Utgard is the capital city of Jotunheim which began decaying once Odin took the Casket of Ancient Winters from the Jotuns.

As a result of the Asgard-Jotunheim War, Odin would take the Casket of Ancient Winters from Jotunheim causing the planet to begin collapsing, taking Utgard along with it. The Jotun king, Laufey, would continue ruling from the city alongside other Frost Giants who lived in the ruined city.[2]
