The subject of this article is part of an MCU franchise story that has been officially deemed to be non-canonical to the primary continuity of the Marvel Cinematic Universe. Its events instead occur in another reality within the Multiverse. This universe is designated by the Marvel Cinematic Universe Wiki as "Enclave Attacks".

The National Security Agency, or NSA for short, is a United States government organization responsible for intelligence. The NSA aided in the search for the Hulk.

History[]

Monitoring Bruce Banner[]

An agent of the NSA received a recording of Bruce Banner's voice notes regarding the Hulk, a monster he had created during the Project Gamma Pulse. The agent listened to the recordings as Banner talked about the Hulk surprising him by helping those in need. They listened to further recordings in which Banner condemned the Enclave, became determined to cure himself of the Hulk, and noted that the Hulk was likely not the worst monster out there. The NSA listened to Banner and Jones talk about the Ceres Sector of Enclave attacking him. They listened to another call between Banner and Jones, in which Jones explained that the Enclave intended to use Earthquake Bombs on the city and Banner hesitantly agreed to let Jones stop it.

The NSA monitored Banner's interaction with Samuel Sterns, taking a picture of them in Sterns' lab and listening to their conversation in which Sterns expressed frustration with his inability to get data from Banner's blood. They later listened in on Glenn Talbot giving the order to attack Hulk with a missile despite Emil Blonsky's hesitance. They also listened to Jones telling Banner how to stop the Enclave's chemical bombs. They also listened Banner's diary entry about Thaddeus Ross' determination and threat which the Enclave posed. They listened as Jones and Banner planned to discredit Talbot and follow his transport helicopter. However, Talbot captured Jones, and the NSA listened as Jones called Banner to tell him that they had set a trap. They continued listening to Banner's audio diary, specifically an entry in which he noted the way it felt being trapped in his body. They listened further as Banner explained that earthquakes caused him to wonder if something big is coming.

The NSA continued to listen as Sterns and Banner planned to retrieve the technology necessary to elevate Banner's gamma radiation levels which had been stolen by the Enclave and the army. They listened as Jones told Banner that he needed help retrieving equipment which the Enclave had stolen from Sterns. They listened to a conversation between Banner and Sterns in which Banner said he would try to get the data from the original experiment which turned him into the Hulk.

They listened to one of Betty Ross' calls, in which she asked Banner to protect Thaddeus Ross during the army's attack on an Enclave base. The listened to a call between Jones and Banner in which Banner hesitantly agreed to protect the Army from the Enclave's attempt to steal the Hulkbusters' armor. They listened to a further audio diary about Banner's war with the Enclave and military in which he wondered whether Hulk would choose a side or simply destroy everything. They listened to a further conversation between Jones and Banner in which Jones told Banner about an experimental weapon which the army was moving. They also listened to an audio diary entry about men becoming monsters in order to fight monsters. They then monitored a conversation in which Banner introduced Betty and Jones to each other and they agreed it was time to defeat Talbot for good.

The NSA then listened to Sterns telling Banner that they needed to steal the Enclave's Genetic Simulator. They listened to a phone call in which Sterns asked Banner for help getting to the site of an Eclave bio-weapon being deployed so that Sterns could test his cure for the Hulk. They listened in on a phone call in which Sterns told Banner that the cure for the Hulk was ready.[1]
