Near Pure Evils who are considered humorous to the audience but are still taken seriously in-universe. They are the opposites of Seriously Good Near Pure Goods.

Characters like Dr. Eggman, Tighten, Chelsea Van Der Zee, Royal Pain, Ursula, Ultron, Rick Prime, Adam, Big Jack Horner, Green Goblin, and Lord Shen are prime examples of Laughably Evil Near Pure Evils.

NOTE: A Near Pure Evil having one, two, or an overall small number of minor comedic moments is not sufficient to make them Laughably Evil (e.g., Makima, Doctor Poison, King Sombra, Future Androids 17 and 18, Lyutsifer Safin, Kingpin, Niles, Hopper, Evelyn Deavor, and King Jellybean). A Laughably Evil Near Pure Evil has to have their comedic moments more prominent, memorable, and in greater abundance.

Please note that this category differs from a Minor Comic Relief in that a Laughably Evil villain may or may not be taken seriously in-universe (and are only funny to the audience), whereas a Minor Comic Relief is taken seriously most but not all the time in-universe. However, they aren't mutually exclusive, in fact Minor Comic Reliefs often do fall under this category oftentimes (Pet Shop, Monokuma and Dr. Eggman).
