Fuga Kudo (九堂 風雅, Kudō Fūga) is an alchemist and Rinne Kudo's father who transforms into Kamen Rider Wind (仮面ライダーウインド, Kamen Raidā Uindo).

History
Background
Fuga Kudo is a powerful and renowned alchemist whose achievements had eventually inspired his own daughter, Rinne Kudo, to follow in his footsteps. He always read "The Great Path of Alchemy" to her. At some point, Fuga began teaching at the Alchemist Academy around the time when Daiki Suzuki and Minato were students. He also worked with Glion, who was also a teacher of Alchemist Academy.
Alchemys Union Incident
Approximately ten years ago, Fuga discovered Glion's ambitions to open "the Door of Darkness" using the in-development driver and steal the Ride Chemy Cards. However, Glion framed Fuga for his own actions, resulting in him having to go into hiding to stop Glion. During a confrontation with the Three Dark Sisters, a young Houtaro Ichinose had arrived in an effort to protect the Chemies, whom he had befriended moments prior. Acknowledging the young boy's strength and courage, Fuga erased his memories as required by law, but hoped the boy will one day grow and reach his destiny.
A few days later, Glion and the Three Dark Sisters, alongside a Jungle Malgam, attacked the Alchemys Union Outer Research Facility, and headed toward the Ouroboros Realm gate in an attempt to open the "Door of Darkness". Fuga arrived at the facility, restrained the Malgam, and fought Clotho and Lachesis. He later realized that Glion and the sisters had stolen several Chemies from him.
After the incident, Fuga spent the next ten years in developing the driver in the Ouroboros Realm. This action allowed Glion to brainwashed the Alchemist higher-ups into believing that Fuga was a traitor who ran away with the Chemies and the driver. Unaware of the situation, Rinne also began to think that her father was a traitor.
Entrusting Driver to Houtaro
Sometime later, Fuga learned of the Philosopher's Stone and managed to retrieve fragments of it. He completed the Gotchardriver as well as Nijigon's egg to house it inside the Ouroboros Realm. However, the Three Dark Sisters found their way inside, forcing Fuga to unleash the Chemies to fend them off. Fuga then asked Hopper1 and Steamliner to seek Houtaro, who would eventually be brought inside the realm and meet with Fuga, the latter having remembered the young man's potential all those years ago.
He would then entrust Houtaro with the driver while the sisters began a relentless attack. In an effort to protect Houtaro so he could escape, Fuga used his body as a shield to block the Sisters fire alchemy attack meant for the young boy. While Houtaro was able to escape, Fuga seemingly did not survive. In reality, he had managed to escape but was left heavily injured. From then on, he meditated in a small room inside a laboratory in the Ouroboros Realm to recover, while sending body doubles to serve as intermediaries between him and the young students of the Kitchen ICHINOSE Union.
Return
His first known body double appeared in light of Kamen Rider Dread's appearance under the control of Minato, who nearly succeeded in reclaiming all of Houtaro's Chemy Cards. Fuga presented them with a method of entering the academy through the backdoor as well as telling Houtaro how to transform into Iron Gotchard.
When the team was overwhelmed by the Dragon Malgam, Fuga's double appeared and transformed into Kamen Rider Wind, defeating the Malgam and recovering both Dragonalos and Gaiard. However, Glion appeared and killed the body double, taking the two Level 10 Chemies as well as both Gigabaham and Kuroana. Before the double's destruction, Fuga informed the team that the only way to end this was to confront Glion inside the Ouroboros Realm.
Hunted by the Dark Kings
As Fuga continued to rest inside the Ouroboros Realm, two more Dark Kings, Germain and Gaelijah, arrived on Earth and targeted Fuga, as he was known to be the most powerful alchemist at the time. They targeted his real body and he fended them off by transforming into Kamen Rider Wind. Nevertheless, he was unable to fight on equal footing due to not having recovered completely, but was rescued by Houtaro, Rinne, Supana, and Minato before the Dark Kings could eliminate him.
Upon retreating to the Alchemist Academy, Fuga would then reveal the full truth about Nijigon, as well as the Dark Kings to Houtaro before continuing his rest at the academy. It is revealed that he was providing Kyoka Edami with the knowledge about the transmutation of biological tissue, which was necessary to transform Lachesis into a human.
Rinne's Crisis
Fuga took care of Supana Kurogane, who was heavily injured after his duel with Houtaro, inside his laboratory. After discovering that Atropos will be used by Gaelijah's plan to create Chimera, which could also results Rinne's death, Glion went to Fuga's laboratory to plead him, asking him to rescue their daughters together. Fuga could not forgive Glion, but still chose to cooperate with Glion in order to save their daughters. Before leaving, he left a note telling the injured Supana to use his laboratory for his needs.
When they arrived, the two fell into Gaelijah's trap and had to play a duel game to decide their fate. Kamen Rider Gotchard eventually interrupted by transforming into Bulletchoucho Wild, allowing Glion and Fuga to successfully escape from the trap and meet their daughter.
However, after a brief embrace with Rinne, the magic circle patterns on Atropos and Rinne's hands changed to Glion's cube pattern. Glion immediately stated that he had known Gaelijah's plan from the beginning and planned to use the process to turn Atropos into Chimera himself, in order to take his dream of creating El Dorado one step closer. Glion then taunted Fuga and fought him.
Gaelijah tried to kill Rinne to thwart Glion's plan, but Atropos blocked the fatal attack from her and died, preventing Glion's plan. Rinne then inherited Atropos's power and transforms into Twilight Majade, defeating Gaelijah. Fuga was very pleased with his daughter's growth as a Kamen Rider and comforted her. Glion turned out be satisfied with Gaelijah's death, and absorbed her fragments of the Philosopher's Stone alongside Gigist, and left from the battle.
Final Battle With Glion
Later, Glion became Kamen Rider Eld and releases countless Dreatroopers. When Twilight Majade is fighting with clone Gaelijah and Germain, Fuga transformed as Wind to assist his daughter, they both combining their finsihers to defeat the clone successfully.
Few months later, Rinne and Fuga reading books about alchemy in their home, their relationship is completely repaired, and Rinne is determined to become a alchemist who surpasses her father. Rinne asked Fuga to listen to all her feelings of Fuga's absent in the past ten years, and Fuga answered with a smile, willingly to accept it.

