The chief toysmith of Spacewheel is finishing his day's work when he is suddenly ambushed by a killer clown built by Judson Jakes, a competing toy maker in the Keystone Quadrant. The toysmith is killed and the clown is subsequently destroyed by Blackjack O'Hare and his Black Bunny Brigade before informing the owner of Spacewheel, Lord Dyvyne of the subterfuge. Incensed, he says that he will employ Rocket Raccoon to deal with it.

Rocket Raccoon is meanwhile lazing away on Halfworld next to a waterfall with Wal Rus and Lylla while trying to decipher the Halfworld Bible. The Keystone Kops arrive on the scene to inform Rocket of the assassination and he heads to the Cuckoo's Nest where he returns the Halfworld Bible to the Admissions Ward and the Good Humor Men before taking a video call with Lord Dyvyne who beseeches him to address the matter to prevent a toy making war from breaking out.

Rocket and Wal Rus take the Rakk 'n' Ruin to Mayhem Mekaniks and traverse a mole-hole with the intention of confronting Judson Jakes. Lord Dyvyne has meanwhile hatched a nefarious plot to kidnap Lylla while Rocket is away. Lord Pyko runs off with the Halfworld Bible hoping to decipher its secrets much to the chagrin of the Good Humor Men and Lylla. Rocket and Wal battle with numerous killer clowns before finding Judson Jakes and Jakes insists that Rocket can't stop a war from happening unless Dyvyne is killed and Lylla marries him. Pyko suddenly appears and demands some sanity and insists that Jakes only has an interest in Lylla because of her ultimate inheritance of Mayhem Mekaniks and she would never agree to a marriage because of her love interest in Rocket but they are quickly interrupted by Lord Dyvyne appearing by video screen to explain that he has kidnapped Lylla and plans to himself marry her. Lylla pleads with Rocket to rescue her and Jakes demands the same or he will cause an all out war.

Under cover of a parade of Loonies, Rocket Raccoon and Wal Rus seek out the kidnapped Lylla. They detect non-Loony signals only to discover they are under attack by a Killer Clown and a Drakillar. Blackjack O'Hare is meanwhile telling Lord Dyvyne of his own intentions to marry Lylla despite her protests and says that Dyvyne can do nothing due to his reliance on the Black Bunny Brigade for his security. Dyvyne decides to unleash the Red Breath in response, a menacing, red, mist-like organism.

Rocket meanwhile continues his fight against the Killer Clown and Drakillar and succeeds at destroying them both and is then rescued by Wal Rus flying the Rakk 'n' Ruin. At Mayhem Mekaniks, Lord Pyko continues to decipher the Halfworld Bible as he scolds Judson Jakes for ignoring their prime directive to entertain the Loonies through their toy making. Jakes insists he's only trying to clean up the place and Pyko provides him with a Vacuusled, a vehicle with literal "clean up" capabilities.

Rocket and Wal Rus land the Rakk 'n' Ruin at the Asylum having detected the presence of Blackjack O'Hare and Lylla there. Rocket enters despite the sanctity of the Asylum as a shrine for the Loonies and they rejoice his arrival until the sudden arrival of the Red Breath. The Red Breath causes those who it touches to vanish and Rocket is unable to use any conventional weaponry to affect it. Wal Rus separately wanders through the halls of the Asylum until he finds O'Hare and Lylla and seeks to free her despite a threat from O'Hare but a pack of Killer clowns on Vacuusleds suddenly crash through the walls and begin sucking up other members of the Black Bunny Brigade. Rocket is meanwhile cornered by the Red Breath until the Vacuusleds arrive at his location and suck up the Red Breath, removing it as a threat. Afterwards, they leave the Asylum and Blackjack O'Hare, no longer employed by Lord Dyvyne, decides to team up with Rocket.

The Toy War has broken out across parts of Halfworld and Rocket Raccoon, Wal Rus, and Lylla are caught in the middle of it accompanied by Blackjack O'Hare. Fleeing in the Rakk 'n' Ruin, they find themselves an easy target and are forced to find a place to hide. O'Hare recommends a hole in the Bad Lands but it requires them to sacrifice the ship. Inside the hole, they find a pack of Wild Worms and decide to use the worms to transport them across the planet through the underground tunnel.

Meanwhile, Judson Jakes and Lord Dyvyne speak on a video call and come to a tenuous truce while seeking to ensure Rocket Raccoon and Lylla are properly dealt with. Rocket, Wal, Lylla, and Blackjack arrive beneath Central City and shoot to the surface where they enter a cantina and find Pyko who reveals that he has uncovered the secrets of the Halfworld Bible.

Pyko tells that in it is revealed that the original settlers of Halfworld, the human Shrinks had sought a world to treat their mentally deranged patients. They built the Asylum as their headquarters but their funding was cut off by their home planet. They left the patients behind but placed robot caretakers there to look after them and isolated the planet by constructing the Galacian Wall. The robots acquired intelligence and genetically modified the animal pets left by the Shrinks to make them intelligent to look after the Loonies while the robots built toys and worked on construction of the Great Humanoid Starship.

After Pyko relays these details, the group is ambushed by Blackjack and a team of other animals he calls the Awful Eight. Pyko helps them escape by unleashing an autoblaster hidden in his shell onto the Awful Eight. They escape and ultimately come to the Assembly Line where the Head Robot of Halfworld resides. Pyko thinks that by feeding the Halfworld Bible to the robot, it will absorb the knowledge of the Shrinks and possibly enable them to find a cure for the Loonies.

Rocket Raccoon, Wal Rus, Lylla, and Pyko are now in possession of the Wonder Toy helmets created by the Head Robot of Halfworld after it had determined a cure for the Loonies when it was fed the Halfworld Bible.[1] They begin to engage with the Loonies and pass out the helmets after giving them their sales pitch. One "Loonie", however, is a Killer Clown in disguise and sends a message back to Mayhem Mekaniks to report on the existence of the Wonder Toy which presents a threat to the planet's toy manufacturing business.

At Mayhem Mekaniks, Judson Jakes greets the arrival of Lord Dyvyne with the terrible news of the Wonder Toy and the continued existence of the troublesome Rocket Raccoon and his companions. They agree that he must be dealt with using the full extent of their combined forces. Meanwhile, Rocket and his companions realize that the helmet is doing its intended job and allowing the Loonies to reach a sense of normalcy. Despite this, the forces of Judson Jakes and Dyvyne soon arrive and begin their attack. Their robot horse goes to seek aid from the other robots of Halfworld but Rocket and his crew feel that they won't return in time because they are hopelessly outnumbered. Blackjack O'Hare suddenly shows up to help them despite their previous disagreements. The battle continues when the Great Humanoid Starship suddenly lands and numerous robots and humans join the fray to help Rocket and his companions.

The battle is won by the robots and humans and Judson Jakes and Dyvyne are dumped in a discard heap outside of Mayhem Mekaniks by their Drakillar mount. Afterwards, Rocket and his companions rejoice with the now intelligent and sane humans. The animals and robots, no longer needing to be the humans' caretakers decide to take the starship and leave the Keystone Quadrant to find adventure elsewhere.
