After the San Francisco incident, the organization; military shadow ops program was shut down, and the Buyer was hunt down by G.U.N. agents and almost killed, but after he escaped, he formed his "empire" in the lair by selling his creations in the black market.

When the Buyer was working on his mech, he was contacted by Willoughby that Knuckles had just left Green Hills, and he sends her and Mason some technology charged by Knuckles' quills, that he was working on in the lair.

"Reno, Baby"[]

After the Buyer brought Willoughby and Mason, he starts explaining how he used to work for G.U.N. before its rebranding, eliminating the agents sent for him, and going into hiding. After Willoughby explained her reason for betraying G.U.N., the Buyer uses a blowtorch to melt hers and Mason's cuffs, changing the price to sparing them if they succeed in bringing Knuckles, just to power his newest creation.