A version of Fuga was created in a dream-like state by Rinne due to a spell created by X Wizard and Licht Kugimiya. In it, Rinne dreamt of returning from school and seeing the face of her father.
Later when Kugimiya forced the entire populace into a deep slumber, Minato suggested using cards of the Cosmic and Fantastic categories but did not know any elite alchemists strong enough to draw out their power. Rinne then willingly submitted herself into Kugimiya's spell just to meet her father and ask him about the two cards, The Sun and Unicon. After confirming his daughter's resolve to fight, he granted her the Alchemisdriver, allowing her to become Kamen Rider Majade.

Personality
Fuga is a firm believer of peace and upheld the responsibilities needed to work with Chemy Law. Despite the accusations of betrayal made against him, he prioritized the association's mission to protect the misuse of Chemies over clearing his own name and actively sought to stop Glion from trying to revive the Dark Kings. He also believed that entities with twisted ambitions cannot decided the fate of the world.
Fuga is also interested in talented young people, always believing that they will achieve something in the future, so Fuga often chooses to help Houtaro and his allies, acting as a mentor to them. Fuga also shown his love towards Rinne many times, such as helping her first transformation as Kamen Rider Majade. After his body double met his daughter, Fuga expressed his apologies through the body double for not being able to accompany his daughter for so long. In order to save Rinne's life, Fuga can even choose to cooperate with Glion briefly, who has betrayed him countless times, but Fuga still expresses that he cannot forgive Glion.
After a few months since final battle, Fuga and Rinne were finally able to live together and their father-daughter relationship was rebuilt. Fuga not only happy for Rinne's wish to be a alchemist that surpass him, but also was willing to listen her feelings due to of his absence in past ten years.

