Victoria "Vee" Vance is the main antagonist of Nickelodeon's 44th feature film PAW Patrol: The Mighty Movie.
She is an eccentric mad scientist with an interest in meteors who in her pursuit of knowledge and power, forms an unlikely alliance with Mayor Humdinger in order to devise a plan to steal the superpowers possessed by the Paw Patrol. She is one of the most powerful foes ever faced by the Paw Patrol Team so far.
She was voiced by Taraji P. Henson.

What Makes Her Close to Being Pure Evil?[]
- She goes to a junkyard and steals a giant electromagnet to get a magical meteor, she builds a machine called the “Meteor Magnet” and plans to get it at her doorstep to get super powers, her plan fails when the meteor destroys the Paw Patrol HQ and puts Adventure City in danger.
- While at first she does show some concern for this, she almost immediately subverts this by taking credit for the meteor and shown gloating about it on social media.
- Upon being arrested for her crime, she and Mayor Humdinger plot to break out of jail and get the meteor back, and also plot to steal the Paw Patrol’s crystals so she can give herself superpowers.
- Her deal with Mayor Humdinger in sharing a superpower crystal with him is entirely pragmatic because even though she follows through with it, she only goes along with it to get herself out of jail and is shown annoyed when she has to shake his hand and all the kitties hands, she’s entirely rude to him otherwise.
- To lure the Paw Patrol to her, she puts herself, Mayor Humdinger, and the cats in danger by setting a plane’s engine on fire so that the Paw Patrol would rescue her so she can steal the crystals; this works on Skye as she gains the power to control electricity through the crystal, even Mayor Humdinger thinks she’s lost it for this plan but goes along with it anyway.
- They also abandon the plane and leave Skye in it which could’ve killed her had it not been for Ryder and the rest of the Paw Patrol closing Main Street to make sure the plane lands safely.
- When both her and Mayor Humdinger arrive at her laboratory she gives herself the power to control electricity using the stolen power, and when the latter criticizes her on not helping her case when it comes to being called a mad scientist, she decides to try and electrocute him to shut him up.
- When Skye tries to stop her and get her powers back, she first tries electrocuting her, until the two chase each other, but then she locks her up and takes the remaining crystals.
- She uses a device that brings meteors because she wants to study them and use them just to gain more superpowers, she said herself that she managed to attract hundreds of meteors that’ll head toward Adventure City, and states she doesn’t care if other people get hurt.
- She mocks Skye for her insecurities when she tries to sympathize with the same insecurities Victoria has and still insists with her evil plans.
- She gives Mayor Humdinger one of the crystals which caused a lot of major destruction in the city due to him being gigantic and the fact that he tried stepping on Ryder and the rest of the pups.
- She tries killing the entire Paw Patrol by attempting to shock them with electricity throughout the entire climax of the movie.
- She also attempts to kill them by using Marshall’s fire truck to crush them.
- She attempts to kill Chase as well by nearly getting him knocked off of the cliff which also almost takes Liberty’s life had it not been for her superpower.
- While she claims her motive is to never be called a mad scientist again, this gets dropped by the end as she outright admits she's a mad scientist but still continues her evil plan.
- In her defeat, she says herself that the Paw Patrol may have stopped her but the meteors are still coming in a sadistic way, which further shows she doesn’t care about anyone but herself, or the catalyst she caused.
- Despite PAW Patrol being a preschool show, the situation is shown dangerous and explicit enough to kill since throughout her actions and the movie, when the first meteor hit the pups were getting all of Adventure City’s citizens to seek shelter as the meteor hits, at some point Ryder also suspends the Junior Paw Patrol group due to how bad the situation got, and when the plane Skye was in was about to crash, the pups called for an evacuation on Main Street to secure a safe landing for Skye seeing how she could’ve been killed thanks to Victoria, this also caused Skye to lose her superpowers and when Ryder found out, he ordered her to stay put so she doesn’t get herself into danger.
- Most of her comedic moments do not detract from how bad she is, such as during her defeat when Zuma puts her in a water bubble does not detract from anything bad she’s done and she’s still treated as a serious threat.
What Prevents Her from Being Pure Evil?[]
- She has a couple detracting moments of comedy that prevent her from being taken fully seriously, such as her running joke with being called a mad scientist despite not wanting to be referred as one, Liberty pointing out that she finally calls herself a mad scientist, and when she mocks Skye for feeling insignificant by pointing out how she won’t be like most redeemed villains.
Trivia[]
- She is currently the only Paw Patrol villain to be Near Pure Evil, as all the other villains are bog-standard.
