Dr. Francis Blowhole is the main antagonist of the Dreamworks/Nickelodeon Penguins of Madagascar TV Series. He is a sinister anthropomorphic dolphin as well as the archenemy of the Penguins who seeks revenge for being severely injured during his time as a Coney Island attraction.

What Makes Him Heinous?[]
- As mentioned by Skipper once tried to destroy the Sun, which could have endangered the entire world's human population as well as anything that can't survive arctic temperatures.
- He sent a walrus named Rhonda to steal Kowalski's plasma cutter, having her succeed in doing so and resulting in her annoying Marlene.
- He has tried to kill the penguins brutally in the past, having been shown to have trapped them in his lair and trying to do so with lasers. After being thwarted, he then tries to have the self-destruct kill them, which could have endangered others as well.
- He had his lobsters kidnap King Julien and his friends to goad Skipper, even revealing he had been illegally spying on them the whole time.
- After Julien escapes from his cage, he doesn't even have to talk him into helping him, revealing to him his plan "The Ring of Fire": wherein he intends to melt down the North Pole and flood the entire world, which could have once again endangered the entire world's human population.
- Regularly taunts the penguins and enjoys making Kowalski jealous of him being a "bad guy who always gets the good stuff".
- Captures the penguins when they try to rescue Julien.
- Orders his lobster soldiers to kill the penguins after tricking Julien into accidentally releasing them.
- Knocks away Mort from the control system to activate his "Ring of Fire" plan.
- Removes Skipper's memories with his "Mind Jacker" device and strands him on an island without memory of how to swim.
- Launches a missile to try to kill Skipper when he finds out about his escape.
- Creates a device called the "Diabologizer" to turn the other animals in the zoo into monsters.
- After turning Julien's music device into the "MP3 Slayer", he attempts to use it to take over New York City.
- After getting Parker the Platypus to help him, he quickly turns back to villainy, having his sister Doris and the penguins captured out of his way.
- He once again attempts to flood and rule the world by bringing the moon closer to the surface.
- Unlike most of the series' villains who at worst try to kill the heroes, Blowhole easily stands out with having threatened all of humanity for his goals.
- He's last seen swimming away from his carnage with Parker accompanying him, making him a Karma Houdini as he mostly gets away with his crimes.
What Makes Him Inconsistent?[]
- He is too comedic to be NPE or PE, having numerous moments that detract from his heinousness.
- He is tragic, as both his hateful nature and animosity to the penguins were caused by the performance incident that caused his disfigurement although it is minor since it doesn't justify his actions.
