The Civil Border Patrol are a minor antagonistic faction from the 2013 video game Grand Theft Auto V. It's an organization founded by two self-proclaimed patriots Joe and Josef, whose goals are to protect America and its values.
However, it's actually an illegitimate organization whose main mission is to discriminate against Mexican-Americans and people of Hispanic descent by having them illegally deported.

Background[]
The Civil Border Patrol, led by Joe and his friend Josef, operates in Blaine County, aiming to combat what they see as the threat of illegal immigration. Despite targeting individuals of Mexican heritage, many of whom are legal citizens, they persist in their efforts. Their weapon of choice is tasers, reflecting their intention to capture rather than harm. They primarily use Park Rangers for transportation during their weekly patrols across the county.
Events of Grand Theft Auto V[]
The Civil Border Patrol (CBP) is featured prominently in the "Minute Men" series of Strangers and Freaks missions. Trevor Philips encounters Joe and Josef while they're surveilling a van in Sandy Shores. Despite linguistic and bureaucratic hurdles, they recruit Trevor to capture immigrants, offering payment. Despite Trevor's disdain for them, he agrees due to financial incentives and his tendency to associate with disagreeable characters. Together, they pursue and capture mariachi musicians at the Yellow Jack Inn, using a unique Tornado car for transportation.
In "An American Welcome," Trevor once again aids the CBP in rounding up Mexicans for pay. They recapture Manuel, a local farmer, and chase down workers leaving a cement factory. However, their attempts to deport them are thwarted when it's revealed that all three are legal citizens.
Later, in "Minute Man Blues," Manuel confronts Trevor, revealing the CBP's long history of harassing legal Mexican-Americans. Feeling guilty and angered, Trevor heads to a farm where he finds Joe and Josef threatening a Mexican family. Seizing the opportunity, Trevor kills Josef and then stops Joe from escaping, ultimately ending both their lives.

- They're first mentioned on the in-game radio station Weazel News, after the story mission "Marriage Counselling".
- It's possible the organization has more members that go unmentioned, since there are several rednecks around Sandy Shores (their main base of operations) that will attack the player unprovoked on the assumption they are an immigrant.
- It’s implied Joe and Josef have some level of proper authority, since they're able to have Hispanic citizens falsely deported with ease, and they themselves never run into trouble with law enforcement. Additionally, Joe is a Park Ranger, evident by his primary vehicle.
