Pandak "Baby" Panay is the main antagonist of the 2010 video game Just Cause 2.
He is the dictator of the island nation of Panau, ruling the country with an iron fist prior to Rico Rodriguez's intervention amid his short stature, and having a large array of military soldiers at his disposal. He had also armed nuclear missiles as a last disposal in an attempt to completely destroy both his foreign enemies and possibly even his own citizens in Panau.
His voice actor is unknown as he wasn’t credited.
Biography[]
Ruling Panau[]
Pandak was born in Panau, in the small village Kuala Cherah. He was described as an "unremarkable" man, due to The Agency not considering him an initial threat until years later strictly because of his stature and was sure nothing would come from it. After intentionally killing his own father Papa Panday, allegedly with a car bomb he himself set up, he became the new ruthless ruler of Panau, taking full control of the country. While his father was known as a benevolent, US-friendly figure, his son was the complete opposite. He did not waste any time once in control to shred the peaceful contract that his father made with the United States, and soon after got rid of the democratic system. As soon as that was done, he severed almost all of his country's ties with the United States. This immediately caused The Agency to fear he would seek new alliances throughout the Asia-Pacific.
As a result he has access to a vast amount of resources, which he uses to fund the corrupt Panau Military and other government property. He cares little for the average citizen of Panau and their individual rights.
Though a proud Panauan, Pandak seems to be heavily influenced by Japanese elements. He hires ninjas as bodyguards and the interior of his remote Wajah Ramah Fortress is built in medieval Japanese style.
Pandak likes to impress women by pretending to understand German and Dutch. He does this with the aid of pirated DVDs, supplied to him by colonel Zulkrnain. He also enjoys the vulgar and heavy-handed poems sent to him by colonel Virgillio, whom Pandak lovingly refers to as the "national bard".
The colonel Sivanathan (infamous for being the most depraved of all colonels) is said to be his only childhood friend. He also owns a green chameleon as a pet which is seen sitting on his shoulder in the mission "Into the Den".
Confronting Rico[]
Tom Sheldon confides to Rico of his intel on Baby Panay during "The White Tiger" - he knows Baby Panay is hiding something drawing attention from China, Russia and Japan, the sponsors behind the three paramilitary factions on Panau, though he has no idea what it is specifically. Panay's voice is heard taunting Rico during Mountain Rescue, where he has to rescue agent Jade Tan. Baby Panay captures Jade Tan after torturing Karl Blaine into submission, and during "Mountain Rescue", he is heard taunting Rico while sending Ninjas and his U1 Submarine to reinforce the military convoy, although both Rico and Jade escape his clutches together.
Fighting into Panay's fortress, Rico confronts the dictator in person. He reveals his intentions to exploit Panuan oil resources for profiteering, not wanting any other government to rob him of his potential fortune, explaining his severance to US. Suddenly, Karl Blaine appears, seemingly killing both himself and Panay with a grenade, while Rico makes his departure through even more hostiles.
Final Battle and Death[]
Later on, the U1 Submarine surfaces again near the oil fiends when Tom and Maria order Rico to scout the Chinese, Japanese and Russian fuel tankers supposedly heading there. Fighting his way inside, Rico finds Baby Panay alive and well, much to his surprise. Baby Panay duels Rico with a rocket launcher while dispatching numerous ninjas, though Rico eventually wins the fight. Desperate, Baby Panay launches four nuclear missiles from U1 to the four hostile countries and clings onto one of them, with Rico in pursuit. He disables three of the missiles under Panay's suppressive fire, and though Panay briefly overpowers him, Rico jams him into the missile's extremities and redirects it to Panuan oil fields. Unable to free himself, Baby Panay dies in the ensuing explosion as Rico parachutes to safety. With his death and the destruction of the oil fields, Panau loses its attraction to foreign governments, leaving its future uncertain.
Personality[]
Despite his obviously short stature, Pandak is shown to be a ruthless dictator, ruling his island nation with an iron fist and stripping any and all form of freedom of speech from his own citizens. And those who oppose him are often met with torture, which almost always results in murdering them outright and silencing them from exposing his treacherous acts. He was also shown to be incredibly distasteful towards his own father, and his death led to Pandak to completely take over the nation for himself.
