Herr Kameleon[1] is a fictional character that appears in the first issue of Captain America Comics.
Biography[]
In Captain America Comics #1, per the orders of Rathcone, Herr Kameleon instructed Number 3 and Number 15 to assassinate Admiral Perkins.[1][2]

- In the comics, Herr Kameleon was a Nazi agent in World War II who was assigned by Rathcone to assassinate high-ranking United States military officials. He and the Strangler kidnapped Bucky Barnes to use him as bait for Captain America to kill both of them, but were defeated and arrested by the FBI.
