Colonel Carper hears SpongeBob and Patrick perform and hopes that he can become their concert manager. He sings a song that explains how the music industry works, however, after hearing that money was involved, Mr. Krabs steps in and becomes the concert manager. Carper gets upset and leaves.
Carper later appears outside of the performance of Ned and the Needlefish, and he gloats to Mr. Krabs about how much better he is doing. He tells his roadies to break Mr. Krabs' sound equipment. Carper laughs at Mr. Krabs, not realizing that Mr. Krabs was taking his sound equipment.
Carper later appears again, and this time he's angry at Mr. Krabs for stealing his sound equipment, and leading Ned and the Needlefish off course. He tells Mr. Krabs that his "music tour" has come to an end, and that he will be receiving a "friendly" phone call from his attorney because he plans on using him for his money. He then takes the sound equipment that Mr. Krabs stole back, and he has his roadies tag "losers" on the bus that Mr. Krabs was using before he leaves.
Carper appears one last time near the end of the episode to take money from Mr. Krabs. He once again uses his roadies to life up Mr. Krabs and dump all of the money into his pants. Carper laughs at Mr. Krabs and leaves.
In "The Krusty Bucket", he walks out of the Krusty Krab and accidentally steps on Plankton.
In "Tango Tangle", he appears at Dance where he can be seen dancing as Plankton gets stepped on.
In the video game SpongeBob SquarePants: The Cosmic Shake, he appears in the icon for the "Music Enthusiast" achievement.

His name is an parody of Colonel Tom Parker, who was the manager for Elvis Presley. The suit Carper wears is also similar to the ones that Elvis wore.
