Double dealings is a paper note in Fallout 76, introduced in the Expeditions: The Pitt update.

The note can be found in an upper level control room in The Belts area in The Foundry in The Pitt, during Union Dues. The note will only appear if the Union Supply Crate secondary objective spawns in The Belts area.
