered the crew personally on Egghead, which is where the crew became aware of their existence. They tried to eliminate them and their allies on Egghead Island from escaping, using their incredible powers that hindered the crew. They are trying to stop the Straw Hats' escape but were hold off. Sanji, Franky, Luffy and Bonney sent Mars flying to space. The Elders tried their last attempt to halt the Straw Hats and their allies' escape but they successfully got away from Egghead due to Emeth.
Jewelry Bonney[]
The Five Elders recognized Bonney as Kuma's adoptive daughter. One of them, Saturn did some experiments on her. They attempted to force Kuma to obey them accordingly while threating him of Bonney's life. When she is on Egghead again, the Elders has no use of her and intend to have her eliminated. When Bonney hold a highest authority than them of control the Pacifistas, the Elders tries to kill her, in attempt to regain their control of the Pacifistas and not letting a little girl like Bonney having their military power. She (along with Luffy, Sanji and Franky) sent Mars flying far away. Later, Bonney and Luffy defeated Saturn and send him falling into the ocean for making her life a misery after what he did to her beloved parents. Bonney declared that the Five Elders were never gods for being extremely delusional, when real gods and heroes exists. Bonney has successfully escape from the Elders due to Emeth. Not only that, she also escaped while having the World Government's military power of controlling the Pacifistas.
Skills & Abilities[]
As the leaders of the World Government, the Five Elders have immense political power and influence in the One Piece world. They are effectively the leaders of the World Government and they have absolute control over the 170 allied nations. The Five Elders have the final words over anything since they have the power to veto the Fleet Admiral's commands. They have control over government organizations such as the Cipher Pol agencies, Marines, and the Warlords. They can revoke a Warlord's title if he or she refused to obey their orders such as what they did to Jinbe. However, due to their abolition, The Five Elders have assumed gave up this authority as the Marines were sent to attack the remaining Warlords as a result of their betrayal. Like other Celestial Dragons, the Five Elders can summon a marine admiral to deal with their offenders.
When it comes to physical abilities and prowess, not much is known about them. However, one of the members have a sword which implies that the member is skilled in swordsmanship. The Five Elders, along with Imu, later have shown to possess Zoan-Devil Fruit transformations during their attempt to kill Sabo and Nefertari Cobra.
During the Egghead Arc, it is revealed that the Five Elders have unnatural powers beyond their devil fruit such as teleportation and most notably, the ability to heal from any wound instantly which has been likened to immortality. However, they are not without weakness, as Imu effectively killed Saturn by revoking his immortality and reducing him to a skeleton.

Past[]
Not much is known about the Five Elders other than the fact they serve under Imu are the highest ranking Celestial Dragons and for many years they have been leading the World Government publicly.
200 years ago, Saturn was responsible for the research of Emet and wanted it repurposed for the use of the World Government.
Ohara Incident[]
Since the archaeologists of Ohara have been studying the Poneglyphs, the Five Elders decided that this was too dangerous because they did not want the world to know about the World Government's past. To avoid any upcoming problems, the Five Elders finally decided to initiated a buster call (or a destructive Navy attack) on the small island.
Sky Island Saga[]
They first appear talking about who might take Crocodile's seat as the new Warlord. They also went on about the interactions with the Four Emperors and want the Marines to hunt down Monkey D. Luffy as a person that cannot be forgiven.
Water 7 Saga[]
The Five Elders was commenting on Aokiji and his position as an Admiral. They were still interested in the interactions between the Yonko.
Summit War Saga[]
After the Whitebeard war, they were concerned about the condition of the world. They appeared to be upset about Jinbe since he left the Warlords; the Five Elders sees this as conflict between humans and fishmen. They continue to talk about the danger of Luffy and Blackbeard since they both have the Will of the D.
Dressrosa Saga[]
They seemed to be confused and worried about Donquixote Doflamingo's position as a Warlord and his interaction between Luffy and Law. In an argument with Sakazuki who called them "Celestial Dragons' puppets", it was revealed that they had lied to the world about Doflamingo leaving the Warlords. They were shock to hear that Luffy had defeated Doflamingo and called him a "brat". Fujitora revealed the true news of the Dressrosa incident to prevent the Five Elders and Sakazuki from covering up the incident.
Four Emperors Saga[]
As the reverie is about to start, Shanks appeared in their meeting room. They wanted to know what Shanks wanted to talk about and reminded him that the reverie was about to start. They allowed him to sit and Shanks told them that he wanted to talk to them about a particular pirate.
Moments after their conversation with Shanks, the Five Elders left their room. They got an invitation from Nefertari Cobra to have a talk. They are wary of him as they see his family, the Nefertari family as a traitors to them and the families that decides to live on the Red Line hundreds of years ago. They also brought up how things are getting out of their control with the news of Big Mom and Kaido planning to unite. One member of the Gorosei suggest that there might be the need for cleansing troublesome elements in the world to maintain their power and order. The Five Elders walk into the room of the empty throne and saw a mysterious figure called Imu. They greet Imu and kneel before the individual as they sit on the empty throne. The Gorosei ask the individual who should be erased from history.
