Kazuo Numabukuro (沼袋 一男, Numabukuro Kazuo) was a convict and former Desire Grand Prix participant[1] who transformed into Kamen Rider Brali (仮面ライダーブラーリ, Kamen Raidā Burāri).
History
Background
Kazuo Numabukuro was the culprit responsible for the ¥300,000,000 ransom through kidnapping Akari Kurama, the daughter of Kousei and Irumi Kurama. Unfortunately for Kousei's struggles, Kazuo took Akari's life and was arrested for his own actions by the police off-screen.
He joined the Desire Grand Prix as a player but was eventually killed.[2]
Genesis Arc
After he was revived due to Keiwa Sakurai's desire, he kidnapped Neon with Beroba and threatened the Kurama family. Kousei would later transform as Kamen Rider Gya-Go and defeat him.
Later, after Ace undid Keiwa's wish and reset the world, Kazuo was promptly brought back to being dead.
Personality
Kazuo Numabukuro is an extremely cruel and deranged individual. Immediately after committing the heinous act of taking a life of a young child, he shamelessly participates in a game, deriving joy from reliving and recounting his own crimes. Furthermore, he deliberately worsens the pain of the victim's grieving family and even tramples on the bouquet that Kousei gave to his late daughter.

Entry Form (エントリーフォーム, Entorī Fōmu), also known as Entry Raise Form (エントリーレイズフォーム, Entorī Reizu Fōmu), is Brali's base suit, accessed through the sole usage of the Burari Core ID.
Entry Form consists of the following parts:
- Brali Head (ブラーリヘッド, Burāri Heddo): The head.
- Brali Crest Gear (ブラーリクレストギア, Burāri Kuresuto Gia): The head-mounted device. It expands the player's head functions and protects the head with lightweight yet extremely strong composite armor. With a shape that symbolizes the Rider's crest on the ID Core, it also functions as a visual aid to increase Burari's visibility.
- Brali Ear (ブラーリイヤー, Burāri Iyā): The ears.
- Brali Eye (ブラーリアイ, Burāri Ai): The compound eyes. The visual information obtained here is transmitted via an internal display, protecting the player's eyes from intense light such as explosions that suddenly occur during a game. In addition, their high night vision capability enables targets hidden in the dark to be uncovered.
- Audit Signal (オーディットシグナル, Ōditto Shigunaru): The inspection device. By constantly monitoring the Kamen Rider's condition, it diagnoses the continuity of transformation based on operating efficiency, damage, etc., and cancels the transformation if necessary.
- Blank Crusher (ブランククラッシャー, Buranku Kurasshā): The mouth section. The voice chat function enables clear conversations even with loud noise, allowing communication between Kamen Riders during cooperative play, etc.
- Desire Basic (デザイアベーシック, Dezaia Bēshikku): The suit-type gaming device. Using energy supplied from the Desire Driver, it raises the output of the player's physical abilities.
- Progressive Arm (プログレッシブアーム, Puroguresshibu Āmu): Entry Form's arms. They produce enough power to defeat the Jyamato by increasing the player's arm strength. Furthermore, various functions can be added by attaching expansion equipment.
- Entry Glove (エントリーグローブ, Entorī Gurōbu): Entry Form's gloves. They can be configured for high sensitivity to perform more delicate work than can be done with bare hands. They can also be customized with the features of various Raise Buckles.
- Progressive Leg (プログレッシブレッグ, Puroguresshibu Reggu): Entry Form's legs. They increase the player's leg strength to raise the game's survival rate. Furthermore, various functions can be added by attaching expansion equipment.
- Entry Boots (エントリーブーツ, Entorī Būtsu): Entry Form's boots. They boast excellent jumping power and running performance on the game field. They can also be customized with the features of various Raise Buckles.

Armed Hammer (アームドハンマー, Āmudo Hanmā) is Brali's form accessed by using the Hammer Buckle on the right-hand slot of the Desire Driver. It can also be accessed through Revolve On to reverse the form.
Armed Hammer adds the following parts:
- Armed Brali Head (アームドブラーリヘッド, Āmudo Burāri Heddo): The head. Vision is enhanced by the Armed equipment.
- Armed Bright Eye (アームドブライトアイ, Āmudo Buraito Ai): The compound eyes. In addition to the normal visual functions, they are optimized for the operation of the expansion armament that each Armed equipment carries.
- Shoulder Shell (ショルダーシェル, Shorudā Sheru): The right shoulder armor. The strong armor protects the Kamen Rider's right shoulder.
- Magenta Overplate (マゼンタオーバープレート, Mazenta Ōbāpurēto): The chest expansion equipment. It grants the player fighting techniques using the Raise Hammer.

- (Kamen Rider) Beroba/Kamen Rider Glare2 (II): Beroba guided where Kousei was at, kidnapped Neon, and took her to where Beroba was at and tied her up. When Kousei and Kazuo fought against each other, she never expected this battle as she then transformed into Premium Beroba and attacked Gya-Go.

Etymology
Brali's name originates from burari (ぶらり, burari), which is a Japanese onomatopoeia for "hanging", a behavior commonly observed in bats when they perch.
Notes
- Brali's helmet is retooled from Kamen Rider Hakubi. The base helmet is also identical to Kamen Rider Turbon's helmet, with the exception of the tusks and different ears.
