The diner, also known as Bikkuri Boy, is a location in the series.

The facility is open at any time of the day. The protagonist is able to spend his time studying, which in Persona 5 will boost his Knowledge stat by 2 notes. The result can be increased if the weather is rainy.[1]
Unlike normal studying, the protagonist will also be able to make an order that will let him boost one other stat by 1 note. The stat depends on the menu chosen, which expands over time. The stat received from the order is not affected by weather.
In Persona 5 Royal, the diner is accessible starting from May 6th. Additionally, a visit innately gives 1 point of Knowledge. Although it can be increased in the rain, he won't receive a boost from reading Factorization Guide.[2]
