The Yoga Teleport (ヨガテレポート Yoga Terepooto?) is one of Dhalsim's special attacks, introduced in Street Fighter II': Hyper Fighting. It is also one of the many moves copied by Seth in Street Fighter IV.

Description
Executed by performing a Shoryuken/reverse Shoryuken motion and pressing either all three punches or all three kicks, Dhalsim adopts a levitating "full lotus" levitating position and teleports to another location. Where he teleports to depends on whether the player uses the forward or backward motions and presses the three punches or the three kicks, as seen above.
If the forward motion and three punches are inputted, Dhalsim will appear behind the opponent. If the forward motion and three kicks are inputted, Dhalsim will appear in front of the opponent. If the backwards motion and three punches are inputted, Dhalsim will appear at a distance away from the opponent. If the backwards motion and three kicks are inputted, Dhalsim will appear much further away from the opponent.
Since the introduction of the move, many other characters have demonstrated their own teleports (e.g. M. Bison's Bison Warp and Akuma's Ashura Senku, among others), but Dhalsim's is the only one which can be executed while in air as long as Dhalsim did not perform any attack in mid-air during the jump.
A minor version of it is used as Dhalsim's recovering animation in the Marvel crossovers, which makes him unique out of the rest of the characters in said games; however, this can also give Dhalsim severe recovery lag which allows him to be punished hard after many a knockdown.
Seth has his own version of the move as well, with the same exact name, suggesting that he adapted the move from Dhalsim, as he did with most of his other moves. However, it functions more like the Bison Warp, as it cannot be used in midair. This may make more sense, as Seth is designed to be a replacement body for M. Bison.
Tactics
The teleport can be used to get away from an opponent bearing down on him, to suddenly launch an attack (usually from behind), or perhaps to simply psych out the opponent and keep them guessing. Its use also serves to help fill the Super Combo Gauge faster.
In the Street Fighter IV series, it also has notable use in hindering an opponent from dodging Dhalsim's slow-moving Yoga Catastrophe Ultra Combo.
In Street Fighter V, the Yoga Teleport is a good way for closing in on the opponent, especially since he has slow walk speed and jumps. It is also a useful to regain some distance from the opponent to reset the neutral. Dhalsim excels when he is away from his opponent, so it is important to use this move to control the screen and zone the opponent.
