Forrest Blackwell is the main antagonist of the 2013 video game LEGO City Undercover and the overarching antagonist of its prequel LEGO City Undercover: The Chase Begins.
Once a respected multi-billionaire, he developed a hatred of LEGO City and its population after its authorities cancelled one of his building projects. Plotting his revenge, he organized a city-wide criminal conspiracy that was eventually uncovered by the police officer Chase McCain.
He was voiced by Peter Serafinowicz.

What Makes Him Close to Being Pure Evil?[]
- After his project of an apartment complex with a mall building was put on hold due to it being a potential environmental hazard, he hired Carl Walnuts to destroy the Bluebell Woods and a nearby temple, which would certainly kill many tourists, miners and animals.
- He teamed up with Rex Fury while enacting his revenge scheme, eventually coming in possession of a giant emerald, a moon rover and a T-Rex mech, all stolen by Chase to earn the criminals' trust, trough this connection.
- He and Rex started a massive crime wave in LEGO City.
- He was responsible for the disappearance of Henrik Kowalski.
- He abducted Natalia Kowalski and used her to pressure her father into giving him the password for his device.
- Not only was he mad over not getting permission to build his apartment complex, he admitted that he didn't care about the fact that the consequences of the construction would lead to the park's wildlife dying out.
- When escaping LEGO City, he took Natalia hostage.
- The rocket he used to escape would definetily cause countless human casualties had Chase not put up the forcefield around it. There's no way Blackwell couldn't know that, and the fact that he called the citizens over before the takeoff by claiming that he would announce something that would "change LEGO City forever" implies that he intended as many people to die as possible.
- He fired Rex Fury, who was loyal to him the entire time, and left him and all his other minions to die.
- While he never hurt Natalia, and claimed that he would never harm a woman, he was still fine with making her watch her close ones suffer.
- He threatened to eventually destroy LEGO City and make Natalia watch.
- When it was revealed that the head module's parachute couldn't be activated, he escaped it alone, showing no concern about the other passengers' fate.
- His crimes have no justification other than greed and arrogance, and the City Hall was justified in stopping the construction of the mall, as it would equal the destruction of a wildlife reserve, which he shows no care for. Even Henrik and Chase call him out on taking his grudge this far.
- While he states that his "gift"'s only purpose would be bringing joy to people, it's implied not to be the case, as a few people mention that the apartments in his complex would be expensive and Blackwell himself has never built anything for public use since the scandal. Even if he truly cared for other people at one point, he shed it by deliberately putting them in grave danger.
What Prevents Him from Being Pure Evil?[]
- Even after his true colors are revealed, he has numerous comedic moments well played for laughs, such as his voice turning high-pitch due to his computer glitching, Natalia throwing a cupcake at him, and his defeat of being knocked away by a cow. However, since he is always treated as a serious threat, this is a rather minor prevention.

- Forrest Blackwell is, alongside Master Chen, Clouse, Computer Interface, Loki and Brainiac, one of the six LEGO Near Pure Evils as well as the only LEGO City Near Pure Evil.