Powers
- Durability: Fuga was able to block a fatal attack from the Three Dark Sisters without transforming, and whilst he survived, it severely injured him. Even when he hadn't fully recovered, Fuga still can fight Clotho Rebis for a while, and able to survive an energy blast from the Dark Kings.
- Alchemy: Fuga is a high-ranking alchemist of great skill, as such he is capable of the following feats.
- Energy Blast: Fuga can fire a strong red energy blast from his hand, powerful enough to destroy Glion's crystal item and injure him, with the latter taking ten years to recover.
- Memory Manipulation: Through his Alchemist Ring, Fuga is able to alter the memories of other non-alchemists, as seen he did to a young Houtaro.
- Telepathy: Fuga is able to communicate with his daughter Rinne through his own image in dreams.
- Body Double Creation: Fuga is able to create doubles of himself using alchemy in order to communicate with other people while his body was resting. His body double can be easily destroyed by other powerful individuals, but it can give him more times to him recover from his injuries. When the double is destroyed, it will turn into a mercury-like liquid and disappear away. However, creating a body double is taxing on Fuga's strength.
- Temporary Power Bestowal: Fuga is able to imbue someone with powers for a limited amount of time, as demonstrated when he upgraded Rinne's Alchemist Ring, helping her transform into Kamen Rider Majade. Later through his body double, he upgraded Houtaro's Alchemist Ring, which allows the young boy to transmute Steamliner into Tenliner.
- Metal Manipulation: Through his Alchemist Ring, Fuga is able to control any objects made up by metals, usually to restrain enemies.
- Transmutation: Through his Alchemist Ring, Fuga can can transmute inorganic objects into weapons or items. Notable examples include breaking glass and transmuting them into projectiles to attack the enemy, and extract iron from the soil to turn them into universal beams to attack enemies.
- Ride Chemy Cards Copy Creation: Fuga is able to create copies of Gigabaham and Kuroana Ride Chemy Cards on his hand, allowing him to transform into Kamen Rider Wind, despite the real cards are in Houtaro's possession.[1]
- Smoke Generation: Through his Alchemist Ring, Fuga can generate a cloud of smoke, allowing him and his allies to retreat.
Abilities
- Genius-Level Intellect: Fuga is a genius in several fields of alchemy, creating both the Gotchardriver and Alchemisdriver. He also created his own laboratory inside Ouroboros Realm.
- Skilled Combatant: Although Alchemists mostly fight by casting spells, Fuga is still able to fight effectively in close combat. He is able to pin down three enemies while casting alchemy, and can fight Glion on equal terms and even inflict damage on latter's body.
- Expert Swordsman: Fuga often fights with a sword in battle, and is still able to block attacks from the Three Dark Sisters despite being heavily injured.
Weaknesses
- Human Physical Limits: Although Fuga is the one of the most powerful alchemists, due to his physical strength as human, he is still inferior to Homunculus and the Homunculus strengthened by the Dark King in all aspects. In the battle with the three sisters at the beginning, he was already at a disadvantage and was defeated by the them. His injuries were so serious that he had to recover in the room, since then he could only support young alchemists through his body double. Later, it is shown Kamen Rider Wind was easily defeated by Clotho Rebis, and had to let Houtaro and his allies come to rescue him.