The Five Elders learns of Zunisha at Wano. They ordered Guernica to kill Luffy. Despite his efforts, Guernica failed but managed to photograph Luffy's "awakening" for his new bounty. The Five Elders revealed Luffy's devil fruit's true nature as a Mythical Zoan, Hito Hito no Mi, Model: Nika (which bears the name of a god). After Kaido and Big Mom's defeat, they replied that they won't be able to cover up the Wano Incident. They lost contact with Joseph who is confronting the Big Mom Pirates (who are attempting to save Big Mom, not knowing she is gone). The Five Elders shown displeased with Luffy's new bounty as well they ordered Morgans to remove the initial "D." from Luffy's name which is impossible.
Final Saga[]
One of Elders, Saturn went to Egghead to deal the situation with Dr. Vegapunk. While struggling in the situation, Saturn summoned his fellow Elders in attempt to kill the Straw Hats and Vegapunk as well prevent the truth from being exposed. Nusjuro immobilized the Pacifista and Mars attempting to break the barrier. While Saturn, Warcury and Ju Peter trying to kill Luffy but was also confronted by Dorry and Brogy. Despite of their efforts, the Elders came too late when the broadcast countdown has expired as well Vegapunk exposed the World Government's true nature and grand scheme to destroy the world. Despite it is too late, the Five Elders still tries in their futile attempt to stop the truth. The 4 of the Elders confronted with the Iron Giant. Nusjuro tries to prevent the Straw Hats from escaping by destroying Thousand Sunny but was intercepted and hold off by Zoro and Jinbe. After temporarily managing to stop the broadcast despite the truth has been revealed, 4 of the Five Elders are focusing on their attempt to stop Luffy and the others' escape. Despite their efforts, but the broadcast is still active when the Den Den Mush is still intact. Mars was sent flying to space by Luffy, Bonney, Sanji and Franky. Warcury and Ju Peter tries to stop Luffy and the others' escape but was punched by Luffy and Emet. Emet is holding off both Ju Peter and Warcury. Saturn persistently jump aboard on the Giant Warrior Pirates' ship as a last attempt to kill both Bonney and Kuma but failed as well sent into the ocean when he was easily beaten to a bloody pulp by both Luffy and Bonney. Atlas sacrifice her own life to held off Nusjuro, allowing the Straw Hats who are aboard on Thousand Sunny to escape. The Elders tries their last attempt to stop the Straw Hats from getting away, but was blown away by Emet (when using Joy Boy's Conqueror's Haki) all but Saturn were sent back to Mary Geoise where Mars was present there too as well Luffy, his crew, the Giants, Bonney, Kuma and Lilith has successfully escaped Egghead as well the World Government lost their military power of controlling the Pacifistas due to Bonney.
After the events on Egghead, Saturn was killed by Imu for failing his master and replaced with Figarland Garling.

Trivia[]
- They are one of the few characters to have appeared before but not have their names introduced during their first appearance. Their first appearance was in Chapter 233 in the manga and Episode 151 in the anime.
- It is speculated that all the Five Elders were based on historical figures of real-life world.
- Ironically, each of the figures they are based on are known for being uniters; for example, Saturn is based on Giuseppe Garibaldi, who orchestrated the unification several city states in Europe, leading to the founding of Italy in the 19th Century. The big difference is, each of the Five Elders' counterparts are held in high regard as benevolent rulers, viewed by most residents of their respective nations as heroes, while the Elders are unmistakenly evil, and while they have indeed united the nations of their world, they have done so for their own selfish reasons.
- For added irony, the Elders are also instrumental in causing many nations to unite against them.
- Their names are taken from the planets of the solar system. Interestingly, no members of their group are named after Uranus, Neptune, or Pluto, planets that the three Ancient Weapons are named after.
- This leaves Earth as the only planet whose name remains unused in the series.
- It's unknown if the naming theme has a connection beyond coincidence. Oda tends to have foreshadowed connections in advance.
- While they are obviously Celestial Dragons, they seem to physically stand out above the others, as while male Celestial Dragons tend to be ugly, morbidly obese, and deformed, the Five Elders seem little different than other elderly male characters in the series.
- Also unlike most of their lower rank brethren who are notoriously weak and had no actual skill in combat, the Five Elders are very powerful and experienced fighters as shown on their mastery both in Haki and Devil Fruit powers.
- The manga labels the Elders' differently than most Devil Fruit powers, being only the name of the monster they resemble. For example, Saturn's power is listed as "Gyuki", rather than "Ushi-Ushi-No-Mi: Model Gyuki". This odd shift in nomenclature hints that their powers are different than the typical Devil Fruit users'.
- As of now, it is uncertain why they serve Imu although it’s likely that they made a deal with them to ensure that they were put on high ranking spots in the World Government’s hierarchy in exchange for their eternal servitude along with the promise that they don’t tell anyone of their existence while killing those who do manage to see them. Given what they did to King Cobra, this seems likely although it’s also possible that they’ve always served Imu or were there when Imu and the other monarchs founded the government.
- The concept of most of the Five Elders wearing black suits (or blue in the case of Saint Mars), seems to be based on the Men in Black conspiracy theory. What further proves this is the fact that the aforementioned men suppress evidence of alien sightings by witnesses which is similar to how the Elders kill anyone who discovers any of the Poneglyphs and/or Imu.
