Victoria "Vicki" Vale, born as Victoria Arkham, and also known as Lady Arkham, is the main antagonist of Telltale Games' Batman series, serving as the main antagonist of the 2016 video game Batman: The Telltale Series, and a posthumous antagonist in the game's 2017 sequel Batman: The Enemy Within.
She is the fanatical leader of the Children of Arkham, and guises as an investigative reporter for the Gotham Gazette in order to hide her true colors.
She was voiced by Erin Yvette. While disguised as Lady Arkham, she was voiced by Steve Blum, who also voiced Killer Croc in the Batman: Arkham franchise and Doom Ma Geddon in Regular Show.

What Makes Her Close to Being Pure Evil?[]
- Turned a peaceful protest group into a terrorist group known as the Children of Arkham, making her responsible for all the death and murder the group would go on to commit.
- Had her minions break into city hall to steal from Hamiliton Hill, leading to an innocent security officer being shot and killed.
- Had her men engage in a shoot out with the police, leading to several deaths and framed it so it would look like to Batman that Carmine Falcone was responsible.
- Released files of Thomas Wayne and Falcone’s criminal history together to the public, damaging Bruce Wayne's reputation over something he didn't even do and allowing Oswald Cobblepot to take his position as CEO.
- Tries to manipulate Bruce into giving her Montoya's name after she kills Falcone so she can expose her actions to the public and ruin her reputation.
- Had the Children of Arkham attack a mayoral debate between Hill and Harvey Dent. This leads to the moderator of the debate being murdered, everyone present being taken hostage and multiple police officers being killed.
- Drugs Hill and Harvey while making it look like she was forced to do it by Cobblepot before having Oswald Cobblepot murder Hill. Cobblepot can then possibly scar Harvey with a stage light. Even if Batman prevents that from happening, her drugging of Harvey still drives him insane and gives him the Two-Face persona, making her responsible for the chaos and death that he causes as Two-Face.
- Kidnaps a police officer and uses the drug on him, which kills him.
- Kidnaps Selina Kyle to help her steal an upgraded version of the drug and threatens to use it on her when Batman arrives.
- Attempts to release the drug on Mercy Street, which would drive hundreds, if not thousands of people insane and make them go violent.
- Seriously wounded Batman in their duel, putting him on the brink of death.
- Drugged Bruce and manipulated him into attacking Oswald, despite the latter being her loyal right-hand minion, leading to Oswald nearly being beaten to death and Bruce being committed to Arkham Asylum.
- Stores her drugs in her adoptive father's warehouse after murdering her adopted parents.
- Kidnaps Alfred Pennyworth and brutally beats and tortures him the same way she was tortured as a child by her adoptive parents, all so she could hurt Bruce just to spite Thomas.
- Releases the inmates of Arkham Asylum, leading to the orderlies of the Asylum nearly being killed by the inmates.
- Demands Batman remove his mask or she would kill Alfred. If he does remove his mask, she will blast off a part of his ear despite him possibly showing sympathy for Vicki or admitting she is right about his father doing horrible things. If he doesn't remove his mask, she will blast out Alfred's eye. Either way, she will permanently harm either Bruce or Alfred and then try to kill Bruce afterwards.
- Even after being defeated by Batman, she refuses his offer to help her before attempting to escape, telling him she will never forgive him now that she knows his true face if he did unmask to her.
What Prevents Her from Being Pure Evil?[]
- She has a genuinely tragic backstory. Thomas Wayne had both her parents murdered for threatening to report his crimes, leading to her becoming an orphan to John & Patricia Vale. The Vales would horribly abuse her by dragging her down to a torture room and beating her with a variety of belts before leaving her locked down there in the dark. Her parents' murder and the Vales' abuse of her are the primary reasons why she became evil and what motivates her actions.
- She still loves her biological parents and hates Thomas because he had them murdered. Her desperation to kill Bruce and make him suffer is her way of getting revenge against his father and avenging her parents' deaths.
- She cares for her adoptive brother. Once she goes to kill the Vales, she hides him under the staircase and spares his life even though she easily could have just killed him. It's implied she killed the Vales partly to free him from their abuse. In her underground lair, she has a picture of the two of them together, with her embracing him in a hug, showing that she does truly love him or at least has some genuine affection for him.
