CP0 more properly known as Cipher Pol Aigis Zero (サイファーポール"イージス"ゼロ Saifā Pōru Ījisu Zero?) is the strongest intelligence organization among all Cipher Pol and are major antagonists in One Piece. They work directly under the command of the Celestial Dragons which grants them considerable authority and liberty in how they carry out their assignments.
History[]
Dressrosa Arc[]
When word of Donquixote Doflamingo's supposed abdication of his throne and Warlord of the Sea position reached the citizens of Dressrosa, Doflamingo called CP0 to come and clear up the confusion. When they arrived, they told the people that the article printed in the newspaper was a mistake. They went on to explain that a new, amended report would be released at 3 p.m. that day. Finally, they asked the citizens not to discuss the rumors until the truth was released and to conduct usual activities as if nothing had happened. When the Law and the Straw Hats arrives at Dressrosa, three agents of CP0 walked by a northeastern café where they were seen by Law, Usopp, Nico Robin, and Caesar Clown. Doflamingo revealed to Law that he was given the authority to command CP0 because he was able to hold secret information about Mary Geoise's "national treasure" which will shake the entire world if its extiensce is revealed in the eyes of the public. After Doflamingo's defeat, Sabo stated that CP0 was returning to Dressrosa and they were after the revolutionaries. Four agents of CP0, Spandam, Kaku, Rob Lucci, and Hattori, arrived 72 hours later. They received a message telling them that all weapons from the underground port were taken and they suspected the Revolutionary Army to be behind the incident.
Whole Cake Island Arc[]
Stussy was sent to Whole Cake Island to steal the Tamato Box until it was destroyed due to it contained bombs if it opens, causing Whole Cake to collapse. She escaped with Big News Morgans.
Levely Arc[]
CP0 were guarding Saint Charloss of his attempt to take Princess Shirahoshi as his slave until Saint Donquixote Mjosgard came to aid King Neptune and smack Charloss for his idiotic behavior, causing CP0 to stand down.
Wano County Arc[]
CP0 went to Wano to negotiate with Kurozumi Orochi. They refused to hand Vegapunk to the Shogun. Three CP0 agents are still on Onigashima playing Go Board game. They are aware of their former CP agent, Who's-Who is present on the island. Rob Lucci ordered the three agents to capture Nico Robin until they failed due to Brook. The World Government lost two of their CP0 member, one presumably (Maha was dealt blow by Izo (who was killed by Maha)) and the other (Guernica was killed by Kaido by smashing him to a pulp with his mace savagely for interfering his fight with Luffy). The last agent (Joseph) survived and aborted his mission to capture Robin where he retreated from Wano. However, Joseph was attacked by the Big Mom Pirates (who were attempting to rescue Big Mom, not knowing her fate during the Raid of Onigashima).
Some time prior to the events in Wano, Rob Lucci tailed Princess Nefertari Vivi as she was making her way from Pangea Castle to the stairs to reach Red Port to seek out Vice Admiral Garp in order to protect Princess Shirahoshi from being enslaved by Charlos. When she noticed the CPO agent following her, she demanded him to stop. Lucci though explained that he was there for her “protection”, but Vivi sardonically told him off as he did nothing when Shirahoshi was being accosted by Charlos and placed her faith more in Garp than the assassin.
Her distrust in Lucci proved well founded as Vivi never made it to Red Port but was forcibly taken by the agent and brought back to Pangea Castle. After bringing Vivi back and tying her to a chair, Rob Lucci deposited her in the custody of CP0 as he went to lead a fleet to annex Wano.
Most of the agents appeared to find the assignment boring as majority were playing cards in the guest room which they were using to guard Vivi. When Vivi demanded why they were holding her captive, Kalifa informed her that she would “disappear” and later be given as a pet to a World Noble.
CP0 negligence on their captive would cost them when then room which they were in was eaten through by a pleading and fearful King Wapol who was fleeing for his life after witnessing Imu and the Five Elders murder King Nefertari Cobra. The agents were so surprised by this spectacle that they missed Vivi escaping by jumping into Wapol’s mouth.
By the time they could process what just happened they realized that the princess was gone. Shortly afterwards CP0 began conducting a search of Vivi with the Arabasta delegation. In addition they also searched for Sabo after he escape from the Throne Room after he failed to save Cobra. But they never found them as Sabo escaped to Lulusia Island and Vivi went hiding inside of "Big News" Morgans' blimp.
Egghead Arc[]
Lucci, Kaku and Stussy were assigned by the Government to kill Vegapunk and destroy all of his satellites. They invaded Egghead until the encountered Luffy and his group. Kaku tries to get Lucci to stand down because they don't have any authority to fight Luffy (due to him being a member of the Four Emperors). Stussy contacted the Marines of Luffy's location. Lucci however, disobeyed the Government's direct order and engaged Luffy but was no match for him. Lucci and Kaku attempted to use the Seraphims to destroy Vegapunk's lab until Stussy (revealed to be a spy for Vegapunk) betrayed Lucci and Kaku and put them to sleep and detained them with Seastone shackles. Nami kicked the sleeping Lucci as payback for what he did 2 years ago. Learning that there is someone who is controlling the Seraphims to kill them all, Lucci and Kaku offered a temporarily alliance with Luffy and Zoro. With no other choice, Luffy and Zoro freed both Lucci and Kaku to help them to take down the culprit who is controlling the Seraphims but under Luffy's condition to leave his crewmates (which includes Robin) alone since Lucci can't beat him due to Luffy being far more powerful than Lucci than their last encountered.
At some point, CP0 and the Straw Hat Pirates managed to defeat York and detained her in order to prevent her from using the Seraphims to do her dirty works any longer, thus foiling York's goal from becoming a Celestial Dragon. CP0 and the Straw Hats eventually freed the CP5, CP7 and CP8 agents who were captured by York. They also trapped the Seraphims into Seastone-made bubbles (created by Lilith).

Trivia[]
- The order of capturing Nico Robin is unknown, but it may have something to do with the apprehension of the seven warlords and the news about what happened to Sabo and Vivi.
- Despite them as the strongest, CP0 has no authority to fight one of the Four Emperors unless granting permission from either the highest ranking Government agent or the Fleet Admiral. In order for them to fight an Emperor, they need to have an Admiral but they still cannot engage the Emperor until the Admiral's arrival.
- Rob Lucci is the only CP0 who engage an Emperor when he disobeyed the World Government's direct order and fight Luffy for his revenge upon him 2 years ago during the Enies Lobby incident.
