When Doofenshmirtz plans to give himself big, sad eyes so people would pity him, his inator to do just that uses so much power that the entire town's light supply goes out. As for Phineas, Ferb and the gang, they build an unseen invention to take advantage of the blackout, while Candace tries to figure out what it is.
Episode Summary[]
At Doofenshmirtz Evil Incorporated, Perry has been captured by Dr. Doofenshmirtz. He claims it is the most sophisticated trap he has ever invented. Doofenshmirtz thinks that everyone should pity him, so he believes that if he gives himself big, sad eyes, people will give him whatever he wants. To accomplish this, he created the Big-Sad-Eye-inator, which takes up a lot of electricity. He prepares to start the inator, but when it reaches full power, it blows up, and the entire city goes dark in a power outage.
Meanwhile, Candace is talking to Linda, who is on a date night with Lawrence. Candace has been left in charge of Phineas and Ferb while they are gone. After the conversation, the house goes dark, and only their eyeballs are visible. Phineas and Ferb go to check the fuse box, and Candace looks for a flashlight. She finds one, but the batteries are almost dead. She tries to walk back to Phineas and Ferb, but trips over a chair.
Phineas and Ferb head outside and notice that the whole town is in a blackout. Buford, Isabella, and Baljeet join them, and Phineas announces that he has an idea to make the best blackout ever. Candace then tries to find out what is going on. Linda calls and tells Candace that they are stuck in traffic. Candace tries to tell Linda that Phineas and Ferb are building something huge, but she trips again, and her phone flies into a wood-chipper and is destroyed.
At Doofenshmirtz Evil Incorporated, Doofenshmirtz tells Perry that no one will be able to see anything but his big, sad eyes because of the blackout. He tries to make Perry feel sorry for him, but it does not work. Afterwards, Doofenshmirtz decides to go out into the street to try out his eyes, taking Perry with him.
Phineas and Ferb continue building their project in the dark. Candace tries to figure out what it is. She flashes the light and sees a small part of it, with robotic arms retracting back into the machine. She tries to ask Phineas, but he explains that she has to experience it. After he gives her some gear, she goes through the contraption, where she zigzags around and gets stretched.
On the street, Doofenshmirtz meets a person who feels sorry for him. The man gives him something and goes to get more stuff to give to him. Some more people come along and give him free stuff, and then they fly away on their jetpacks to get him more stuff. Doofenshmirtz notes that his sad eyes are working, and realizes that he could fool Roger into making him mayor. Major Monogram contacts Perry, telling him that he must go to the power plant to get the power back on.
Linda and Lawrence arrive back at the house since the restaurant had closed due to the power outage. Doofenshmirtz walks towards City Hall with Perry's trap, but he notices that Perry escaped. Perry flies towards the power plant and flips a red switch, which causes the entire city's power to come back on.
Candace takes Linda into the backyard, but Linda only feels Phineas' nose. Candace wonders what happened to the thing they built, and Phineas explains that people on jetpacks came by and asked if they could have it, so they gave it to them. At City Hall, Roger asks Heinz what made him think that he would hand the city over. Doofenshmirtz shows Roger his big, sad eyes, which are bloodshot, and realizes that they work better in the dark. The jetpack squad returns and drops Phineas and Ferb's invention on Doofenshmirtz.
