Oscar Espinosa is the overarching antagonist of the video game series Just Cause, serving as the overarching antagonist of Just Cause, and Just Cause 3, and the main antagonist of Just Cause 4.
He is the dictator of the island nation of SolĂs who is responsible for the formation of the Black Hand and the murder of Rico Rodriguez's parents, making him to an extent responsible for the events of the first and third games.
He is voiced by Robbie Daymond.

Espinosa is the son of Leon Espinosa and a member of the Espinosa family, the ruling dynasty of SolĂs. His father was responsible for development of Project Illapa, a weather control machine. Illapa was originally intended to prevent extreme weather such as hurricanes; however, Espinosa viewed this as a waste of time and planned to use Illapa for military applications.
Espinosa used Illapa to produce a lightning storm which destroyed his father's plane, killing him and convincing the public that the plane crash was an accident. He then assumed control of SolĂs, taking over all industry in the country and setting up the private military contractors known as the Black Hand, which operated as the island's police force and sold their services to dictators all over the world. Upon taking control of Illapa, Espinosa ordered the project be turned around from civilian applications to the creation of a single weapon with the ability to produce any kind of storm, known as the Storm Core, to be sold to the highest bidder. Miguel Rodriguez, one of the lead researchers on the project, walked out in protest and returned home to Medici. However, Medici's dictator General Di Ravello was one of the Black Hand's clients and in the pocket of the Agency, to whom Espinosa planned to sell the Storm Core once it was completed. Espinosa and the Agency arranged for Di Ravello to have Miguel and his wife murdered while their son Rico was recruited by the Agency, setting up the events of the Just Cause games. The other lead researcher, Lanza Morales, was imprisoned on Espinosa's orders to continue work on Illapa. Espinosa had the Black Hand set up wind cannons in the cities of Nueva Vos and Mina Vendaval and used them to divert tornadoes into the cities, killing hundreds, as a test of Illapa's abilities.
Just Cause 4[]
Espinosa is first seen at the beginning of the game consulting with Black Hand commander Gabriela Morales, who briefs him that Rico Rodriguez is in SolĂs with her cousin Mira, Lanza Morales's niece who is involved with the local resistance movement. She tells Espinosa that Rico is the son of Miguel Rodriguez and was responsible for the overthrow of Di Ravello in Medici and fellow Black Hand client Salvador Mendoza in San Esperito. Meanwhile, Rico himself attacks Illapa after Mira tells him about his father's involvement. After a shootout with the Black Hand Rico manages to locate Espinosa in the tower at the top of the facility and attempts to attack him, but is blasted away when Illapa is activated. Espinosa then sends Gabriela and a Black Hand squadron to the nearby town of El Abismo to raze the town unless Mira hands herself over, but with Rico's help the townsfolk fight back, starting a revolution against Espinosa by the so-called "Army of Chaos".
Espinosa does not appear for most of the game, which mostly involves Rico and the Army of Chaos shutting down Espinosa's factories and other Black Hand targets. Rico also attacks Zona Uno, Zona Dos and Zona Tres, weather research facilities used to power Illapa's weather towers, and succeeds in shutting down all three, in the process discovering Espinosa's involvement in the murder of his parents, and liberates Lanza Morales from prison. Once all three of Illapa's weather towers are remotely blown up from the three Zonas, the Army of Chaos prepare to attack Illapa and defeat Espinosa. Just before the attack, Lanza realizes Espinosa has completed the Storm Core and is about to launch it. The Army of Chaos launch their assault on Illapa, with Espinosa planning to unleash the Storm Core and decimate SolĂs if Gabriela cannot hold off the rebels.
Rico manages to breach Illapa and blow up the Blizzard Core, which generates a blizzard that protects Illapa, clearing the way for the offensive. He then continues his assault further into Illapa and destroys the Power Conduits, cutting the power to the facility, before fighting his way to Espinosa's tower. Espinosa sends his men out to fight Rico while he escapes in his plane. As he escapes, he calls Rico and tells him that Illapa went online a minute before he cut the power, his revolution having given Espinosa's scientists the push they needed to complete the Storm Core, and triggers the launch before flying away, planning to sell the Storm Core to the Agency once the rebels are all dead. However, Gabriela refuses to allow her soldiers to die because of Espinosa and disables the Storm Core's firewall, allowing Rico to take control and pilot the Storm Core after Espinosa. Rico crashes the Storm Core into Espinosa's plane, killing him while Rico escapes via parachute.
