Dr. Otto Kleiner is a major antagonist in the video game Just Cause. He is a German scientist who worked in the San Esperitan nuclear program.

Back when he lived in Nazi Germany, Otto was already a prodigy at the age of 13, working with Wernher von Braun himself. Most of his life following that remains unknown. Eventually he was hired by the government of San Esperito and began working on nuclear weapons meant for them.
Just Cause[]
Rico Rodriguez of the Agency sabotaged Mendoza's efforts by destroying fuel tanks at a loading area, and later pursued a train carrying Kleiner himself to kill him. Otto attempted to escape on a gyrocopter while mocking the agent, but was ultimately shot down by him.
Trivia[]
- Despite his brief appearance, Otto Kleiner plays a crucial role in the game's story due to being a key part of Mendoza's WMD program.
- Although Otto should be around 73 by the time of Just Cause, he looks younger than that.
