Ethanbaron V. Nusjuro is one of the main antagonists of the One Piece franchise. He is one of the Five Elders and one of the highest ranking authority figures within the World Government. He is also a high-ranking Celestial Dragon. Nusjuro serves as the Warrior God of Finance within the World Government.
Personality[]
Nusjuro, like the other elders, wants to maintain order within the world. He is particularly concerned with maintaining the Three Great Powers in the world. Nusjuro is shown to not take any threats to the Three Great Powers lightly and considers Monkey D. Luffy to a problem for continuously disrupting that order. Nusjuro like most Celestial Dragons do not like the D clan and sees them as a problem. For example, Nusjuro was angry to hear that Monkey D. Luffy defeated Donquixote Doflamingo during their battle in Dressrosa. Nusjuro, like the elders, also do not mind the crimes and atrocities committed by the Celestial Dragons. In addition, Nusjuro and the elders prefer for no one to study information on Void Century for unknown reasons and would have individuals murdered for studying that information.
Like the other elders, Nusjuro, shows respect towards Imu and is willing to follow their orders without any resistance. Nusjuro is also willing to fight any enemy that goes against him, his peers, and Imu, such as transforming into a humanoid creature to try and kill Sabo. Nusjuro, like the other elders, is shown to be highly corrupt and does not mind participating in cover ups or spreading lies to incriminate someone such as framing Sabo as Cobra's murderer. Nusjuro is also shown to take many political and social issues very seriously and is often seen frowning.
Biography[]
Nusjuro, along with the other elders, got into power many years ago to be a leading authority figure of the World Government. He has discussed and played a role in managing social, political, and financial affairs in the world to maintain the Three Great Powers. Nusjuro, along the other elders, have responded to the incident on the island of Ohara where scholars were studying the Void Century and the Ancient Kingdom. When Professor Clover kept talking about the importance of the Ancient Kingdom and refused to stop the research, the elders had him and the other scholars killed. After the Ohara genocide, they also discussed with Spandam the idea of allowing him to retrieve the ancient weapon when the latter proposed the idea to them.
When Crocodile was defeated by Monkey D. Luffy in Alabasta kingdom, Nusjuro was concerned with finding a new warlord to replace Crocodile. Nasjuro and the elders were frustrated at both Crocodile and Luffy since their actions led to destabilizing the three great powers that they try to hold up. Nusjuro and the elders had Crocodile's warlord status removed and had him and his crew sent to Impel Down. At the same time, they try to keep an eye on Luffy for his role in disrupting the three great powers.
After the events of the Straw Hats battle against CP9 agents to save Nico Robin and Franky, Nusjuro heard news from government agents that Shanks and Whitebeard made contact in the New World. Nusjuro and the elders were highly concerned about their meeting.
After the Paramount War, Nusjuro talked with the other elders about recent events. Nusjuro was concerned about the next three pirates who would fill the position for the Seven Warlords. Nusjuro commented on the people with D. in their name referencing Portgas D. Ace, who died in the war. Nusjuro notes that the D is problematic and that it has gained notoriety in recent years.
After Doflamingo manipulated CP0 to try and trap Trafalgar Law and the Straw Hat Pirates, the elders and Akainu had a heated discussion on this issue. The elders and Akainu were informed that Doflamingo was defeated by Luffy and that the country has been reduced to rubble. Nusjuro was angry to hear that Luffy defeated Doflamingo. Like with Crocodile and Baroques Work, the elders removed Doflamingo's warlord status and had him and the Donquixote Pirates sent to Impel Down.
After the events of the Straw Hats invasion of Totto Land, the elders prepared for the Levely. They briefly met with Shanks who had to report important information to them. Afterwards they discussed the Nefertari Family since the Nefertari Cobra wanted to talk to them. They met with Imu and bowed down in front of them as they sit on the Empty Throne and the elders asked what light should be extinguished from history. Nusjuro and the elders later met with Cobra about his questions about the Queen Nefertari Lili and the D clan until Imu returns to the Empty Throne Room and sits on the Empty Throne to their surprise. As Imu talks to Cobra, the elders draw their weapons. Warcury tells Cobra that he will not leave the Empty Throne Room alive after seeing Imu. Imu attacks Cobra after the latter revealed Nefertari D. Lili's full name which results in Sabo attacking the elders with his fire fist. Nusjuro transforms into a humanoid figure as the other elders transform into mysterious creatures and begins to attack Sabo and Cobra. Cobra shielded Sabo as he was killed by Nusjuro, the other elders, and Imu. Sabo escapes the Empty Throne Room. Nusjuro, the elders and Imu noticed Wapol looking into the room through a hole. Nusjuro and the elders framed Sabo as Cobra's murderer while also informing participants at the Levely that Wapol will not be able to attend the meeting any longer.
After their encounter with Sabo in the Empty Throne Room and Cobra's death, the elders discussed Sabo. Imu contacted the elders and informed them that it is time to use Vegapunk's invention, the Mother Flame. Nusjuro initially thinks of using the weapon in a forested area. However, Imu tells them that weapon should be aimed at Lulusia Kingdom, despite the kingdom's high population. Imu told the elders that the population size of the country is irrelevant to them and that their reason for choosing Lulusia is because of its close proximity. Nusjuro and the elders agrees with Imu's judgement and begins the plot to have the weapon sent to the kingdom.
