Captain Margaret Elizabeth "Peggy" Carter was the former leader of the Avengers[2] and a founding member of the Illuminati. In 2018, Carter fought in the Infinity War, and aided in defeating Thanos during the Battle of Titan. She subsequently voted to execute Doctor Strange as he used the Darkhold to dreamwalk, resulting in a multiversal incursion.
Years later, Carter presided at a hearing when an alternate Doctor Strange was arrested by Baron Mordo, on suspicion he was similarly dangerous to their universe's Strange. Before they could pass a vote to have this Strange killed, their headquarters were breached by Scarlet Witch. Carter and her fellow Illuminati confronted her, although Scarlet Witch killed Carter by bisecting her with her own shield.

Project Rebirth[]
As a result of Project Rebirth, Peggy Carter was injected with the Super Soldier Serum, gifting her superhuman strength and peak physical condition.[2]
Member of the Illuminati[]
Recruitment[]
Originally the leader of the Avengers,[2] Peggy Carter was approached by Stephen Strange to join the Illuminati, a group of powerful individuals that would make the difficult decisions no one else could, due to her status and powers.[1]
Infinity War[]
When Thanos waged war, the Illuminati banded together to stop him, except for Stephen Strange, who used the Darkhold to look for solutions in the Multiverse by dream walking. Strange's method was unsuccessful, causing the destruction of another universe, so he confessed himself to the Illuminati. Strange renounced the Darkhold, and the group found the Book of Vishanti, which they used to defeat Thanos. Carter watched as Black Bolt used his scream to kill Strange, looking distraught as it happened. Carter, along with the rest of the group, covered up the event, making it seem as Strange was killed in the battle with Thanos.[1]
Meeting an Alternate Doctor Strange[]

In 2024, America Chavez and a Doctor Strange from the Multiverse arrived in Earth-838 and were apprehended, so the Illuminati gathered to decide their fates. When Strange was brought before the Illuminati, he immediately mocked Baron Mordo, so Carter threw her shield at him, not being a fan of his arrogance.
Mordo proceeded to introduce the members of the Illuminati to Strange, and when he insulted Black Bolt, Carter warned Strange of his power, only to receive another sarcastic remark, making her comment how he was more arrogant than their own Stephen Strange. They told Strange that his presence amplified the risk of an Incursion occurring, and Carter added that they were going decide his fate, as that was the purpose of the Illuminati.
Strange tried to warn them about the Scarlet Witch, but the Illuminati responded that they could handle her and that the biggest threat was him. Confused by this, Professor X joined them and believed they should tell Strange the truth about what happened to their Strange. They revealed how he used the Darkhold and destroyed another universe, leading to his execution. Carter explained that learning what their Strange was capable of made them cautious of all Strange's potential danger to the Multiverse.[1]
Battle at the Illuminati Headquarters[]

Before the Illuminati could decide on Doctor Strange's fate, an alarm went off, so Carter asked for a report from the Ultron Sentries, where they discovered that Scarlet Witch was storming their headquarters. Knowing that Scarlet Witch was heading for America Chavez, Carter and the Illuminati went to confront her, deciding to vote later.
Before Scarlet Witch could reach Chavez, Carter, equipping a jetpack, landed in front of her, followed by Black Bolt, Captain Marvel and Mister Fantastic. The Illuminati attempted to talk her down into surrendering, but Scarlet Witch refused and brutally murdered both Black Bolt and Mister Fantastic with ease, enraging Carter and Captain Marvel as they only could stand by and watch. With two of their team members killed, Carter and Captain Marvel went to fight Scarlet Witch.
While Captain Marvel attacked from straight on with an energy blast, Carter went around the side and threw her shield at Scarlet Witch while she was distracted, only for it to be intercepted and launched away. Carter dodged Scarlet Witch's attacks before reclaiming her shield. Carter stealthily snuck up on Scarlet Witch and they engaged in a fight, knocking her to the ground, but she was ultimately killed when Scarlet Witch took control of the shield and threw it through Carter's torso, slicing her in half.[1]
Personality[]
Carter possessed a commanding presence, and her serious and no-nonsense demeanor was seen when she protested against Doctor Strange's disrespect towards the Illuminati by flinging her shield at him, even while he was unarmed and restrained in handcuffs. Another instance of her stoic demeanor was shown when she stood by and calmly watched Black Bolt disintegrate Doctor Strange, knowing that it was for the greater good. She also advised Strange not to underestimate her teammates, showing an evident loyalty and respect towards her colleagues.
Carter had expressed a great deal of courage and combat skill, being willing to go head-on against Scarlet Witch, even though she knew that she was no match for her. She was able to stand on her own against Maximoff for a short while; before ultimately being killed by her.

- Artificially Enhanced Physiology: Carter was infused with the Super Soldier Serum, which enhanced her physical attributes significantly. It also enabled her body to become more well-toned.
- Enhanced Strength: Carter's strength had been enhanced to enable her to knock Scarlet Witch down for a brief period, as well as throw her shield with significant force to pierce through concrete.

- Shield Mastery: Carter effectively used her shield in combat. She could throw it and hit whatever she threw it at, unless a spell is used to throw it in another direction. Carter threatened Doctor Strange by throwing her shield at him, but due to her mastery over it the shield did not hit him. During her battle with Scarlet Witch, she used it to shield herself from the blasts.

- Union Jack Shield: Captain Carter wielded a vibranium disk shield during her battle with Scarlet Witch, where she got to display her expert shield mastery skills. The shield was painted the colors of the Union Jack to match Carter's uniform. However, the shield also led to Captain Carter's demise, as Scarlet Witch took the shield that had been thrown at her and threw it back at Carter, bisecting Carter.

- Jetpack: Captain Carter also used a jetpack during her battle with Scarlet Witch in order to keep up with her.
Facilities[]
- Illuminati Headquarters: As a member of the Illuminati, Carter occasionally inhabits the team's Central Park facility, and would be present whenever the team had meetings. During their discussion over Doctor Strange's fate, Carter was at the facility, where she would shortly meet her demise during Scarlet Witch's attack on the facility.
