“ | I had it all worked out, a top-rate murder! I shoot Mr. Carney with Calvin's gun, I stick him in a pile of dirt or whatever yucky stuff is near the entrance to the Wharf, I leave the stupid foot sticking out so someone would be sure to see it, but little did I know that some numbskull backhoe operator working for the city was going to scoop up that pile without even checking for dead carnies! I come back, I got no body, I didn't know where they brought the dirt, and it's not like if you go around asking "hey, what's the word, did anyone find any dead guys this tall, kind of a biter?" It was a nightmare! But thankfully, blessedly, your stupid pipe burst and saved the day. Skeleton was found, frame-job back on, and it's true what they say, good things happen to good people! | „ |

His Evil Ranking[]
His Villainous Deeds[]
- He killed a carnie named Cotton Candy Dan just so he could frame his cousin, Calvin, just so he could inherit the Fischoeder Family Trust.
- He kidnapped his cousins and the Belchers and held them all at crossbow-point.
- He planned on destroying Wonder Wharf and The City so he could build a megapark.
- He planned to putting his cousins and the Belchers into a fake submarine to launch them into sea while the handle on the submarine was broken inside, so that they would starve to death.
- He initially planned on setting the entirety of Wonder Wharf on fire.
- While he claims that he is not that evil, he does admit that he is feeling evil today.
- When the Belchers escaped from his grasp, he chased them before attempting to kill them with his crossbow.
- He buried the Belchers alive inside a sinkhole while they were in their car and almost caused their deaths.
- Despite closing the warf to prevent any more deaths, he did that only for pragmatic reasons as more deaths would have just caused more problems with his plan.
Why Doesn't He Stand Out?[]
- He doesn't quite do enough to not be a standard "kill the heroes" villain, as while him trying to bury Bob and his family alive sounds brutal enough to pass the general standards, he also holds back on his resources as he could have kept Wonder Wharf open while it was on fire so that he could kill dozens of people, but he closes it a day early. However, he still has the highest attempted body count with the series, making this a minor prevention.
- He is too comedic to be NPE or PE, as he has many comedic moments that detract from his villainy like:
- Him having a few comedic falls in the film.
- His cousins, Felix and Calvin, putting his head inside an old diving helmet, then proceeding to bang on it like a drum and throw him around for a while.
- His villain song "Not That Evil" is played entirely for laughs, as he engages in high pitched singing and comical dancing and his captives occasionally interrupt his song to either ask him what his plan is or comment about how stupid it is.
- Him putting Felix and Calvin into a submarine before they tell him that they farted on his sandwich and Grover then goes into a tangent about baby powder.
- Him walking away after he tries to light the fuse to burn Wonder Wharf (which goes out), before he re-lights it and walks away, and the fuse keeps going out a few more times before it stays lit.
Trivia[]
- Grover was originally approved as Near Pure Evil, but he was cut due to being too comedic. Then, he was subsequently approved as Inconsistently Heinous before getting removed again due to failing to use all of his resources to the worst of his ability.
