Near Pure Evil villains who believe in the philosophy "survival of the fittest" and use it as justification for their actions, which usually involve the oppression of the "weak" in some form.

In addition, Near Pure Evil, which covers the weak but actually suppresses the weak, is also compatible with Social Darwinist.

Good examples are Esdeath, Nine, Agent Smith, All For One, Hopper, Superman and Boscha.
