Dr. Margaret Elizabeth "Peggy" Carter, Ph.D., also known as Captain Carter, is the deuteragonist of the Disney+ animated series What If...?. She is a variant of Peggy Carter who took the Super Soldier serum instead of Steve Rogers, becoming a superhero to fight HYDRA. She would sent to the twenty-first century, where she became an agent of S.H.I.E.L.D. and was later recruited into the Guardians of the Multiverse to stop Infinity Ultron from conquering the multiverse.
Like her Earth-199999 counterpart, she is voiced by Hayley Atwell, who also played her Earth-838 counterpart in Doctor Strange in the Multiverse of Madness, Evelyn Robin in Christopher Robin, and Grace in the Mission: Impossible series.

Background[]
Margaret Elizabeth "Peggy" Carter's history is similar to her Earth-199999 counterpart, being born in the 1920s to Harrison and Amanda Carter, and being the sister to Michael Carter. When the Second World War occurred, Carter joined the British Army before being recruited into the Strategic Scientific Reserve.
What If…? Season 1[]
While the majority of the events leading up to the serum test stay the same, the changes begin when, at the serum test, Peggy opts to watch from the main theatre instead of the observation room. Heinz Kruger detonates his bomb next to Abraham Erskine, instantly killing him and interrupting the test, and shoots Steve Rogers as he is exiting the pod. However, Peggy shoots Kruger dead, and enters the pod herself, being injected with the serum and gaining superhuman strength and resilience. Despite the objections of Colonel Flynn, Peggy retrieves the recently-stolen Tesseract from HYDRA, with Howard Stark using it to build Steve's "HYDRA Stomper" suit, while Peggy takes up the alias of "Captain Carter".
Carter, Rogers and the Howling Commandos continue to battle both Nazi and HYDRA soldiers over the span of the war, and form a romantic bond over time. However, HYDRA's leader Red Skull, who seeks to use the Tesseract to summon a extraterrestrial beast to win the war, tricks Carter and the team into raiding a train full of dynamite, with the resulting explosion seemingly killing Rogers.
Distraught and vengeful, Carter decides to launch a direct attack on HYDRA's base. There, they find both Rogers being held prisoner, and Red Skull using the Tesseract to successfully summons the beast. However, it instead kills Red Skull and starts to destroy the base. Despite the team's best efforts, they are unable to close the portal, and Carter is forced to push the beast back in, being pulled into the portal herself and disappearing from Earth for seventy years.
Carter is transported to the year 2012, having likely defeated the beast. She is met by Nick Fury and Clint Barton. Carter is saddened to learn that she has returned long after World War II's end, believing Rogers to be long dead by now. She would become an agent of S.H.I.E.L.D., and would battle against Batroc. During her battle against him, she saw Uatu the Watcher in the sky, who informed the agent that she had been chosen to join the Guardians of the Multiverse.
The Watcher explained to Carter and the others that Infinity Ultron was preparing to conquer the universe, as he managed to obtain the Infinity Stones and wipe out his universe. Joining with T'Challa, Doctor Strange Supreme, Gamora, Prince Killmonger, and Party Thor, Carter battled Infinity Ultron in stopping the rogue A.I. from destroying the entire multiverse. Upon their victory, Killmonger betrayed the group and obtained the Infinity Stones. He was put into a standstill by Arnim Zola, and the two were entrapped in a pocket dimension by Strange Supreme. After stopping Ultron, Carter returned to her universe.
What If…? Season 2[]
In her own timeline, Carter becomes the leader of the Avengers and leads the team in stopping Loki and the Chitauri invasion. Later on, Carter and her best friend Black Widow intercept a ship and discover Steve/Hydra Stomper still alive, but now evil. Carter confronts Fury since he claimed Steve died in 1953 taking down the last Hydra base in the world and learns from both him and Widow that there were rumours of his survival since the 60s as a brainwashed Red Room assassin.
Carter tracks Steve down and stops him from assassinating Secretary of State Bucky Barnes, eventually knocking Steve out. Widow takes them both to a hidden location and tries to reboot him. The two learn that the Hydra Stomper suit is now bonded to Steve and the only thing keeping him alive. Carter rejects Widow's suggestions to seek the help of Stark or Banner since every government is on the hunt for Steve and instead decides to go to the Red Room, just as Steve awakens, seemingly broken free of his brainwashing and offers to lead them there.
The three touch down on a former Sokovian military base that the Red Room repurposed and disguised as a stereotypical 1950s town with human looking robots. Steve calls the Red Room and while they wait, he and Carter converse with Steve revealing to her that he couldn't spend his life with anyone but her, which is why he chose to spend his post-war life taking down Hydra bases with Bucky, with Carter assuring him that wasn't crazy, but a human thing to do.
Just before the two kiss, Carter is attacked by the robots as they reveal they're secretly armed with widow stings. Carter, Steve, and Widow battle them until the Red Room arrives in the sky with its new leader Melina and a group of brainwashed assassins arrive on the ground. Steve turns on Carter and Widow as Melina reveals that she planned to have Carter and Widow find Steve on that boat to lure them to her. While Widow deals with Melina and her Red Room "sisters", Carter engages Steve. She tries to snap him out of his conditioning, but it is too strong until Carter stops fighting and is willing to let Steve kill her as all she ever wanted was to be with him even if it means her end. This is what finally breaks Steve free of his brainwashing, though he decides to sacrifice himself to destroy the Red Room.