During the Wano Raid, the elders discussed their plan of having Nico Robin killed. In addition, they discussed the Sun God Nika devil fruit that Luffy have. The elders wanted for Guernica to arrange for Luffy's death against Kaido. Their attempt to have Luffy killed failed as he defeats Kaido, to their frustration. After Kaido and Big Mom's defeat, the elders discussed the new changes due to their fall. After the destruction of Lulusia Kingdom, Nusjuro and the elders noted their report on Sabo being on the island when it was destroyed. The elders arranged to have Saturn sent to Egghead Island to deal with a conflict with Dr. Vegapunk.
Before Saturn appears on Egghead Island, Nusjuro and the other elders were contacted by York before Luffy answers the call and it was cut off. Nusjuro and the other elders were concerned about a sudden video broadcast by Dr. Vegapunk. After Saturn appears on Egghead, he telepathically communicated with Nusjuro and the other elders to tell them that he thinks that Vegapunk was killed and that he will prepare their summoning onto the island to deal with the ongoing problems.
As Saturn prepares the summoning, Nusjuro and the other elders left from Marie Geois to appear on Egghead Island. As Saturn, Ju Peter, and Warcury confront Luffy and Mars tries to get to the building that is broadcasting the video, Nusjuro ran throughout the island immobilizing multiple Pacifistas that were attacking the Marines. After immoblized all the Pacisfistas, Nusjuro slashed a member of the Giant Warrior Pirates as well confronted Jewelry Bonney. He declared to Bonney the World Government will never give their military power to a little girl like her. He tries to kill Bonney but was intercepted by Sanji. He tries to bite Sanji until Oimo and Kashii also intercepts.
Still angry of Vegapunk's message recording, Nusjuro abandoned his fight with Bonney, Sanji, Kashii and Oimo to destroy the Punk Records but it still doesn't stop the message. He was contacted by York thinking the real trasmitting Den Den Mushi is inside the Iron Giant. Nusjuro tries to destroy Thousand Sunny in attempt to prevent the Straw Hat Pirates from escaping, but was intercepted by Roronoa Zoro as well he is being hold off by both Zoro and Jinbe while the Straw Hats prepare to set sail before Zoro and Jinbe will make their back to the Sunny. Atlas held Nusjuro away from the Thousand Sunny. He cuts off Atlas's arm, but suddenly she holds onto Nusjuro and exploded in a suicidal attack to try and harm Nusjuro and allow the Straw Hats to escape with the Coup de Burst. Nusjuro regenerates parts of his body immediately from Atlas's explosion.
Nusjuro and the other Elders tries their last attempt to stop the Straw Hats and the Giants from escaping. However, they were blown away by Emeth while using a store of Joy Boy's Conqueror's Haki, reverting the Elders to their original forms as well Nusjuro, Warcury and Ju Peter were sent back to Mary Geoise as well the Straw Hats, Bonney, Kuma, Lilith and the Giants have successfully got away from Egghead.
Nusjuro and the other Elders sees Figarland Garling came into the Authority Room. They questioned him why. Nusjuro and the other Elders realized that Saturn was killed by Imu for his failure and replaced him with Garling as their new fellow Elder.
Powers and Abilities[]
Nusjuro possesses powers shared by all of the Five Elders, including apparent immortality, and the ability to communicate telepathically with the others and with Imu. He was shown able to teleport himself via the same pentagram portals used by Saturn, though it is not clear whether this was his own power or Saturn's. He also seems to share Saturn 's powerful regenerative abilities, as he was badly injured when Atlas activated her self-destruct mechanism within mere feet of him, but his wounds healed almost instantly.
Nusjuo’s unnamed devil fruit power lets him transform into a bakotsu, a demonic, skeletal horse, and can also transform into a human-baskotsu hybrid resembling a. centaur. In this form, he is incredibly tough and durable, able to withstand a point blank blast of fire without injury. He is very strong, his hind legs strong enough to knock a charging, giant back, and incredibly fast; in one part of the battle, he was shown charging across the circumference of Egghead Island and cutting down half of the Pacifistas in rapid succession, with many witnesses barely able to notice his presence. He is also incredibly strong. He also can generate powerful cold, combining this with his Armament Haki, in order to imbue his sword with it to freeze his enemies.
Like the other Elders, he is a potent Haki user, having been seen using Observation and Armament techniques.
His powers aside, Nusojuo is a master swordsman. His weapon is a katana belonging to the Kitetsu line of swords, crafted by the infamous weaponsmiths from Wano Country and regarded as cursed blades; as yet, the family of the smith who crafted Nusjuo’s weapon has not been named. When he transforms into beast form (which is much larger than his human form), the sword grows alongside him to scale.

Trivia[]
- Like his other fellow Five Elders, Ethanbaron V. Nusjuro's name is taken from Venus, one of the planets of the Solar System.
- His Zoan-type transformation is based on the yōkai, Bakotsu, a very obscure creature with the appearance of a ghoulish-looking horse that was burned in a fire.
- His sword was later revealed to be a part of the Kitetsu series, as Zoro immediately recognized its design.
- Given his appearance and style of dress, he may have been intended as an evil version of Indian leader Mahatma Gandhi. Ironically, while Gandhi is revered as a national hero and is known for being a pacifist, Nusjuro is a cruel and callous tyrant who does not hesitate to commit destruction and mass murder for his own selfish purposes.
- He is notable for being the only member of the Gorosei to not wear a suit compared to his four comrades. It’s likely that this is his preference for clothing, however.