Blackbahamut (ブラックバハムート, Burakkubahamūto) is Wind's Bahamut and black hole-based primary form accessed by using the Gigabaham and Kuroana Ride Chemy Cards in the Alchemisdriver.
Wind is shown to be the strongest Rider at the time of his debut, featuring stats that surpass all existing Riders including Gotchard Daybreak. However, his jump height falls short to Fire Gotchard and (Fire) Gotchard Daybreak. Due to his exceptional skills as an Alchemist along with his existing bond with the Chemies prior to becoming a Kamen Rider, Wind is shown to be able to use the powers of Gigabaham and Kuroana proficiently, respectively having the ability to fly at high speeds using golden wind energy and creating black holes from the High Alchemis Jewel to absorb and nullify attacks or pull enemies towards him.
Blackbahamut consists of the following parts:
- Blackbahamut Mask (ブラックバハムートマスク, Burakkubahamūto Masuku): The head.
- Bahamubane (バハムベーン, Bahamubēn): The crown. Inheriting the excellent airflow manipulation ability of the Fantastic Chemy "Gigabaham", it possesses the power to manipulate wind.
- Alchemis Signal (アルケミスシグナル, Arukemisu Shigunaru): The tuner. It tunes the state of the transmutation as needed and prioritizes the protection of Wind, including making decisions to release the transmutation process when necessary.
- Compound Jewel (コンパウンドジュエル, Konpaundo Jueru): The eyes. It has the ability to enhance human vision and emits a brightness that never fades.
- Cosmysticrusher (コズミスティクラッシャー, Kozumisutikurasshā): The mouthguard. The Mithril armor allows for it to be made extremely thin while maintaining strength, and even allows for normal conversation.
- High Alchemis Doll (ハイアルケミスドール, Hai Arukemisu Dōru): The body. Kamen Rider Wind was created through multiple transmutation consisting of the transformer, the Fantastic Chemy "Gigabaham", and Cosmic Chemy "Kuroana".
- High Alchemis Jewel (ハイアルケミスジュエル, High Arukemisu Jueru): The alchemy amplification jewels. The jewels placed around the chest and on various parts of the body form a transmutation formation that serves to harmonize and amplify the power of the two Chemies. This activates various effects by changing the composition of the alchemical formation according to the movements of the limbs.
- Baldensity (バルデンシティ, Barudenshiti): The cloak. It has excellent attitude control capabilities, just like its majestic flapping wings. It also functions as a shield that twists the vector of any attack by creating a kind of gravitational lens effect by increasing the density-grade.
- Mut Absorb (ムートアブソーヴ, Mūto Abusōvu): The arms. These specialize in knifehand strikes reminiscent of sharp claw strikes that are made even sharper by manipulating airflow, and transmuting a micro black hole that suck in all kinds of things. The black hole requires highly skilled alchemy, including delicate control to keep its effects within a limited range.
- Giga Degenerator (ギガディジェネレーター, Giga Dijenerētā): The legs. These are equipped with floating ability through density-grade manipulation, and enables agile spatial behavior through airflow manipulation. This enables the activation of the special move "Black Bahamut Big Bang Nova", which kicks the target with super gravity when it is captured by a violent air current.

- Wind generates a gold tornado and sends it towards his opponent before opening an energized blackhole to swallow their attacks.
- Wind delivers a spinning roundhouse kick, and sends it towards his opponent before generating a dark pink tornado alongside Twilight Majade's light blue tornado, both tornado crashes multiple opponents at the same time.

Daughter
- Rinne Kudo/Kamen Rider Majade: Fuga shares a healthy father-daughter relationship with Rinne during her childhood. However, their relationship was strained due to Fuga's supposed betrayal. When he unexpectedly returns after having been dead, he apologized to Rinne for making her worried. On the verge of his second "death", he also assures Rinne that they will see each other again. After reuniting with Rinne in his real body, he gives her a hug and tells her to be careful.

- Houtaro Ichinose/Kamen Rider Gotchard: Fuga encountered Houtaro after the Steamliner and Hopper1 Chemies brought him to the Ouroboros World. Accepting the judgement of the Chemies that Houtaro was the one he was seeking, Kudo entrusted the Gotchardriver to Houtaro and bestowed the title of Kamen Rider upon him. Portrayal
Fuga Kudo is portrayed by Kanji Ishimaru (石丸 幹二, Ishimaru Kanji). As Kamen Rider Wind, his suit actor is Kenya Saitou (齊藤 謙也 , Saitō Kenya).
Etymology
- The "nine" in Fuga and his daughter's surname, Kudo (九堂), plus the "one" in Houtaro Ichinose's surname, Ichinose (一ノ瀬), equal to ten. This references how Gotchard normally uses Chemies whose Level Numbers add up to 10 to transform, specifically Hopper1 and Steamliner (1+9). Nine is also Kuroana's level number.
- Kamen Rider Wind's name comes from the English translation of the first kanji character in Fuga's given name, 風 (kaze).
- Wind also comes after the Sun and Moon (represented by Majade's two forms) in the Emerald Tablet.
Notes
- Kamen Rider Wind's torso, forearms, and legs use the same design as Kamen Rider Majade Sununicorn but with an alternative color scheme, such as the black hole inside the gem on the chest, the silver bands being replaced with differently shaped yellow bands, and the addition of spikes to the legs.
