Doctor Moon is a minor antagonist in the DC Animated Universe, serving as a two-shot antagonist in Season 2 of Justice League Unlimited, appearing as a minor antagonist of the episode "Question Authority" and as a cameo antagonist in the episode "Flashpoint".
He is a sadistic Head of Division within Project Cadmus who assists Lex Luthor and Amanda Waller in undermining the Justice League. Following the Question's foiled assassination attempt on Luthor, Moon is tasked by Waller to interrogate Question, which he tries by savagely torturing him.
He was voiced by Jeffrey Combs, who also voiced the Scarecrow in The New Batman Adventures and the Rat King in Teenage Mutant Ninja Turtles (2012).

What Makes Him Close to Being Pure Evil?[]
- Joins Project Cadmus to undermine the Justice League, serving as Waller's right-hand for most of the project.
- Sadistically tortures the Question over a week in a machine that electrocutes and makes him see catasthrophic visions that scare him, with Moon warning him that the torture can end when he admits what Project Cadmus files he stole about Lex Luthor.
- What's worse is that, among the visions the Question was forced to see when Moon tortures him, are his fear of Luthor becoming President of the United States of America, using his authority to publicly execute the Flash in a similar way his counterpart from the Justice Lords' universe did and eventually leading a broken Superman to break his no kill code and cause an Armageddon over the world, which means that Moon was reinforcing the Question's beliefs that Luthor had to die to prevent the Earth from being taken over by the Justice League.
- Promises to keep electrocuting the Question until he breaks and even after that too, enjoying roasting the Question with the machine until he literally has burns over his body because the Question prevails and shouts random conspiracy theories to not put in danger his teammates.
- Threatens to shoot Superman and the Huntress when they break into his torture chamber to rescue the Question from his clutches, only dropping his weapon because Superman told him that it would have no effect on a Kryptonian like him.
- His torture leaves the Question traumatized, with bruises, burns and a purple eye for a while until he was able to return to service and couldn't walk properly, needing Huntress' assistance to escape from the Cadmus facility. Unsurprisingly, how personally evil he was towards her love interest nearly leads the Hunter to kill Moon until Superman stops her.
- Displays zero oppossition when Amanda Waller resolves to dispatch Galatea and the Ultimen clones they still have in reserve to attack the Justice League's Watchtower II.
- Though Project Cadmus is ultimately disbanded once Brainiac is exposed as the one responsible for the whole conspiracy, Moon isn't shown to have faced any consequences for the torture he inflicted on the Question. It is highly likely that Moon just got reassigned like in General Wade Eiling's case, thus making Moon a Karma Houdini.
- While the DCAU's Heinous Standards are high and several villains like Darkseid, Granny Goodness or David Wheeler have similarly tortured innocents, Doctor Moon is just a Cadmus employee with few resources, doesn't count with far more advanced technology and injured an individual both physically and psychologically for over a week.
What Prevents Him from Being Pure Evil?[]
- He lacks of sufficient characterization, as he has little dialogue and isn't shown torturing other Cadmus enemies aside the Question. However, given how personal his villainy was towards the Question and the Huntress, this is a minor prevention.
Trivia[]
- Doctor Moon was only brought into the Cadmus story arc of the Season 2 of Justice League Unlimited because the Bat-embargo forbade the DC Animated Universe showrunners from using Hugo Strange again, though at least Glen Murakami and Alan Burnett feel retrospectively that they should have brought Farmer Brown back instead. Had Strange or Brown been used in "Question Authority" instead of Moon, Strange would have likely qualified as Near Pure Evil and Brown would have become even worse.
- Doctor Moon is, alongside Devil Ray, one of the two Near Pure Evils of the DC Animated Universe to originate from Justice League Unlimited. Puzzingly, they were both created to replace other villains restricted from appearing because of a DC embargo.