After rescuing Widow, Carter still believes Steve is out there somewhere and convinces her to join her in trying to find him. Before they can head out though, a mysterious portal opens and Carter falls through. She is teleported into a different universe that is dying due to the 17th and 21st centuries being compressed together. Scarlet Witch summoned her on behalf of Queen Hela to help save their universe, but during one of the increasingly frequent rifts, Queen Hela is sucked through and killed. As a result, Thor becomes ruler and blames Carter, ordering her hunted down.
Carter escapes and rejects the Watcher's offer to go back home as she refuses to believe the Watcher's claims that this universe is destined to die. Instead, she learns from the Scarlet Witch that the first person aka forerunner displaced in time that is causing the time compression, so Carter to this universe's Tony Stark to build a device to detect the forerunner. Unfortunately, the only power source strong enough to power the device is the crystal inside Thor's scepter, so Carter enlists the aid of this universe's Steve Rogers called Rogers Hood and his band of merry men to steal it. Additionally, she breaks the Hulk free from prison to aid them.
Once Stark finishes the device which won't only detect the forerunner, but send them home as well, Carter and her team infiltrate the royal palace. As the final rift opens and Scarlet Witch tries to hold it off, a massive battle between Carter's forces and Thor's forces begins. Carter attempts to reason with Thor in vain, so Scarlet Witch freezes his movement and Fury tosses Stark the scepter. Stark has Carter open the device to reveal a glove similar to an Iron Man repulsor and Carter activates it, revealing the forerunner to be Rogers Hood. Rogers finally remembers that during the fight with Thanos, he struck the time stone which caused the time compression. Despite Carter's own reluctance, Rogers Hood agrees to go back, promising Carter that he knows that they get their happy ending in some universes. As a result of Steve Rogers returning home, all the other time-displaced heroes/villains automatically return home as well and the universe is saved thanks to Carter.
Unfortunately, this comes at the cost of Carter being stranded in the past of this alternate universe, but while at a bar, her old friend Strange Supreme arrives and enlists her help in the finale. Strange Supreme takes her to his sanctum and claims that he's been imprisoning universe killers, but that one escaped and he needs her help to find her and then he'll return Carter home. Carter agrees and tracks down the escapee to a world destroyed by Hydra. The escapee is revealed to be Kahhori and she reveals to Carter the truth: Strange Supreme has turned evil and has been collecting heroes and villains to feed to a forge he constructed in order to revive his own universe.
Carter tries to reason with Strange, but when that fails, she frees all the prisoners in order to save Kahhori and buy enough time for them to get to the forge to destroy it. They encounter many villainous escapees on the way including Prince Killmonger and Carter takes the infinity armor to even the odds in their upcoming battle with Strange. Just as they arrive at the forge, Supreme does as well and they fight. Supreme tries to tempt Carter into joining him with an illusion of Steve, but Carter sees through it and refuses. Afterwards, Supreme begins feeding his captives to the forge and Carter and Kahhori engage in a battle with him to send the prisoners back home.
Ultimately, Supreme succeeds in killing some of the captives, but just before they all die, they toss Carter their weapons and she incapacites Strange long enough for Kahhori to send the rest of the captives home. Supreme though, refuses to give up and mutates into a demon-like creature. Carter tries to reason with him and ultimately punches him with all the Infinity Stones in hand that she exorcises him of all the demons possessing him. As the Forge is about to explode, Carter asks Strange to stop it and he finally realizes how far he's gone. Unfortunately, he's repossessed by the demons right after and takes Carter down to the Forge. Carter breaks free and calls out to Strange as he's falling down to the Forge. The good side of Strange briefly reasserts himself and he chooses to sacrifice himself to stop the demons and revive his universe.
Carter wakes up in the Watcher's domain as he reveals both she and Kahhori survived and that he already sent Kahhori back home. The Watcher shows Carter how Strange revived his universe including his love Christine at the cost of being erased from existence, having never been born to the revived universe. Still the Watcher reminds a remorseful Carter that her seeing the good in Strange is what allowed him to conquer his demons and give his life up to restore his universe as the multiverse didn't need the Watcher to intervene, just Captain Carter. The Watcher then asks Captain Carter if she's finally ready to go back home and she says yes, but requests a "scenic route" through the Watcher's domain and the Watcher obliges.
Appearance[]
While her physical appearance is mainly the same as her original counterpart, she becomes much taller and more muscular after being injected with the Super Soldier serum. As Captain Carter, she wears a armored bodysuit with the pattern of the Union Jack, with her vibranium shield showing a similar pattern.
Personality[]
Much like her main timeline counterpart, Captain Carter is brave and not happy with gender discrimination. Proof of her good heart is that Erskine's serum gave her the same result as Steve in the main timeline.
Just like her main counterpart, Peggy still loved Steve; respecting his choice to join the war in Howard's HYDRA Stomper armor. Even when she arrived in the 21st century, Peggy held a torch for him, and was shocked to discover the HYDRA stomper armor when she returned to her universe.