He is also shown to express no concern of his own citizens when things don't go his way, going as far as to launch nuclear missiles with the intent of annihilating not only the foreign armies, but also wiping out his own citizens, especially if it means taking them with him for being exposed of what he really is: a genocidal terrorist bent on destroying his own nation in order to cover up his atrocities.
Although he is obviously short, Pandak is also proven to be a deadly fighter, having shown to survive numerous injuries prior to his demise (including a point-blank grenade explosion); he was also capable of fighting Rico Rodriguez, using his short stature to his advantage and fend him off. He was also capable of riding onto one of the missiles and firing his assault rifle with excellent accuracy without ever falling off.

Civil Rights[]
After Baby Panay took power, he began stripping down local Panauan rights and started giving them to foreigners. He made the island a playground for international millionaires and tourists. He built attractions strictly for foreigners, such as the Mile High Club, Panau Falls Casino, Three Kings Hotel, airstrips for private jets, and small beach clubs.
The government frequently arrests people for questioning the government. This grows during the revolution. The political prisoners are tortured for information and usually killed. Arrested people can be seen at all military run-road checkpoints. Many of the arrested are probably not guilty of anything. Cut audio shows that Panauan military personnel were very aggressive to Panauan citizens, even for speeding.
Baby Panay had always known that the Ular Tribe had always been wishing for more political power, mainly because they were once rulers of Panau. So when Baby Panay took power he considered them a threat, so he began stripping their rights just like any other Panauan civilian, except that the Ulars rights were diminished so much that they were even below any other Panauan citizen.
When Papa Panay lost power, his justice system went with him. Baby Panay set up a more brutal justice system. Anyone who makes a minor infraction is usually arrested and beaten. Many are innocent. Some are arrested for life, or killed. Baby Panay claims that he has killed and tortured dozens of criminals in one hour. During the revolution, most are tortured and then killed. Also during the revolution, Baby Panay declared an Execution Day, and all currently arrested citizens will be killed, due to full jail cells.
Military build-up[]
When Pandak "Baby" Panay took over Panau he started a massive military build-up using the natural gas sales money. People began complaining, saying that "this couldn't possibly be more important than ending starvation on Panau", but they were quickly silenced. This including making all harbors and airports strictly for military use, creating many new military bases, making an entire local military heavy communications network, and putting heavy military presence in civilian areas. He also built some of it for himself, like a ornate personal fortress and an atomic submarine, called the U1. A space program was also created, but it was more for military satellites than research. Lastly, he created a ring of high command military Colonels, and paid them an enormous salary to give the military more power. The reason for this was because of his major ego and thrive for power, but it was probably mostly to protect Panauan Oil from foreign invaders.
Widespread Propaganda[]
Pandak uses many Propaganda trailers, statues of himself, and billboards of himself to influence the citizens of Panau that the government and Baby Panay are to be respected. The Panau Broadcasting Company (PBC) only ever broadcasts government propaganda, but this is usually to cover-up reports of anti-government violence.
Panau City and new settlements[]
The country needed more space to house citizens when Baby Panay took power, so he started two projects: the construction of slums in Panau City and settling the country. In Panau City, buildings were torn down and replaced with compact condos.
Some new settlements, often in barren territories, are so small that they barely rank to town status. These settlements also meant to improve the infrastructure and to hopefully improve the economy.
Trivia[]
- Pandak means "short" in Tagalog, referring to his stature.
- His nickname, "Baby", is also a reference to his short stature, since babies aren't exactly tall.
- Pandak Panay's voice actor is never credited in the game, leaving the person behind the voice of the character completely unknown.
- Despite his death, he does play a prominent role when he was mentioned by the Black Hand in Just Cause 4, with Gabriella telling Rico that he was considered a major threat for disposing many heads of the states over the course of his career. An image of Panau was also shown.
- Furthermore, while the Black Hand was never involved with Pandak, the organization was fully aware of Rico's involvement from Just Cause 2, which may indicate that Pandak was once associated with the Black Hand during his time in ruling his island nation of Panau, or they have simply considered Rico a threat ever since he overthrew Salvador Mendoza in the original Just Cause.
