Biography[]
Wagner was hired along with Block by Oliver Queen to kidnap Lex Luthor and discover where his powers came from. Wagner followed Oliver's strict orders not to harm the target and first stalked Lex to learn his every moves.
Wagner was already unnerved by Block's extreme tactics after he killed a P.I. named Robert Pontius who Lex had hired to find who was stalking him. After Block managed to ambush and kidnap Lex, he was taken to an abandoned warehouse where they conducted their interrogation.
During their talk, Lex claimed not to know where his powers came from, much to Block's annoyance. He threatened Lex and Wagner was quick to remind him of their orders, but Block disregarded the order, and tortured Lex.
Wagner wisely chose not to intervene, knowing that Block would probably kill him too. After Lex confessed to using a serum that gave him powers, Block sent Wagner into LuthorCorp to locate the serum from Floor 33. He objected at first but complied after his life was threatened. Wagner returned with the serum, which was really poison, but when Lana Lang was discovered, Block threatened to inject her with it instead, much to Wagner's dismay. Lex told them to test it on him, but as they were about to, he head-butted Block.
While Block was staggered, a fight ensues; Lana freed Lex after he injects Block with the serum, who started shooting around the lab before dying. A fire started and Wagner bolted, locking Lex and Lana inside the cage but not before witnessing someone else with powers put the fire out. Wagner later went to Oliver Queen's apartment to report that Block went rogue and tried to kill Lex. Wagner remarked that another person with powers extinguished the fire and Oliver instructed him to find out who it was.
