The Disruptor is a computer virus created by Victor and Janet Stein, which ended up confiscated by the FBI.

The Disruptor was created by Victor and Janet Stein in their youth during a weekend they spent by a lake. They put it to the test, but this drew the attention of the FBI, who were alerted of the existence of the Disruptor and confiscated it.
Years later, however, Victor and Janet, with her consciousness now being uploaded in the Healing Algorithm, were able to reclaim the Disruptor. Janet then used it to attack the security computer systems protecting the cell towers in California they had failed to infiltrate long enough. Thanks to the Disruptor, the cell service was cut off, thus depriving Morgan le Fay of a significant part of her powers.[1]

Unlike classical computer systems, which were based on the detection and exploitation of a flaw in a program, the Disruptor was programmed in order to directly interact with the targeted security systems to artificially make it consider that they were a threat to themselves. This caused the security systems to crash down, enabling the user of the Disruptor to infiltrate the targeted systems.