- Artificially Enhanced Physiology: Injected with the super soldier serum, Carter gained enhanced abilities that push her to a superhuman level.
- Superhuman Intelligence: Carter's mental state was enhanced upon taking the serum, allowing to think rapidly than an average human.
- Superhuman Strength: Captain Carter's strength was increased to superhuman levels, allowing her to flip a truck with ease, and push HYDRA's champion into the wormhole.
- Superhuman Durability: Captain Carter's durability was enhanced to its peak, making her more resilient to her opponents attacks.
- Superhuman Speed: Captain Carter's speed was enhanced to the point that she surpassed an Olympic athlete, as she was able to catch up to a man driving a motorcycle.
- Superhuman Agility: Carter's is greatly agile, capable of flipping high in the air and fight numerous combatants with ease.
- Superhuman Stamina: Carter's stamina was enhanced to the point that she showed no fatigue when in combat, and could last for hours without slowing down.
- Superhuman Reflexes: With enhanced reflexes, Captain Carter can deflect oncoming bullets within seconds. She was capable of deflecting gunfire with her shield, or enemy attacks with her enhanced agility and senses.
- Superhuman Senses: Carter's senses were enhanced to their peak, amplifying them far beyond a natural human being.
- Regenerative Healing Factor: Carter's healing factor is enhanced to it's peak, allowing her to recover from any injuries quickly.
- Superhuman Longevity: The serum slowed down her age.
Former Powers[]
- Protection Spell: Carter was granted the protection spell by Strange Supreme, allowing her and the Guardians of the Multiverse to withstand several attacks from Ultron. The spell was granted increased her shield's damage, allowing her to stun Infinity Ultron in battle. However, the spell was only temporarily after receiving several blows from the artificial intelligence.
Abilities[]
- Master Martial Artist: Due to her military training and war experience, Carter is a master combatant and martial artist. She possibly received more training in martial arts once she became an agent of S.H.I.E.L.D.
- Shield Mastery: Carter is extremely skilled with her shield, mastering the ability to hurl the weapon at her targets and having to return to her.
- Sword Mastery: Carter is a master swordsman, being able to cut off a tentacle of HYDRA's champion.
- Expert Marksman: She is a capable marksman due to her military and agency training, capable of hitting targets with firearms and her shield accurately.
- Master Acrobat: Carter is a skilled gymnast, and her athleticism was further improved once she obtained the super solder serum.
- Master Tactician: Carter is a capable leader and tactician, leading the Howling Commandos in successful missions against HYDRA.
- Bilingualism: She can speak her native English, but is also fluent in German.

- Captain Carter's Shield: Captain Carter wields a shield created by Howard Stark, who formed it from the material vibranium. The shield can deflect bullets, and can ricochet off of objects or people.

- Captain Carter's Sword: Carter obtained a sword to fight HYDRA's champion, which she kept with her when she was transported to the twenty-first century.

- Although most What If...? episodes are meant to be standalone and their characters only having one-shot appearances, it's confirmed that Captain Carter will be appearing in future episodes of the show and her universe will be revisited due to her popularity.
- What If...? director Bryan Andrews has also expressed interest in a live-action film franchise starring Captain Carter with Hayley Atwell reprising her role as a potential live-action spin-off of What If...?, as executive producer Brad Winderbaum has stated that there's potential for some characters in the show to appear in live-action media if they prove popular.
- This was proven true with another version of Captain Carter appearing in the 2022 live-action film Doctor Strange in the Multiverse of Madness.
