Congressman Leon Kilbride is the secondary antagonist of the Mercy Killers arc in the second season of Law & Order: Organized Crime. Kilbride is an associate of Preston Webb who becomes involved in crimes like embezzlement, corruption and aiding and abetting.
He was portrayed by the late Ron Cephas Jones.

Kilbride first met Sergeant Ayanna Bell and her wife, Denise Bullock, after they agreed to meet for coffee to discuss the outcome of the lawsuit Denise filed against the NYPD for the attack on her nephew, Damon King. Bell becomes hostile towards Kilbride when meeting with him with Denise but Bell later approached him outside his house. Kilbride told Bell that the reason he is taking Damon's case is because of Bell and claims that he has been watching her moves in cases especially with the Richard Wheatley case. Kilbride tells Bell that if she ever needs anything else, she should call him.
While investigating a massive sex trafficking ring, Bell asks Kilbride for help in getting access to the party, hosted by Edmund Ross, where they are hiding trafficked Albanian women. Kilbride tells Bell that there is a little black book of Ross' with names of people he doesn't respect and that he doesn't want to be in it. Kilbride agrees to allow Bell into the party as his plus one. After infiltrating the party, Bell thanks Kilbride and kisses him on the cheek. When enough evidence is gathered, the police infiltrate the party but several members of the Kosta Organization get away except for Ross who attempted to commit suicide but was talked out of it.
Criminal Identity Reveal[]
While Bell and Denise wait to meet with Kilbride, Bell discovers her undercover detective, Carmen 'Nova' Riley, getting handed an envelope with money from Kilbride to Preston Webb. Kilbride then makes a final offer with Bell and Denise regarding Damon's case and Denise takes the offer. The next day, Bell meets with Nova to discuss why she was in Kilbride's office. Nova claims that Kilbride and Webb grew up in the same hood and that Kilbride was the one who got her a position in the Marcy Killers during her undercover assignment. Bell and Nova agree to keep the conversation between them.
One evening, Nova meets with Bell at the precinct after discovering valuable information about Kilbride's criminal identity. Nova told Bell that she was promoted to senior management of the Marcy Killers with the title of Vice President. At the meeting where she was promoted, Kilbride attended it with Webb and Hugo Bankole. Nova told Bell that Kilbride was referred to as 'Mr. Taylor' by the junior members of the Marcy Killers. Nova also told Bell that Kilbride claimed he was cultivating a relationship with Bell who he believed would have his back if he would to ask her for anything.
Bell and Denise attended Kilbride's community event where he announced the idea of building a new library sponsored by himself and his family. After making a speech at the event, Kilbride thanked Bell and Denise for attending the event before Kilbride was approached by Nova, who was now Kilbride's aide. Nova told Kilbride that he had a meeting which he had to attend to. Later that evening, Kilbride and Nova met with Webb's men at the construction site. Kilbride ordered them to delay the construction because it would help him and Webb get more money from the government.
On Bell and Denise's anniversary, Kilbride, Garcia and Nova ambushed Bell before Denise arrived. Kilbride introduced Bell to Nova not knowing that they have met several times before. Kilbride then shared to Bell that him and Garcia are concerned about Elliot Stabler's actions towards Richard Wheatley. After the meeting, Bell approached Nova who was also concerned about Stabler's actions and Nova told Bell that Kilbride was accepting her into more and more things recently.
Kilbride came under investigation by the OCCB and Bell started focusing on Kilbride who she informed her squad about. Kilbride and Webb hosted an event at a primary school while trying to make themselves look like good guys by working for the community. After the meeting, Webb was called to an important meeting by Hugo at the warehouse. At Cassandra Webb's art gallery, Kilbride was being given a tour by Cassandra before being approached by Webb. Webb and Kilbride spoke about the incident at the warehouse before speaking about their crimes. Kilbride then attended the event at Cassandra's art gallery along with Webb, Bell and Denise. Kilbride then introduced Bell and Denise to Cassandra and Webb who were polite towards them.
Arrest[]
After Bell and the team got a warrant for Kilbride's arrest, Bell and the squad barged into Kilbride's offices where Bell placed Kilbride under arrest for bribery, money laundering and racketeering. Kilbride shared one last look at Bell before being taken out of his office in handcuffs. Due to Denise witnessing Kilbride's arrest, Denise picked up her things and their child and left Bell.
