Black Manta is an undersea criminal, making him an enemy of Aquaman and Atlantis.

Before Black Manta became Aquaman's greatest enemy, his father was killed by Aquaman, sparking the vendetta that Manta held for the Atlantean and beginning his career as a criminal.

At some point before Superman set up his regime, Black Manta was arrested and forced to join Suicide Squad. He was on the team with Harley Quinn and Captain Boomerang. He also helped the Joker in recovering the Amulet of Apophis from Marianas Trench, which the clown used to attack the Justice Society of America.[1] After the death of Jay Garrick, the Justice League tracked him down and Wonder Woman forced him to point where he took Joker to.[2]

During the fifth year of Superman's regime, Harley attempted to call her former Suicide Squad members, one of those calls going to Black Manta, however his mask rested at the bottom of the ocean, implying he had perished.[3]

However, Manta revealed himself to be alive and well during Brainiac's invasion, hiding outside Atlantis, prepared to smack anyone who is sent hurdling in his path.[4]
